Under their umbrella, they marshaled the resources of individual banks that pledged $100 for every volunteer they sent to work with the Coastal Habitat Restore program.The bankers worked on a dozen homes in the borough from June 15 to Oct. 1, which Mulligan said are now in various stages of completion."Everyone had a positive experience with it," said Michael Affuso, vice president of the association.The association's original goal was to have 22 banks participate and raise $25,000."It was a goal they set. The central government’s guidelines issued last month also indicate it is keen to encourage private capital in the sector.The guidelines are aimed at speeding up the development of the industry, calling for local governments to work closely with private companies and encouraging innovative services and financial products.“[The guidelines] are still a little bit vague,” said Bromme Cole, a senior housing consultant who runs Hampton Hoerter.Under other foreign investment guidelines issued recently, international operators may be allowed to form a wholly owned foreign enterprise to own and operate sites designated for senior housing, said Cole, who recently authored Enter The Ageing Dragon, about the mainland’s senior housing sector.“We were particularly happy to see the State Council saying they plan to allocate land for senior care,” said Cole Wright, managing director of Merrill Gardens, a US-based operator of retirement communities. It is building its first joint-venture senior housing project in Shanghai, due to open next year.International operators are working with mainland developers but some of them are not interested in senior housing business as such. We lose confidence in the federal government when we see they can't come to a consensus," she said.The shutdown comes at a bad time, said Ardapple. "This is a distraction for business owners who are beginning to plan budgets for the fourth quarter, often the most important quarter of the year."Rhett Buttle, VP of external affairs for Small Business Majority, a Washington, D.C.-based advocacy group for small businesses, said the fourth quarter is vital for many firms."(The fourth quarter) is when many businesses go from red to black.
