Archdiocese official seeks external review of clergy for sexual misconduct
Source: Pioneer Press, St.存倉 Paul, Minn.Oct. 05--A former archdiocese official called upon Archbishop John Nienstedt to allow an external review of all clergy and remove priests who have engaged in sexual misconduct or pose a threat to children.Jennifer Haselberger issued a written statement Saturday in response to press reports about what she termed "my unsuccessful efforts to convince the archdiocesan administration to take the necessary steps" to address sexual misconduct by priests.Beginning in July, she released information to Minnesota Public Radio "regarding acts of sexual and other misconduct involving several members of the clergy...My hope was that by making this information public it would serve as a warning about predatory priests currently serving in the archdiocese," Haselberger wrote.Among those was Rev. Jonathan Shelley, 52, who served until June 2012 at St. John the Baptist Church in Hugo and currently has no assignment. A desktop computer owned by Shelley was found in 2004 to have thousands of pornographic images on it. Archdiocese officials did not report the case to the police. The St. Paul police got involved this year only after Haselberger told the Ramsey County attorney's office about the computer.The police closed their investigation on Sept. 29 after finding no child pornography on discs the archdiocese provided. But a Hugo man who had alerted the archdiocese to the computer in 2004 turned over a copy of portions of its hard drive to police on Friday.Haselberger served until April 30 as chancellor for canonical affairs for the Archdiocese of Saint P儲存ul and Minneapolis. She resigned with "great sadness," she said Saturday.While she said she has the "utmost respect" for the vast majority of priests, "I had come to the conclusion that it had become impossible for me to continue in that position given my personal ethics, religious convictions and sense of integrity," she said in the written statement.As she did at the time of her resignation, she asked "that Archbishop Nienstedt take his responsibilities towards the protection of the young and the vulnerable seriously" and permit "a comprehensive, external review of the files of all clergy of the archdiocese, and that following the review he remove from ministry and make public the list of clergy who have been determined to have engaged in acts of sexual misconduct, as well as those whom (sic) could reasonably be assumed to pose a threat to children and young people."Until this happens, I do not believe that it can be said that the archdiocese is honoring its promise to protect," Haselberger wrote.A statement issued Friday by the archdiocese said it is committed to handling clergy misconduct matters "aggressively and consistently."To that end, "we have formed a special task force and charged them with conducting a full review of our policies and practices." 繽︱紛︱人︱生︱學︱校 到芬蘭當交換生自己取材做 蘆葦笛
隨著留學的時間推移,儲存倉愈來愈多的「發現」,讓我的北歐印象從模糊變得清晰。遠離台北快速的節奏,步入異域的荒野密林,帶給我很大的衝擊。感受到文化差異的同時,是覺察自己的良機。知識在戶外傳授經驗用五感累積如果教育有起點,那麼芬蘭教育的起點或許是「大自然」吧。那是不限於教室,不限於一天二十四小時,不限於資質優劣,生為人即可享有的全民資產。芬蘭的兒童從小跟著長輩向森林學習:秋天到森林裡採菇,除了認識有毒菇類外,大人也順便解說林種及利用方式;獵人帶著兒女進入森林裡打獵,教導他們認識攻擊性動物的習性。芬蘭的教育,是透過與一株植物、一頭麋鹿、一隻水鴨、一棵樺樹的真實面對面,來了解對方的一切。這樣的大自然課程融合了生物、文學、生命教育等,很難歸類到某一學科,也無必要。知識在戶外空間傳授,經驗用五感去累積,而不只是在教室裡紙上談兵。「向大自然學習」存在於每個芬蘭人心中,也造就許多領域,如設計、建築、繪畫等作品裡,充滿了自然的啟迪。音樂領域的教師也貫徹這樣的理念,學生不會只關在琴房裡練琴,許多課程鼓勵他們走出去。不僅是作曲的靈感需求,還有一些實作課程,得以了解聲音背後更多的奧秘。西貝流士音樂學院每年十月的某一周,固定被規畫為Zooming Week,如同台灣的大學積極推動的「跨領域學習周」,學生可以到不同系所修課。這段期間,也開設了許多大師班。瑞塔莉莎老師的蘆葦笛製作課(reed flute making),是最讓我期待的一堂課。瑞塔莉莎是民謠系的校友,主修民謠笛子,演出以即興演奏為主。記得第一次和她碰面是在民謠系圖書室裡,當時我正陷在文獻迷陣裡,她很熱情地邀請我上她的課。我記得很清楚,那天她穿著一身帶有自然圖騰的紅毛衣,讓我聯想到芬蘭北邊的薩米人。十月的芬蘭氣溫雖尚未降到零度下,但亦不遠矣。下午兩點,登記上課的同學已在音樂廳服務台前集合,每個人都穿著毛衣、厚外套,準備應付外面的低溫。瑞塔莉莎老師遠遠地走來,手上提著兩個用樺樹皮編成的籃子,一箱放了她做好的各種笛子成品,另一箱則全是工具。出發前迷你倉最平先解釋了整個流程:這是一堂製作笛子的課,並且,你們得「自己」取材。經常向大自然取經造就優雅純樸態度湖邊是上課的地點。秋天的芬蘭到處一片金黃,樺樹的白樹幹依舊屹立著,修課一行人浩浩蕩蕩地出發,踏著落葉前進。走到湖邊,映入眼中的是一片已經枯黃的蘆葦,這一大叢蘆葦長得比人還高,仔細瞧瞧,湖水早已乾了,人可以直接「走」進湖裡摘採。蘆葦桿用來做笛子的笛身,瑞塔莉莎在一旁解釋如何選擇適當的蘆葦,為避免失敗,每個人都採了許多。準備得差不多後,瑞塔莉莎拿出笛子的結構圖,開始在湖邊上起課來。她收藏的笛子有長有短,每枝音色都有些微差異,她同時示範不同笛子的吹奏方式。有些笛子形狀相當特殊,末端是喇叭型,聲音聽起來有點像歌仔戲裡的鴨母笛。笛音在室外表現出不一樣的空間感,在遼遠的湖波上迴繞著。瑞塔莉莎打開工具箱,裡頭滿滿都是刀子。她先將比人高的乾蘆葦做了裁切,僅留下適合做笛身的部分。接著最困難、也是最重要的步驟──吹口,它是整隻笛子發音的關鍵點,吹口上劃的唯一一刀,必須控制得宜,大小、深淺適中,笛的內側要留住笛膜,才能透過吹氣震動,發出聲響。在一根乾蘆葦劃下一刀成為笛子,聽來似乎不難,但四、五個小時下來,最後只有一個人成功。低溫的湖邊,每個人專注在笛子製作,過程中臉、手、身體早已凍僵,鼻水流得一塌糊塗,但做出來的,卻是一枝「無聲」的笛子。劃不準的蘆葦殘枝滿地都是,低溫與挫敗感讓學生有些沮喪。那重要的一刀,是瑞塔莉莎無法立刻傳達的技巧,因為那是數十年的經驗積累。適應自然,是芬蘭人生活的主調,自然而然地,他們經常向大自然取經。這種精神體現在生活的各個角落,也造就出芬蘭人優雅、純樸的生活態度。蘆葦笛製作課,帶我們想像了一個舊時的常民生活場景:民謠手聽到了蘆葦與風共鳴所產生的聲響,於是設法取得蘆葦,來做成笛子。人民就地取材做的簡單樂器,使他們在物資不豐的年代,仍然有享受音樂、自娛娛人的能力。看起來不精緻的小笛子,吹奏出來的樂音彷彿緊緊擁抱著自然,這是自己取材做樂器最有意思的地方。●摘自遠流出版《聽.見芬蘭》儲存

藍色公路 產官界推動策略整合

State gives immigrants driver's licenses
Source: Ventura County Star, Calif.mini storageOct. 04--Oxnard resident Claudia Villegas knows the fear that comes from driving without a license -- and the relief of having one.Now, an estimated 1.4 million California residents living in the country illegally could experience something similar. On Thursday, Gov. Jerry Brown signed a bill allowing such immigrants to obtain driver's licenses.Villegas, 23, received her license in May through a prior state law affecting young immigrants enrolled in a federal deferral program the Obama administration created last year."It makes you feel good, being part of change and history," said Villegas, who was brought to California from Mexico when she was 6 months old.Immigrant advocates have long lobbied for the change in the nation's most populous state. The licenses would carry a distinction on the front of the card that states the document may be used for driving, not as federal identification.Most states don't allow immigrants in the country illegally to obtain licenses. But a growing number, including Colorado and Oregon, have passed similar measures to issue marked licenses for driving purposes only.In California, Assembly Bill 60, authored by Democratic Assemblyman Luis Alejo, would grant licenses to anyone who passes written and road tests, regardless of immigration status. The licenses are expected to be issued by January 2015.Alicia Flores, executive director of Oxnard's La Hermandad Mexicana, a California-based immigrant rights nonprofit, was in Los Angeles for the first of Brown's two signing ceremonies Thursday. The second was in Fresno."We are rejoicing," Flores said, adding she has been involved in advocacy efforts for such licenses for more than a decade."Finally, we got it from our governor," she said.John Krist, chief executive of the Farm Bureau of Ventura County, said the local agriculture industry is heavily dependent on a large and mostly immigrant workforce."Anything that makes it easier and safer for them to get to work to harvest our crops and tend our fields -- that's a welcome development," he said.The bill was supported by the state's Police Chiefs Association and insurance authorities.Some oppose the change."I don't see why we have to bend our rules to provide U.S. driver's licenses for people who are breaking the law by being here," said George Miller, who cofounded the Ventura County Tea Party and is a founder of the local news site Citizens Journal. Miller said he was in favor of recognizing driver's licenses from other countries and international licenses.Some immigrant advocates are not entirely pleased with the bill."Our group feels it's an important step in the right direction," said Elliott Gabriel迷你倉 an organizer with the Todo Poder al Pueblo Collective. Part of the Oxnard group's efforts have been focused on helping unlicensed migrants tagged at sobriety/license checkpoints to understand their rights.Gabriel said his group is concerned the specially marked licenses might become "a sort of scarlet letter" that could ultimately lead to more deportations."The undocumented community still lacks the right to due process under the present scheme of collaboration between local law enforcement and the Department of Homeland Security's Immigration and Customs Enforcement" unit, Gabriel said.California Highway Patrol Officer Steve Reid, spokesman for the Ventura-area CHP, said the bill "doesn't change what we do on a daily basis at all."During a traffic stop, immigration status is not an issue whether a person is licensed or not, he said.Oxnard Police Department spokesman Miguel Lopez also said the new law won't change day-to-day operations.Lopez added the department was an early adopter of a delayed tow policy at the city's DUI/driver's license checkpoints. Suspended licenses lead to automatic tows but unlicensed drivers have a 30-minute window to have a licensed driver pick up the vehicle.State officials estimate 1.4 million drivers will apply for licenses under the law.Brown predicted California's action will mean more states will follow."This is only the first step," he told a cheering crowd at the signing ceremony outside City Hall in Los Angeles. "When a million people without their documents drive legally and with respect in the state of California, the rest of this country will have to stand up and take notice. No longer are undocumented people in the shadows."Villegas, who got her license in May, said she had driven without one for about eight years before that, starting when she had to find a way to get to high school."I was just scared: If I make a wrong stop, that's pretty much the end for me," she said, adding her school friends were unaware of her immigration status.She has since put herself through college, having just graduated from CSU Channel Islands with a degree in political science. 男子陪老婆逛街時瘋狂盜竊 3小時得手近萬元

地下停車場出入口 松山車站新設雨遮 體貼旅客

高鐵經濟終顯能

Source: The Columbus Dispatch, OhioOct.文件倉 04--DELAWARE, Ohio -- A Delaware County judge today found former Ohio State football standout Jim Stillwagon not guilty of all charges connected with a road-rage shooting that hospitalized a man last year.Stillwagon, 64, said he felt relieved by the ruling.A civil lawsuit filed by the man he had been accused of assaulting is pending.Delaware Common Pleas Court Judge Duncan Whitney dismissed the three remaining counts of felonious assault with a firearm against Stillwagon this morning, during the third day of his trial. Whitney had dismissed a fourth count of the same charge earlier this week.Stillwagon, one of the "Super Sophs" that led the 1968 Buckeyes to a National Championship crown, had been charged with shooting at a man after a 14-mile back-and-forth chase starting near Dublin and ending in Delaware.The man, Richard Mattingly, of Geauga County in northeast Ohio, testified during the trial that he had been drinking both before and during the chase, and said he had been driving "like an idiot," following Stillwagon closely, brake-checking him, and cutting him off.Stillwagon followed Mattingly to a parking lot off Rt. 23 in Delaware and fired at存倉Mattingly's truck. Stillwagon ultimately hit Mattingly in the head with the butt of his gun. When he did, the gun fired, and a bullet grazed Mattingly's head. Mattingly checked himself out of the hospital that night.Stillwagon's lawyers argued that Mattingly used his truck as a weapon, and that Stillwagon shot at him in self-defense. Earlier this week, they asked the judge for a mistrial; today they asked that Whitney find Stillwagon not guilty because prosecutors had not proven that Stillwagon ever intended to shoot at Mattingly.Whitney agreed, saying he would lay out his reasons in court documents.At least one of the jurors who would have ruled on the case also agreed."We got a guy that shot somebody, and I guess the police have to make an example -- we can't have people running around shooting people," said Bill McKahan, who served on the jury. Votes are there, but Boehner resists end to shutdown
Source: The Buffalo News, N.self storageY.Oct. 04--WASHINGTON -- Much of the federal government remained closed for a third day Thursday, even though it appears there are enough votes in the House to end the shutdown.That fact -- along with House Speaker John A. Boehner's private assurances that he will not let the country slip into an unprecedented default -- dominated official Washington on an unnerving day interrupted by a Capitol Hill shooting that appeared to have nothing to do with politics.As of Thursday, 19 House Republicans said they would be willing to vote for a government funding bill without the changes to the Affordable Care Act that the Republican majority is demanding. Combined with 200 Democratic votes, that's enough to get such a bill passed -- and to get the government up and running again.But Boehner, R-Ohio, and other House GOP leaders -- along with Western New York's Republican members of Congress, Chris Collins and Tom Reed -- don't want that sort of bill to come to the House floor."That day has come and gone," said Collins, R-Clarence, who argued that any bill to fund the government now ought to be rolled into legislation to raise the nation's debt ceiling, which must be passed by Oct. 17 to prevent an economically crippling federal default.But President Obama, who late Thursday canceled a trip to Asia due to the shutdown, urged Boehner to call up a bare-bones funding bill now."The only thing that is keeping the government shut down, the only thing preventing people from going back to work and basic research starting back up, and farmers and small-business owners getting their loan -- the only thing that's preventing all that from happening, right now, today, in the next five minutes, is that Speaker John Boehner won't even let the bill get a yes-or-no vote -- because he doesn't want to anger the extremists in his party," Obama said.The back-and-forth over Boehner's refusal to bring up what's called a "clean" continuing resolution, or CR, came as 800,000 federal workers sat home for a third day while others -- including the Capitol Police who shot a woman near the Capitol after a car chase -- worked without pay.There appeared to be no movement toward a solution, as House Republican leaders continued to insist that government funding for the fiscal year that began Tuesday be tied to a delay in the "Obamacare" requirement that all Americans buy health insurance.House Majority Leader Eric Cantor, R-Va., said, "The speaker and I have both said that the Republican position is, we believe we should fund this government, but we also believe that there should not be any special treatment for anyone, and that is why we believe the right solution to that is to provide for a delay of the individual mandate under the health care law."Cantor made those comments at a news conference after a reporter asked why the GOP le迷利倉dership would not call up a "clean CR," even though at least 17 Republicans favored doing so. That number later grew to 19, according to a Washington Post tally.Three New York Republicans -- Reps. Richard L. Hanna of Barneveld, Michael G. Grimm of Staten Island and Peter T. King of Seaford -- are among those 19.King has argued from the start that House Republicans have been misled by tea party figures such as Sen. Ted Cruz, R-Texas, into believing it was somehow possible to defund or delay the president's signature health care law, even though Obama and the Democratic Senate would never agree to do so."Most of my district is strongly opposed to 'Obamacare,'???" King told CNN. "No one -- almost no one -- is coming up to me and telling me to shut down the government."Nevertheless, both Collins and Reed -- for different reasons -- insisted that it's important for Boehner to hold firm.Collins said it doesn't make sense to negotiate a separate end to the shutdown without also raising the debt ceiling at the same time. After all, he noted, if Republicans agreed to end the shutdown now, another shutdown would ensue in mid-October if the two sides could not agree on a debt ceiling increase, leaving the government unable to pay its bills."The debt ceiling is coming in 10 days," Collins said. "Let's not ignore that that's the elephant in the room, and let's just negotiate both."Collins said that such negotiations could result in a "mini grand bargain," limiting the growth in entitlement programs and reforming the tax code.Reed, meanwhile, said he wasn't sure there really are that many Republicans who would vote for a "clean" spending bill.Moreover, Reed expressed support for "the Hastert rule." Named for its author, then-House Speaker J. Dennis Hastert, R-Ill., this informal -- and occasionally violated -- rule says that no measure should be brought to the House floor without the support of a majority of Republicans, even if it could pass with a combination of Republican and Democratic votes."I think the speaker reflects the majority position, and the majority is better served when you try to get as many Republicans as possible together," said Reed, R-Corning.Of course, that point of view is exasperating to Democrats such as Rep. Brian Higgins, D-Buffalo, who for days has been calling on Boehner to bring a simple spending bill, with no "Obamacare" changes, to the floor of the House."He's being disproportionately influenced by a small group of extremists within his caucus," Higgins said of Boehner. "He doesn't have the courage to do it.
