Source: Kennebec Journal, Augusta, MaineOct. 01--Robert Pleau, owner of Pleau's Market in Winslow, hired a company to help him change his cash registers and credit card readers in anticipation of Tuesday's meals and lodging tax hike.At Barrels Market in Waterville, employees made the adjustment themselves."Basically, we have a point of sale that works with a computer system. You can go in and adjust the sales tax," said Melissa Hackett, store manager. "The kind of retail we do, we need to make changes constantly depending on how the register reads certain items and we have the office end of the equipment to change it."The tax increases -- meals and lodging tax went from 7 percent to 8 percent and the sales tax rose from 5 percent to 5.5 percent -- were the result of a state budget compromise crafted by lawmakers in June to avoid a possible state government shutdown. The machinery isn't the only thing that has to be adjusted -- store owners are also waiting to see how customers react to higher prices. But so far, everyone expects people will take it in stride."Most people who've come in to shop are aware of the changes and what's coming," said Pleau. "It adds a little more cost to everyone, but it's the law and you have to deal with it."Hackett said that not much noise has been made by her customers about the change in sales tax."No one has said much about it, and it's a small enough increase that I don't think they'll take much consideration into it," she said. Many restaurants are adjusting prices so the tax doesn't make the numbers less appealing."We're just going to be rounding prices to the closest zero," said Stan LaPointe, owner of the Pointe Afta bar in Winslow. For instance, if a draft now costs $3.18, it will be rounded to $3.20. The change shouldn't affect the food prices, he said."It's not the end of the world," LaPointe said. "Some people just need to be creative with their funds, but some can't afford to do it."Some in the state's hospitality industry are more concerned that higher prices, even if only several cents more, could make people rethink how much they spend when they go out for a bite to eat or book a room. The taxes on a $50 meal will go up 25 cents. For a $150 hotel room, taxes will rise by 75 cents."Overall, I think the danger here is any time the meal goes up overall, then folks think twice about how often they're going to go out," said Richard Grotton, president and CEO of the Maine Restaurant Association.Another complaint is that the added revenue from the tax hike will end up in the state's coffers, not in the cash registers of business owners who have avoided raising prices themselves."This is sort of like a self-imposed increase by the state on people who are trying to collect as much rate as possible," said Greg Dugal, executive director of the Maine Innkeepers Association.Geoffrey Houghton, owner of The Liberal Cup in Hallowell, said his custo儲存倉ers generally look at the bottom line of what their meals cost and won't differentiate the amount raised by taxes."Unfortunately, the customer is going to notice the increase in the bill, but I'm not getting any more," Houghton said. "I'm not raising my prices because of the economy, so I'm a little disappointed the taxes are going up."The Legislature passed the two-year, $6.3 billion budget in June with the tax increases to prevent a possible government shutdown. The sales, meals and lodging tax increases are projected to raise $183 million for the state over the next two years -- $135 million from sales and $48 million from meals and lodging, according to the Maine State Legislature Office of Fiscal and Program Review.Gov. Paul LePage vetoed the budget, but legislators overrode the veto with votes of 114??"34 in the House and 26??"9 in the Senate.Sen. Roger Katz, R-Augusta, described the tax increases as a necessary compromise preferable to the likelihood that property taxes would have increased if the Legislature passed LePage's proposed budget. He said he, like other Republicans, would have liked to see more cuts to government spending instead."Nobody wants to raise taxes here, but the alternative to this would have been worse," Katz said. "We would have eliminated revenue sharing in its entirety, and that means Augusta and every town and city in the state would have seen less state revenue and therefore some increase in property taxes."Municipal revenue sharing, a portion of the state's sales and income tax revenues given to towns and cities to offset property taxes, was still cut by a third in the budget passed by the Legislature, but LePage had proposed in January to suspended it entirely for two years. The state previously increased the sales tax from 5 percent to 6 percent in 1991, with the provision it would drop in half percent increments with certain increases to the general fund's revenue, according to Michael Allen, Maine Revenue Service's associate commissioner for tax policy. That caused it to drop to 5.5 percent in 1998. Two years later the state decided to drop it back down to 5 percent. The current increase is set end on July 1, 2015.Some in the industries affected are concerned it could be permanent, but Katz said he expects the Legislature to honor the sunset of the tax increases. He said part of the reason for preferring the lodging and meals tax increase over further increases to property taxes is a larger portion is borne by out-of-state visitors.About 65 percent of lodging revenue is from nonresidents, and between 30 and 35 of prepared meals revenue comes from nonresidents, according to Allen.___Jesse Scardina -- 861-9239jscardina@mainetoday.comPaul Koenig -- 621-5663pkoenig@mainetoday.comCopyright: ___ (c)2013 Kennebec Journal (Augusta, Maine) Visit the Kennebec Journal (Augusta, Maine) at .kjonline.com Distributed by MCT Information Services迷你倉最平

Sept. 30, 2013 /PRNewswire/ -- While hurricane-prone regions have been fortunate during the 2013 hurricane season to date, Travel Guard (.TravelGuard.com) is encouraging travelers to remain cautious despite the slow start. The National Oceanic and Atmospheric Administration (NOAA) has predicted that anywhere between 13 and 19 named storms and six to nine hurricanes will occur during the 2013 hurricane season. Though this year's first named hurricane did not occur until late in the season (Hurricane Humberto named on September 11), what is traditionally the most active part of hurricane season has yet to come. Superstorm Sandy, which made landfall on October 29, 2012, is a harsh reminder of the potential for named storms and hurricanes to occur between now and the end of hurricane season on November 30. "The beginning of hurricane season is not necessarily a reflection of the latter part of the season," said Lori Whitt, Vice President, Travel Guard North America. "With this in mind, we encourage travelers to be prepared for a hurricane or tropical storm when they travel during hurricane season."When purchasing a travel insurance policy through Travel Guard for travel during hurricane season, it's important to remember that the policy must be purchased at least 24 hours before the hurricane is named, otherwise it is too late for travel insurance's trip cancellation and trip interruption benefit to cover losses due to the storm. Additionally, travelers should remember to take the following items into consideration should a hurricane affect their travel plans. If a hurricane makes landfall before take-off: If a storm hits a traveler's destination, they should check their hotel, airport and air carrier websites and social media channels to monitor updates for delays, cancellations and evacuations. Travelers should also sign up to receive flight status alerts on their mobile devices to be aware of delays or cancellations. If the airport from which flights are scheduled to depart is closed due to a hurricane or other weather event, travel insurance may cover the expenses incurred as a result of the delay. Additionally, reasonable accommodations and travel expenses may be covered until travel becomes possible. If a storm directly affects travel arrangements or accommodations, insured travelers may benefit from trip cancellation or trip interruption coverage. For example, if an airport is closed due to high winds, or if mandatory evacuations are enforced at an insured traveler's hotel or resort; or if roads are impassable due to high water and alternate modes of transportation are not possible, travel insurance may provide coverage. Similarly, if a resort, hotel or vacation home is damaged and cannot be used, or if comparable accommodations cannot be provided, non-refundable costs could be covered. If a hurricane occurs during the vacation: During a hurricane, travelers should closely follow the news. Travelers are strongly encouraged to follow instructions given by the hotel and local authorities. Those affected by a hurricane should stay indoors at all times, close interior doors and secure exterior doors. The safest place to be during any hurricane (or high-wind storm) is a basement, away from windows, in the middle of the room or closet. The 24/7 assistance included with many of Travel Guard's travel insurance solutions can provide valuable aid for travelers. mini storage

Source: Philadelphia Daily NewsSept. 30--DENVER -- It was amazing afterward, how quickly just about every Eagles player and coach got to the subject of their next game Sunday against the Giants.Maybe it's unfair to suggest this was their mindset -- one foot pointed toward the charter flight home, during the 52-20 beating the visitors absorbed at Sports Authority Field -- but there were sequences in the second half that reeked of the throwing-in of towels. This is not how a new regime turns things around.Eagles coach Chip Kelly acknowledged in a couple of spots during his postgame presser that you "get down a little bit" when the other team keeps prancing into the end zone, that "you get worn down in a game like this," against a quarterback who is approaching perfection, the way Peyton Manning is playing right now for the Broncos. But here is the deal, on the final morning of September: We knew going into the season the Eagles' defense wasn't good. Nobody had this game marked as a win on their pocket schedule. Nobody had the Eagles going to the Super Bowl, or even to the playoffs. What fans want from Year 1 of the Kelly era is hope, progress, the sense that things are moving in the right direction. They don't have that right now, from a team that just gave up the most points an Eagles squad has allowed in a game since Nov. 26, 1972. And the most points any Broncos team has ever scored in a game. Note that word, "ever." As in, not in the AFL, NFL, John Elway era, Charley Johnson era. Ever. How do we know this isn't just a franchise settling into long-term hopelessness, the 2012 stretch drive repackaged with a slightly smaller coach and much faster playcalling?"I think I'll be able to answer that question on Tuesday when we come back on the practice field," Kelly said, when asked if he sees progress or growth from his 1-3 team. "If we come out and we're hanging our heads and we're feeling sorry for ourselves, then I'll say we didn't have any progress or growth. But I think we've got to understand that this is a tough-ass league, we've played against some really good teams. If you feel sorry for yourself . . . 90 percent of the people don't care about your problems and 10 percent are glad you have 'em. We gotta go back to work. That's the only thing we know how to do. We're going to go out and work and figure this thing out . . . If they come back to work on Tuesday, then I'll be excited about this group moving forward."So, first-year coach challenges team. But it's kind of a low-bar challenge: Show me a pulse by Tuesday and I'll know the season is salvageable. Also, Kelly went on to mention the Giants and the upcoming game, suggesting that he, too, would like to move past this disaster as quickly and smoothly as possible. Nobody came out and said, "Hey, the division's awful, the Giants are 0-4, and after them we play the Bucs, who also are 0-4. So let's cut our losses and move on." But that surely was implied."I don't think this is, 'Holy smokes, the season's over.' Every week's a season," Kelly said. "We knew this challenge was going to be very difficult coming in, just because of how the Broncos played their first three games," winning them and scoring 42.3 points per game."I'm looking for the guys to be looking forward to the New York Giants and a different attitude and a different approach," quarterback Michael Vick said after another day with pass rushers in his face too soon and receivers he couldn't get the ball to consistently against premini storages coverage. "It took us 3 days to get over our loss to Kansas City -- that shouldn't happen. It should hurt, because we want perfection, but we have to find a way to get our juice back and enthusiasm back and look ahead. We need to understand that we still control our destination."Do they, though? Aren't the Giants going to be just as glad to see the Eagles as vice versa? Getting blown out by a Broncos team that has now won 15 regular-season games in succession, by a quarterback who now has thrown 16 touchdown passes in four games this season, without being intercepted, might not be the end of the world. But the Eagles' defense has allowed 1,787 net yards in four games. Over 16 games, that would be 7,148. The all-time NFL record, set by the Saints last season, is 7,042.It seems reasonable to suggest that if the defense is really this bad, Kelly's offense is never going to really take wing. Too much playing from behind, too much pressure to make every drive a touchdown, too much time standing on the sideline watching slow-reacting safeties try to figure out where the ball went. And then there is the special-teams mess, which none of the principals stuck around to discuss yesterday when reporters were allowed into the locker room. Denver scored on a 105-yard Trindon Holliday kickoff return and the 17-yard return of a blocked Donnie Jones punt. It was the second game in a row the Birds have been badly outplayed in this area, another unwelcome reminder of 2012.The Eagles gained 450 net yards, only 22 fewer than Denver. But after the first drive of the second half, the visitors were never in the game. That was the sequence Kelly targeted afterward, when the Broncos took the second-half kickoff and went 80 yards in 10 plays, never facing third down, as was the case in each of their three third-quarter TD drives. As Kelly noted, the Eagles responded with a drive that bogged down after a single first down, putting the defense right back on the field, and the wheels were off. Manning retired to the bench with 10:52 left to play, having completed 28 of 34 passes for 327 yards and four touchdowns, compiling a 146.0 passer rating. The way the 21-13 first half went, if you squinted you could almost see how the Eagles might get out of here with a close, hey-we-gave-it-a-shot loss, or even, with luck, a win. The Broncos stripped those illusions away with relentless, ruthless precision. Manning completed 15 of 16 passes in the second half, for 158 yards and three TDs."He got hot there in that second half and we couldn't slow him down," Eagles linebacker Connor Barwin said. "I wish I could tell you guys what it was; I think it was a lot of things, it wasn't one thing . . . Our different looks were working in the first half. The guy's good at what he does; he kind of figured a little bit of it out in the third quarter and was able to adjust in the third quarter, make some plays on us."Eagles defensive coordinator Billy Davis was not able to bring significant pressure on Manning, who picked apart a soft zone."We ran into a pretty good buzzsaw today," Davis said. "We only have one way to go. We have to get better. Everything about the defense has to improve. We know exactly where we are and who we are. We've just got to put our head down and put all our focus on the Giants."On Twitter: @LesBowenBlog: ph.ly/EagletarianCopyright: ___ (c)2013 the Philadelphia Daily News Visit the Philadelphia Daily News at .philly.com Distributed by MCT Information Services儲存

Y.Sept. 30--ALBANY -- The procession following a special liturgy for students who attend the four diocesan high schools concluded at the Cathedral of the Immaculate Conception. Three priests who helped celebrate the 11 a.m. Mass made a beeline for the sacristy to change out of their vestments and head to lunch. Not the Most Rev. Howard James Hubbard. The bishop of Albany planted himself in the middle of the aisle at the back of the cathedral, held out an open palm and smiled. For the next 10 minutes, Hubbard shook the hand of every student, all 900 of them, as they streamed out of the cathedral. It was a timeless ritual of the shepherd of the Albany Roman Catholic Diocese greeting his flock."Amazing," said Joseph Salamack, head of Bishop Maginn High School. "He still chooses to greet every single kid."Those students were not alive when Hubbard became the ninth bishop of Albany on March 27, 1977, at age 38. He prostrated himself on the altar erected in the Siena College gymnasium for his ordination, symbolizing servitude. He became the youngest prelate in the country and was dubbed "the boy bishop." He wore his reddish sideburns long back then.Today, Hubbard is the longest-tenured bishop of a single diocese in the nation. On Oct. 31, when he turns 75, the mandatory retirement age for a bishop, he must submit a formal resignation to the Holy See in Rome. That will set in motion a secretive, complex process as the Vatican chooses his successor. It could be a few months, or a year or more, until the 10th bishop of Albany is named. It will be a change of historic proportions for the diocese's 400,000 Roman Catholics in 14 counties across upstate New York.Hubbard has been the only bishop many have ever known. He shaved his sideburns decades ago and his close-cropped hair has turned the color of pewter beneath his bishop's bright red beanie. His reedy voice has begun to quaver a bit and his rail-thin frame has stooped slightly. In recent years, a chronic decline in vocations to the priesthood, the weight of the clergy sex abuse scandal and the emotional tumult of closing half of the diocesan schools and shuttering more than two dozen parishes etched deep lines into his boyish face and seemed to accelerate the aging process, leaving him at times looking pale and drawn.Pressed for a self-assessment of his 36 years as a bishop and 50 years as a priest, in typically understated fashion he responded with a baseball analogy.Even the greatest hitters in Major League Baseball only got one hit out of three tries at bat and a .333 lifetime batting average earns induction into the Hall of Fame in Cooperstown, he noted."I hope that I batted at least .333, which means I missed at least two out of three," he said, and paused. He has been a fervent baseball fan since his boyhood in the Lansingburgh section of north Troy. He listens to ESPN sports radio when he drives his brown 2009 Ford Taurus, with 120,000 miles, on long solo road trips to parishes around the diocese. He roots for the Boston Red Sox and is famous for needling confirmation candidates who profess allegiance to the New York Yankees.A late-afternoon silence gathered in a formal sitting room, where he does most of his business in the chancery's office suite at the Pastoral Center at 40 N. Main Ave. in the Pine Hills neighborhood. He has a habit of tapping the toe of his black dress shoe when he grows pensive or is searching for a thoughtful answer to a difficult question. The only sound was the soft tap of a toe on the carpeted floor. After several moments, he said softly, "I tried to be a disciple of Jesus and a compassionate shepherd. I didn't always succeed, but I tried my best."This is a time of taking stock for the bishop, who raised more than $190 million for the Bishop's Appeal during his tenure and led a nearly $20 million restoration of the cathedral, which is not yet finished. Several honorary dinners and liturgies are being planned for Hubbard. Masters of ceremony will strain to find new superlatives. Siena College will host an academic symposium on Oct. 29 in honor of Hubbard, including remarks by Archbishop Harry J. Flynn, emeritus of the archdiocese of St. Paul and Minneapolis. The Siena symposium will bring together scholars to speak about central themes of his time as bishop: social justice, lay leadership and interfaith dialogue."Those are three things he has always believed in and he supports them in good times and in bad," said the Rev. Kenneth Paulli, chief of staff at Siena and an organizer of the symposium. "The bishop lives his faith and does not sway with the wind of popularity.""We see him as embodying a distinctly Franciscan focus on service leadership," said Tom Dickens, chair of the religious studies department and an organizer of the symposium. "He is first and foremost a pastor concerned about people suffering in his community."On a wall of Hubbard's sparsely appointed personal inner office at the Pastoral Center, where he rarely invites visitors, is a framed quote from St. Francis of Assisi: "Preach the Gospel at all times. If necessary, use words.""His legacy in building bridges between the Catholic and Jewish community is immeasurable," said Rabbi Scott Shpeen of Temple Beth Emeth in Albany, where Hubbard spoke on several occasions. The two worked together on many interfaith programs. "We have a wonderfully comfortable and collegial relationship with him. He is referred to as 'our bishop' at the temple."Hubbard's tenure is coming to an end during a stunning six-month start to the papacy of Pope Francis, who shares a kindred message to Hubbard's of living humbly, reaching out to society's marginalized and focusing on forgiveness rather than punishment. Hubbard's progressive views on drug addicts and prisoners, and advocacy of sometimes unpopular social justice issues that put a priority on helping the poor, homeless and people with HIV/AIDS clashed with the rigid ideology and tone of conservative orthodoxy of popes John Paul II and Benedict XVI. Perhaps, too, it thwarted any possibility of Hubbard's promotion to cardinal."I've always seen him as more of a moderate than a liberal, but Pope Francis confirms for Howard the fact that his original vision of a pastoral approach and following the Gospel was right and good," said the Rev. Christopher DeGiovine, dean of spiritual life at The College of Saint Rose. "The church under the last two papacies did move to the right and Howard's vision was seen as a little bit out of step."When he became bishop, Hubbard sold a big house along New Scotland Avenue where previous bishops had lived in luxury with a domestic staff. He gave up the driver and big, fancy car. Hubbard also left behind another bishop's residence where he once lived, a palatial Sanford White-designed townhouse on State Street along Washington Park owned by the diocese. The bishop collects an annual salary of $33,508, the same as any priest with a similar number of years of service.Since 1992, Hubbard has chosen to live in almost monastic simplicity in a nondescript, squat brick building across the street from the cathedral. On a recent lunch hour, he entered through a front door and stopped to say hello and shake hands with a dozen people lined up in the vestibule and awaiting free groceries from the food pantry. Upstairs, his small bedroom contains a single bed, a bedstand and an overstuffed bookcase where books, curled-back magazines and folded-over newspapers pooled on the floor.Across the hall, a slightly larger room serves as his office. It has a simple desk, two cloth recliners, a small television, a bookcase and a treadmill. There are a few personal photos: his mother, his two sisters and several of his 13 nieces and nephews and his sisters' 27 grandchildren and two great-grandchildren.He picked up an old black-and-white photo of his First Communion at St. Patrick's parish in Troy. "We all looked scared," he said, chuckling. He has a simple morning routine. He is on the treadmill by 7:30 a.m. and jogs for 2 1/2 miles at a moderate pace. He has maintained a 35-inch waist for decades. He writes on a desktop computer for a few hours: articles for the diocesan newspaper the Evangelist, homilies and memos. "I have to write a lot, but it doesn't come easy," he said.He planned to attend self storageiena College and was considering a career in journalism or the law before deciding he was called to be a priest. He entered Mater Christi Seminary in Albany a month after his high school graduation.Around 11:30 a.m. each weekday, he drives to the Pastoral Center, where he works on diocesan business the rest of the day. He eats lunch in the cafeteria, typically a plain turkey sandwich, and makes a point of chatting with cafeteria workers. Most nights, he has a talk to give or a function to attend. He'll get back to his apartment late at night and if there was no food at the event, he'll look through a refrigerator in the food pantry kitchen for leftovers. He'll heat up a pasta dish or some simple fare in a microwave. Sometimes, he resorts to what he calls "the old standby": a peanut and butter jelly sandwich.Six blocks from where he lives now, Hubbard cut his teeth in the 1960s as a street priest in the so-called "Gut" of the South End. He drove alcoholics and heroin addicts to detox and had to plead with hospitals to take in these broken souls at a time when there were no formal programs. He gathered donations of food for the hungry. He found apartments for people who had no place to live, long before the term "homeless" was coined. He set up Providence House and Hope House, a storefront center for social services on South Pearl Street. He was a minority in the predominantly African-American neighborhood, where he labored for social justice in microcosm. It was often messy work. In his priest's black shirt and white Roman collar -- armed with no more than a soft voice, a gentle demeanor and a placid personality -- he walked and talked his faith. He was an oasis of prayerful calm amid a brawling quadrant marked by homicides, assaults, arguments with prostitutes, crackdowns by cops and the corrosive effects of cheap heroin and liquor. He lived for 10 years in the former St. John's rectory on South Ferry Street. It is now used as transitional housing for homeless people seeking treatment for addictions. Hubbard shook hands and chatted with residents before climbing a narrow, creaky stairway to the third floor."This was my room," the bishop said. It is a narrow, cramped and dark attic space, illuminated by a small dormer window set back into a low, sloping ceiling. Hubbard lived in this room for a decade. The current resident, a formerly homeless man, demands a room change. He said it is too small and gloomy for him.The Rev. Peter Young runs a housing, industries and treatment program, including the one in the old rectory where he lived with Hubbard in the 1960s. He served as a mentor and firebrand in contrast to Hubbard's quietly consistent leadership. They opened the building to two dozen men trying to get clean and sober."It was a war down there in those days," Young recalled. "Guys were dying every day. We were revolutionaries and Howard was with me every step of the way. I was an angry combatant. Howard calmed me down. He's much smarter and more diplomatic than I am.""He identifies with the poor and has never wavered in his commitment to social justice and advocacy," said Maria Markovics, co-director with husband Roger Markovics of United Tenants of Albany, a grass-roots advocacy group that has helped low-income people find housing since 1973. Hubbard hired the couple, in their early 20s to work at Providence House. "He's the model of what Christianity should be.""I've seen his kindness and compassion in many ways," said Sister Mary Ann LoGiudice, executive director of Community Services, which assists pregnant teens. She recalled Hubbard in the 1970s saying Mass for the teen mothers on Saturday nights, joining them for pizza parties and running a therapy group. When LoGiudice meets women who were in the program decades ago, they invariably share recollections about the bishop. Hubbard was also instrumental in helping LoGiudice gain permission from church authorities to be allowed to adopt and raise a young orphaned girl with HIV/AIDS who had been sent to live at the Farano House in Albany.More than anything else, Hubbard's tenure as bishop and his entire priesthood was shaped by the Second Vatican Council. Pope John XXIII opened the groundbreaking ecumenical council on Oct. 11, 1962 and the council concluded in 1965, two years after Hubbard was ordained. Hubbard presented a personal reflection on the Second Vatican Council in an hourlong scholarly lecture on Sept. 4 at for the St. Bernard's School of Theology and Ministry opening convocation."This set forth a radically different vision of the church and it became my blueprint for serving people," Hubbard said. He praised its more pastoral model, with a greater focus on helping the needy and less rigid structure of church hierarchy. He said he embraced this new tone of collegiality and collaboration in the motto he took when he was made bishop: "Rejoice, we are God's people."He said he took to heart the council's call to increase the role of lay people in the church. "As bishops, we were no longer just the branch managers of the church," Hubbard said. "It was an inclusive view of mission and ministry.""He has given us a big vision of a big church, a church that is very wide and welcoming, with a heart for justice," said Sister Kitty Hanley, director of the Albany branch of St. Bernard's, based in Rochester.Bishop Emeritus Matthew H. Clark, 76, who retired last year as bishop of the Rochester diocese, was in the audience. The two met nearly 60 years ago as seminarians at Mater Christi. Clark is Hubbard's longest and closest personal friend. "He's very much the person I've known and began to admire all those years ago. He's a kind, sensitive and humble man with a sharp intellect," Clark said.Nobody can understand the strain of what Hubbard faced as well as Clark, who had to deal with similar issues in Rochester. During the height of the pedophile priest scandal and a 2004 investigation into allegations of sexual misconduct against Hubbard, the two spoke frequently on the phone. An extraordinarily intrusive investigation by former prosecutor Mary Jo White concluded with a 200-page report that found "no credible evidence" to the allegations made by man about sexual encounters with the bishop and left a $2 million legal bill for the diocese."I don't know how he got through that time because it was so horrible," Clark said. "His character really shone through during that period."Some have not yet forgiven Hubbard, even after he apologized from church pulpits in years past."Bishop Hubbard put a tremendous amount of effort and work into preserving and protecting predatory priests over and above helping the victims who decided to come forward to speak of their abuse," said Mark Lyman, director of the Capital Region chapter of the Survivors Network of those Abused by Priests, or SNAP. "We are still frustrated and hurt."I lost my faith because of this. It does not go away," said Lyman, 49.He filed a lawsuit against the priest he said abused him beginning at age 14 in 1978 in Troy, but New York's statute of limitations requires a victim to file a lawsuit by age 23. Members of SNAP are working to eliminate the statute of limitations."I acknowledged to the people in the diocese that I did not always handle it the best way, in retrospect, and I apologized," Hubbard said last week. "What I will say with a clear conscience is that I never received a complaint from a victim that I did not take seriously. For victims and people who believe that bishops were engaged in a constant coverup, they probably cannot ever forgive."Hubbard has no plans to leave the area when he retires and hopes to continue to serve the diocese in the areas of social justice, lay leadership and interfaith dialogue.
