  • Forsyth program helps children go from foster care system to adulthood

Source: Winston-Salem Journal, N.迷你倉C.Dec. 15--At 24, Lakhana Carter is just beginning to figure out how to be an adult.She is scheduled to graduate from Forsyth Technical Community College with an associate's degree in applied science, works as a cashier at Sam's Club and has lived in her one-bedroom apartment off University Parkway the past four years.But the road to get there wasn't an easy one. Carter spent much of her early life in foster care; she and her two younger sisters were removed from their mother's home because of neglect when Carter was about 12. Her older brother ended up in a group home.By the time Carter had gotten to high school, she and her younger sisters had been adopted by a relative. But during her second semester at Forsyth Tech, that relative put her out of the house. Suddenly, Carter was on her own and without many of the life skills -- like balancing a checkbook -- that young people from more stable family environments develop."I thought it was going to be easy, but it turned out to be very difficult," Carter said. "I struggled a lot and I'm still struggling a lot."Carter said she had to learn how to save money, pay her bills and get the financial aid to finish her education. For a short time, she stayed with friends before settling into the apartment she lives in now. Because she is on her own, she didn't qualify for a certain type of financial aid, which kept her from returning to Forsyth Tech until this past January.Carter was among the more than 26,000 people in the nation annually who age out of foster care at age 18 and who don't have the strong family support and resources to help them navigate early adulthood.Experts say that the number of young people aging out of foster care has steadily increased. Since 1999, more than 230,000 young people have left foster care without permanent family connections, according to the Jim Casey Youth Opportunities Initiative, a national organization that helps former foster care children.And those children face stiff odds:--More than one in five will become homeless after age 18.--58 percent graduate high school by age 19, compared to 87 percent of all 19 year olds.--71 percent of young women become pregnant by 21, resulting in higher rates of unemployment, criminal convictions, public assistance and involvement in the child welfare system.--Fewer than 3 percent will obtain a college degree by age 25, compared to 28 percent of all 25 year olds.Carter has seemingly beaten the odds, and she credits a local initiative called Youth in Transition, which was started about two years ago through the efforts of several community organizations, including the Winston-Salem Foundation and the Forsyth County Department of Social Services.Goodwill Industries is the lead agency, and the initiative is financed through more than $1 million in grants from the Duke Endowment and Kate B. Reynolds Charitable Trust."They're not doing it for money," Carter said. "They're trying to help you."A hidden issueThere are more than 13,000 children in North Carolina in the foster care system, and every year about 500 of them age out of the system.As of Sept. 30, 2012, nearly 400,000 children were in foster care in the United States, according to federal data.Forsyth County had about 160 children in foster care at the end of October, and 11 young people in the county aged out of the system during the fiscal year that ended June 30, 2013.Experts don't dispute that the numbers are small but argue that doesn't make it any less of a problem because those young people touch all aspects of a community."These young people are often the ones people forget," said Liz Squibb, senior associate director of Jim Casey Youth Opportunities Initiative. "When it's small, it doesn't raise to the levels of getting significant funding."Joe Raymond, the director of the Forsyth County Department of Social Services, said many people think it's something his agency should handle, forgetting that it's a community issue."DSS can't do this by themselves," he said.Raymond said these young people are not just dealing with the trauma of the abuse or neglect they may have suffered in the homes from which they were removed; they're also dealing with the trauma of being removed."When a judge grants custody of a youth to a public agency, that action is traumatic for the youth," Raymond said. "The very act of being removed from your home, no matter whether it's abuse or neglect ... is traumatic. These youth have experienced the worst that life has to offer at a young age and are (then) exposed to being put in a public agency."Mark Testa, a professor of social work at UNC Chapel Hill, said the suffering doesn't just go away文件倉"The scars simply don't disappear once you turn 18," he said.Testa said that the foster care system isn't equipped to deal with older young people."Our foster care system was established over 120 years ago when it wasn't unexpected that a young person would land a job at age 16, marry at age 20 and start a family soon," he said.Society has changed in such a way that the age of maturity has extended beyond the teenage years, Testa said.Now the foster care system is starting to follow the same timeline, as well as communities, Testa said.And the issue has gotten renewed attention, experts said.Finding a solutionRaymond said that even before he came to Forsyth County, he knew that he wanted to tackle the issue of young people aging out of the foster care system.He said he knew it was a solvable problem because the population is small. The challenge, he said, was convincing community leaders that this was a community problem and not a DSS problem."Everybody was waiting for DSS to do (something)," he said.Forsyth County DSS has limited services it provides, such as the LINKS program. Young adults who turn 18 can sign an agreement to receive housing and other services as long as they stay in school. But Raymond said many young people don't sign the agreement because they're anxious to get out of the foster care system.Some have a natural need to reconnect with their biological parents, and for some, that works out. For others, it doesn't, Raymond said.Raymond said he contacted Scott Wierman, president of the Winston-Salem Foundation, about the issue. Michael Clements, the foundation's vice-president of community, then became involved. Clements said one thing that was critical was listening to those who had been in the foster care system."The fact of the matter is that they are in the best position to tell us what the major issues are," he said.Also critical was a partnership with the Jim Casey Youth Opportunities Initiative, which is working with 16 states on the issue.The Winston-Salem Foundation and Reynolds Charitable Trust provided seed money. Then in 2011, Duke Endowment and Reynolds Charitable Trust provided more than a $1 million in grants to start Youth in Transition.Alex Hudson, the lead coordinator for Youth in Transition, said that about 50 young adults participate in the program. Most are between 18 and 24, he said.The Jim Casey Youth Opportunities Initiative offers technical assistance. Youth in Transition is the only initiative of its kind in North Carolina, but Squibb said she is working with the state and other communities to expand the initiative.Youth in Transition also has a youth leadership board.The Winston-Salem Foundation's Clements said the program has worked well but the key is what happens to young people five years or 10 years down the road. That will show the long-term effectiveness of the program, he said.One of the goals is to find ways to provide housing for some of the young people, Clements said. Youth in Transition is one of several partners supporting a project called the Commons, a housing community that's being planned on 16 acres at the intersection of Reidsville and Old Greensboro roads. The N.C. Housing Foundation will own and operate the community. A $4 million capital campaign was announced at the end of October.Hudson said he has been working with Forsyth County officials to buy property to provide housing for youth in the initiative, but that plan is currently on hold.'Keep trying'In Carter's apartment, her high school diploma from Carver High School sits on the living room table. By the television are two certificates she received from Forsyth Tech for outpatient billing and medical receptionist.Carter's first 24 years of life have been chaos, but displayed in her apartment are her achievements. And she's not finished. Carter said she wants to further her education and earn a bachelor's degree.Her short-term goal is to work in either a doctor's office or with a medical-insurance company. Eventually, she wants to run a hospital, she said.She also wants to travel to such countries as China and Canada and the continent of Africa.Carter said she wants to help people just like Youth in Transition helped her. Through Youth in Transition, she said she has gained confidence. And more than anything, she said she has learned not to give up."They go beyond just helping someone out with the program," Carter said. "They help motivate. Source: The Bakersfield CalifornianDec.迷你倉 14--Kern County's annual population growth has surpassed 1 percent for the first time in years, likely fueled by a recovering economy, nearly two births for every death, and immigration, according to new state numbers.A yearly survey by the California Department of Finance's estimates that between July 1, 2012, and July 1, 2013, Kern's population grew at a rate of 1.25 percent, rising from 856,282 to 866,977.During the boom years in the first decade of this century, county population regularly passed 1 percent per year.But as the region struggled to recover from the nationwide recession that began in December 2007, that changed.After making annual increases of more than 1 percent for 11 consecutive years, Kern County's yearly growth spurt first dropped below 1 percent two years ago, when it fell to 0.92 percent from July 1, 2010, to July 1, 2011, then to 0.86 percent for the same period in 2011-2012.This year, state officials said the county's reliable growth pattern returned, probably due to a mending economy that includes solid returns from agriculture and oil, the major industries.Its population increase of 10,695 was enough to make Kern the state's fifth fastest-growing county, ranking between Contra Costa County, No. 6 with a 1.12 percent growth rate, and Placer County, No. 4 with a 1.29 percent growth rate."If you're growing, chances are you're growing because there's opportunities in Kern County," said John Malson, a Finance Department research manager. "This year, you actually gained population due to migration, and that's the first time that occurred in a while."State figures confirm that this is the first survey year since 2009-2010 when more people have moved to Kern County than moved away.Before the recession, the opposite was true. During the 2006-2007 survey year, 7,381 people moved here from other counties or states, but that number fell to just 697 in 2007-2008.By 2010-2011, 1,981 people lefmini storage Kern County, going elsewhere in the state and nation, and just 741 moved here from other countries -- resulting in a net loss of 1,240 residents.From July 2011 through July 2012, the worst year for population loss, 3,259 people left the county and just 1,447 moved here, generating a net loss of 1,812.This year, the net loss is, well, less.During the 2012-2013 survey year, 578 people left Kern County. That impact was mitigated by the 2,067 immigrants who moved to Kern County from outside the U.S. during those 12 months, resulting in a net migration to Kern County of 1,489."People move when they've got to get a job. Population growth is often very cyclical, especially in Kern County," said Kern Council of Governments Senior Planner Peter Smith. "Things are still not very good on the employment thing, but they're a lot better than they were."John Emery, dean of the School of Business and Public Administration at Cal State Bakersfield, agreed."There's actually more work going on. Fewer people are looking for work and there are more jobs. And the underlying drivers in Kern County are doing well," Emery said, meaning oil, agriculture and, to a certain extent, construction.Construction has not yet returned to its pre-recession peak of 2005, when the city issued 5,200 building permits, but Bakersfield Planning Director Jim Eggert said he expects more than 1,200 permits will be given by year's end -- a slight increase over the 1,096 written in 2012."Most of the county's growth is the city of Bakersfield. Usually we're around 2.5 percent a year.   • Report criticizing Va. emergency services drew fire

Source: Richmond Times-Dispatch, Va.迷利倉Dec. 14--Virginia's top mental health official clashed with the state inspector general for behavioral health last year over a report that faulted the mental health system's handling of emergency services for people who posed a danger to themselves or others, according to documents obtained by the Richmond Times-Dispatch.The report sounded an alarm over gaps in Virginia's emergency services for people in psychiatric crisis that now grip the attention of state policymakers. Last month, state Sen. R. Creigh Deeds, D-Bath, was attacked by his 24-year-old son, Austin C. "Gus" Deeds, who then killed himself -- 13 hours after being released from emergency custody because an appropriate bed in a psychiatric hospital couldn't be found.Internal documents obtained Friday by The Times-Dispatch under the Virginia Freedom of Information Act show disagreement between James W. Stewart III, commissioner for behavioral health and developmental services, and then-Inspector General G. Douglas Bevelacqua, who is investigating the Deeds case for the Office of the State Inspector General that was created last year.Stewart told then-Inspector General Bevelacqua on March 22, 2012, that "the report fundamentally misrepresents both the behavioral health emergency services system and the data" from a three-month study conducted in mid-2011.The commissioner faulted the inspector general for focusing on a relatively few cases in which a person was not issued a temporary detention order, or TDO, despite meeting the criteria for involuntary detention, but Bevelacqua fired back that the state should provide appropriate care in all cases."Systemic quality improves by understanding failures, not highlighting success to minimize the relative incidence of the failures," the inspector general wrote Stewart on March 27, 2012.In response to the release of the documents, Stewart said Friday, "It is a serious concern if even one person in a mental health crisis cannot locate and receive the services that are needed."Stewart said the Department of Behavioral Health and Developmental Services had concurred with "the overall conclusion" in the inspector general's report "and will work toward solutions."The commissioner's statement cited a pending report by the University of Virginia that examines the problem and shows that in all but 4 percent of 1,260 emergency evaluations last April, people who qualified for TDOs were placed in beds within the six hours allowed by state law for emergency custody orders.Stewart also cited Gov. Bob McDonnell's recent decision to propose more than $38 million in new state spending on mental health services, extend the duration of emergency custody and temporary detention orders, and create a task force to address concerns raised by the Deeds case.The state is working to "improve the availability of the services that are needed when individuals are in crisis and to expand the capacity statewide of treatment and ongoing supports that will reduce and prevent mental health emergencies from occurring in the first place," the commissioner said.Last year, however, Stewart questioned the report's analysis of 72 cases of TDOs that were not issued during the study period for people who met the legal criteria of posing a threat to themselves or others, or being unable to care for themselves.The report acknowledged that the number of unexecuted or failed TDOs represented just 1.5 percent of the nearly 5,000 TDOs that had been executed successfully in the period, but concluded they represented an unacceptable danger迷你倉to the person in crisis and the public, as well as a failure to provide the clinically appropriate level of care required by state law."Each incident, in which a person is denied the level of service determined by trained mental health professionals to be clinically necessary, represents a failure of the system to address the needs of that individual and placed the individual, his family, and the community at risk," the report states.The report was dated Feb. 28, 2012, but was issued more than a month later, after the commissioner and his department responded to its specific findings and recommendations.In his memorandum, Stewart told Bevelacqua that the report "provides insufficient context" for the emergency services provided by community services boards as well as the cases that were studied.The 72 cases of unexecuted TDOs represented 0.0012 percent of all people who received emergency services in fiscal year 2011 and 0.0035 percent of all TDOs issued that year, he said."Without this and other important background information ... the report is a misrepresentation of the way the Commonwealth carries out its Code-mandated safety net responsibilities," the commissioner wrote.Among a half-dozen objections, Stewart also said the report's conclusion belied the fact that, "despite significant obstacles, a positive disposition was found in the overwhelming majority of the 345 cases reported in this study."Bevelacqua stood by his conclusions in a memorandum to Stewart on March 27, 2012, and said the state could not dispute that the 72 people "were denied the level of service deemed necessary" by local emergency services pre-screeners.He also called "settled" the report's finding that TDOs for 273 people were executed after the six-hour limit under state law for emergency custody orders.Those findings have become prominent in three state investigations of what happened to Gus Deeds, who was released Nov. 18 by the Rockbridge Area Community Services Board because the six-hour limit had expired on the emergency custody order and an appropriate bed could not be found to hold him for further evaluation and treatment under a TDO.The next morning, Deeds repeatedly stabbed his father, who survived after emergency surgery, and shot himself.Bevelacqua said the commissioner's analysis compared results of a study conducted over 90 days in one fiscal year with totals for all emergency services rendered and TDOs issued in a previous fiscal year.Besides, the inspector general said the state should take seriously the instances when the system fails for people in crisis, no matter how few cases there are.The inspector general also took issue with other comments by the state on the report that no one was released without care, because "alternative interventions ... assured the safety" of all 72 people.The report showed that 15 of those people were able to receive other community support, while 17 remained in hospital emergency departments until they could be treated, 13 were admitted to hospitals for medical reasons, one was arrested, and another received a less intensive level of care.Of the remainder, 13 were "were released with no intervention," and 12 "remained in a supportive setting, such as with family.""Is the department suggesting that assuring 'the safety of people' or that 'a positive disposition' are standards of care required by Code?" Capital will face St. Michael's in the third-place game at 3:30 p.m. Saturday, leaving Hobbs to play Gadsden in the championship at 7 p.m.The Eagles (5-0) scored 37 points in the second quarter to quickly dash any hopes of a Capital upset, and they went into the locker room at halftime with a 51-24 lead thanks to a deep bench."I think we had more depth than they did," Hobbs head coach Mike Smith said. "Eventually they're going to wear down."The Jaguars (3-4) were broken down by Hobbs' full-court press at the start of the second quarter and didn't make a field goal until the quarter was already half over."They were running the game plan that we wanted them to, but then they started to turn the ball over and that turned into easy shots [for Hobbs]," Capital head coach Ben Gomez said.Forcing the opponent to make mistakes and turning them into points is what the Eagles pride themselves on, and for a good reason. They are averaging just over 79 points a game this season."We try to put teams out of their comfort zone and into our comfort zone," Smith said. "We want to make it a challenge for them to stay with us."Hobbs' fast pace as well as its height -- center Kelvin Jones is 6-foot-10 -- gave an inexperienced Capital team a lot of problems.There are seven seniors on the Jaguar roster, but most of them played junior varsity last season, leaving Gomez to believe that playing a team like Hobbs will speed up the growing process."We're in a process right now where we're trying to find ourselves," Gomez said.迷你倉將軍澳"We can practice all we want and we can preach all we want, but unless we go through this process, [the players] are not going to learn and they're not going to know what we're talking about. 【楊喻斐╱台北報導】咖啡機達人Maggie表示,自存倉所謂全自動咖啡機,是從磨豆到煮出咖啡;半自動則是從咖啡粉開始。一般人認為現磨現泡較好喝,但市場上代客烘焙與磨豆的店家增多,吸引更多消費者投入購買半自動咖啡機的行列。Maggie說明,充泡咖啡方式大致分美式與義式:美式是用滾水直接浸透濾出咖啡,義式透過蒸氣或幫浦加壓,瞬間沖泡而成。美式咖啡戶或虹吸式咖啡,在70度以上的熱水中浸透時間愈長,咖啡因成分就高,而義式咖啡是瞬間加壓而成,咖啡因成分較少。義式咖啡的加壓是有學問的,很多人喝咖啡講究有沒有咖啡油,如何粹取出咖啡油的迷你倉華就與壓力大小有關係。一般而言,蒸氣加壓的壓力約在8~9bar,幫浦則達到15bar,現在營業用的咖啡機可達15bar;目前市售的家用咖啡機其實都作到15bar,在家就可享受星巴克等級的咖啡。 拿鐵黃金比例1、2、1 愛喝拿鐵、卡布奇諾的消費者,除可選購有奶泡功能的咖啡機外,目前市面上也有愈來愈多手動奶泡器,價格不貴,可幫咖啡多做些變化,像宜家宜居(IKEA)推出不到百元的手動奶泡器還一度熱銷到缺貨。Maggie建議,用全脂牛奶打出來的奶泡會比較香,拿鐵比例咖啡、牛奶、奶泡分別為1:2:1,卡布的話是等比例。mini storage

Management also hosted a conference call to answer investor questions.Mindray stands by the integrity of its historical annual reports and press releases. The company believes that the allegations and accusations set forth in the research report released on December 12th lack merit and contain numerous errors of facts, misleading speculations and malicious interpretations of events. Further, the allegations fail to take into account various factors necessary to understand the matters addressed.Mindray's StatementThe Company does not intend to enter into an item-by-item refutation of the false statements and errors of facts contained in the December 12th research report, but will show the types of erroneous allegations that are contained in such report to demonstrate the lack of rigor and authenticity contained in such materials1. EarningsMindray fully stands by the integrity of its financial statements which have been audited by its independent accountants, PricewaterhouseCoopers (PwC), who have acted as Mindray's auditor since fiscal year 2008.Mindray's 2012 annual report on Form 20-F was recently reviewed by the U.S. Securities and Exchange Commission (SEC). These reviews are customary and mandated to occur at least every 3 years for U.S. listed companies. As is the SEC's practice following the completion of its review process, the SEC made publicly available the related communications on its website at sec.gov.The research report in a number of incidents has taken information provided to the SEC in response to discrete questions out of context in an effort to discredit the Company's financial numbers. For example, in response to a tax footnote related question, Mindray indicated that in 2012 on a stand-alone basis (excluding China sales) it recognized a loss in connection with its international sales. However, international sales are, and are expected to remain, an important and profitable activity for Mindray. The disclosure reflects the manner in which Mindray sells and distributes its products internationally. In reaching its international customers, Mindray's manufacturing subsidiary(ies) in the PRC sell its products either through its internal sales team in the PRC directly to the international markets or through its overseas subsidiaries. Profits on products manufactured in China for sale internationally by our PRC subsidiaries tend to be higher because our PRC subsidiaries do not bear the additional fixed (overhead) and variable costs of marketing and distributing products outside of China that would be incurred by our overseas subsidiaries.2. Existence of Assets-- Cash and Short-term InvestmentsMindray has over US$1 billion in cash, cash equivalents and short-term investments as of September 30, 2013. As consistently disclosed previously, a substantial majority of Mindray's cash is in accounts located in China. Due to China's strict capital outflow regulations and a less favorable interest rate environment outside of China in the past few years, Mindray has determined that it was more cost efficient to use third party borrowings to fund its offshore cash needs, including funds required for international acquisitions. Mindray believes that this funding strategy has been a prudent allocation of resources and will continue to monitor the ongoing financing market environment and will adjust its strategy as appropriate.-- Manufacturing and R&D FacilitiesThe research report suggests that Mindray has not made claimed facilities investments. In particular, the research report contains photos purportedly taken at Mindray's Nanjing and Zhongguancuan facilities. By our initial investigation, we have confirmed one photo is of our completed Changping, Beijing facility (not our Zhonguancuan facility) and the other is not our Nanjing Facility. As long term Mindray investors know, since Mindray's IPO, the company has frequently hosted investor visits to its headquarters and other major facilities. The same applies to the Nanjing facility. For newer investors and others desiring to know the truth, the company will seek to accommodate investor requests for site visits. Investors are welcomed to drive to such locations to prove it for themselves.-- Other Accounting MattersIn 2008, Mindray acquired its Datascope patient monitoring business in an asset purchase from a U.S. listed company in exchange for cash consideration of $209 million. In seeking to discredit Mindray's accounting, the research report, among other things, question whether the Datascope acquisition was properly accounted for and whether there were related intangible writeoffs in 2009. The acquired Datascope acquisition was properly accounted for, the business continues to serve as the major infrastructure for Mindray's penetration into the North America medical equipment business and there was no write off of acquired intangible assets in 2009.The research report erroneously asserts that there was a $208.2 million Datascope related write-off in 2008 and that $656 million disappeared from Mindray's balance sheet in 2008. The research report seeks to substantiate the Datascope related write-off in 2008 by comparing long-lived asset balances in the U.S. as of December 31, 2008 of $238 million as reflected in the 2008 financial statements to the long-lived asset balance in the U.S. of $29.self storage million as reflected in the 2009 financial statements. What the research report fails to properly consider is that both presentations were correct. In 2008 long-lived assets included the total amount of the Datascope assets acquired. In 2009, Mindray changed its basis of presentation with long-lived assets only including the total Datascope long-lived assets actually acquired (derived by deducting from total Datascope assets acquired asset balances the amount of acquired Datascope current assets, other assets, non-current accounts receivable, net, advances for purchase of plant and equipment, intangible assets, net and goodwill). Those deducted amounts were migrated, as appropriate, to other line items in Mindray's consolidated financials. Similarly, in asserting that $656 million in long-lived assets "simply vanished" from Mindray's balance sheet, the research report compared the total long-lived balance of $785.8 million as of December 31, 2008 as reflected in the 2008 financial statements to the long-lived asset balance of $129.1 million balance as reflected in the 2009 financial statements--failing to account for similar changes in presentation. Both the 2008 and 2009 financial statements reflect total assets as of December 31, 2008 of $785.8 million.In struggling to manufacture inconsistencies in Mindray's financials, the research report in many instances (i) wrongly compares stand-alone account balances for Mindray Medical International Limited (MMIL), our registrant holding company, to consolidated group financial results or (ii) suggests improper accounting treatment or disclosure because standalone MMIL financials were not filed after 2009. Standalone MMIL financial statements were required in 2009 and prior based on specific SEC rules requiring registrant only financial statements if the consolidated group's restricted net assets exceeded 25% of the group's total net asset. As the consolidated group's restricted net assets did not exceed such threshold in 2010 and after, these standalone financials were not presented in the subsequent 20Fs3. Company Structure and Corporate GovernanceSignificant efforts were made to improperly discredit Mindray or raise unfounded concerns based on, among other things, Mindray's change in auditors, purported increased complexity of Mindray's corporate structure and inordinate management turnover and recent stock sales by company insiders.-- Previous Change of AuditorMindray publicly disclosed in 2008 that it changed its independent accounting firm to PwC from Deloitte and that no disagreement existed with Deloitte at the time of that change. Mindray has not changed its auditor since.-- Organizational Structure and Management TurnoverMindray's organizational structure has evolved and grown along with its business. This information is also consistently laid out in the company's public filings. The company's board of directors and management have also remained largely stable. Xu Hang remains chairman of the board after stepping down as co-CEO. Ex-CFOs Joyce Hsu and Ronnie Ede also remain as Mindray directors and Jie Liu continues to serve as the COO.
