Southeast Wisconsin hunkers down as extreme cold strikes
Source: Milwaukee Journal SentinelJan. 06--Churches opened doors for homeless people, and grocery stores saw a run on food and basic supplies Monday as the most extreme cold weather in nearly 20 years gripped the area.Schools, government agencies and businesses across southern Wisconsin closed as residents mostly stayed indoors rather than brave the dangerously low temperatures.Milwaukee Public Schools will remain closed Tuesday. Other school districts in Milwaukee and Waukesha counties have followed suit. It's the most extreme cold since an Arctic blast in February 1996 brought a nine-day stretch of below-zero weather. The coldest wind chill in the state Monday was recorded in Wausau, where it hit minus 54.A wind chill warning from the National Weather Service is scheduled to remain in effect until noon Tuesday, and there are numerous closings due to the cold. Highs will reach near zero Tuesday, but wind chills remain minus 15 to minus 25. Lows Tuesday night will drop to minus 5 to minus 10 with a light wind, according to WTMJ.-- The City of Milwaukee Health Department said its three health-center locations will be closed, and residents who need help can call 286-CITY.City of Milwaukee and Milwaukee County offices were closed Monday but will open Tuesday.-- Several grocery stores, including Pick 'n Save, Copps and Metro Market, closed earlier than usual Monday, at 8 p.m. Many restaurants shuttered for the day, though some offered cold-weather specials.Churches were among those that offered a refuge for people needing to warm up in Milwaukee. Desatar Ministry Christian Church, at 1170 W. Windlake Ave. said it was staying open around the clock through noon Wednesday.Pastor Luis Vergara said many staying there are homeless, and that local shelters and churches, as well as the Milwaukee police, have been bringing people."We're having a great response from all of our community members, in terms of in-kind giving, food and beverages. It's a tremendous blessing," Vergara said. The extreme cold is keeping tow trucks busy starting cars.Nicholas Jarmusz, speaking for AAA Wisconsin, said extreme temperatures can wreak havoc on car batteries, making dead batteries one of the most frequent calls in a cold snap. Cars may also fail to start if fluids or electrical components freeze. Also, gasoline lines can freeze up in tanks that are less than half-full."We recommend that in conditions like this, unless it's absolutely necessary, don't drive," Jarmusz said.Conditions are ripe for black ice, which has formed on roadways due to the combination of blowing snow and subzero temperatures. Multiple accidents related to the nearly invisible layers of ice have been reported around the state. The near-record cold also has the Milwaukee Fire Department taking extra precautions, Deputy Chief Aaron Lipski said Monday. The department had two manpower squads in service, one on the city's north side and one on the south side, specifically for firefighter safety in the extreme temperatures."They are not a first response. They are simply to have when a first engine company comes out soaked to the bone" from fighting a fire, Lipski said. The department also has readied hazmat units that are equipped with large heating units to use at emergency scenes, such as car crashes, to keep patients warm."If you get in a fender bender and lose a window, that becomes a very real emergency," Lipski said. "We have initiated a system beyond anything I've ever seen."Indoor IssuesFurnaces and other home heaters may also be on the fritz, working overtime to keep houses warm. Furnaself storagees aren't designed to run continually, said Joshua Crouch, office manager at Iron Fireman in Glendale, a heating and cooling company."It's like leaving your car on all day," he said. The fire department is urging everyone to check on elderly neighbors and family members in the cold. The warnings to stay indoors seem to be working, as area hospital officials have not reported a significant influx of cold-related injuries.Monday, Froedtert Hospital said it had received only two cases of frostbite and one case of hypothermia since Friday, while Children's Hospital of Wisconsin had no weather-related visits to its emergency room Sunday or Monday.Grocery stores said they saw a run on staple items like bread and milk leading up to the cold snap, then business fell off a cliff as polar air swept over the state.Combined with the Green Bay Packers playoff game at Lambeau Field on Sunday, stores were seeing sales rates approaching a weekend during the holiday season, which are among the busiest times of year in the grocery business."We are doing our best to manage our supply chain and get all of our stores restocked as quickly as possible," James Hyland, vice president of investor relations for Milwaukee-based grocer Roundy's, said in an email.People who work outside have faced miserable conditions, and in some cases have limited their exposure to about 10 minutes at a time."The wind is really the problem. It just goes right through you," said Dan Wolf, a dairy farmer from Allenton.Utility workers dealt with a power outage that affected about 1,000 homes near Whitewater when wind knocked down power lines. They restrung the lines by working in bucket trucks."You can imagine what that's like. They can't be up there very long before we have to bring them down and switch out personnel," said We Energies spokesman Barry McNulty. If there's something to look forward to, besides warmer weather, insect populations that normally flourish after a mild winter could be suppressed by the extreme cold."We are right at that threshold where it definitely begins to have an impact," said Kevin Jarek, a University of Wisconsin-Extension agent in Outagamie County."It's miserable now, but the reward may come later," Jarek said.In addition to mosquitoes, emerald ash borer populations that have infected Wisconsin trees in recent years might fall also prey to the cold weather.A 2010 study by researchers with U.S. Forest Service reseachers in St. Paul, Minn. found that extremely cold weather reduced the number of the insects in their larval stage burrowed beneath the bark."We may be given a grace period for communities to get further ahead on replacing ash with other species before they are hit with the wave of mortality," said Andrea Diss-Torrance of the Wisconsin Department of Natural Resources in an email. The researchers found that 40% of the larvae studied from St. Paul and 90% of larvae from Grand Rapids, Minn. were killed by extreme cold weather. Temperatures, however, were colder than we would expect in Milwaukee for prolonged periods: minus 18 to 28 degrees for 5 ½ weeks.-13Monday's official low.-41Lowest wind chill measured at Mitchell International Airport, just before noon Monday.Other area lowsCITY OF WAUKESHA-17WEST BEND-17PORT WASHINGTON-16MENOMONEE FALLS-18Lydia Mulvany, Ashley Luthern, Lee Bergquist, Don Walker, and Joe Taschler of the Journal Sentinel staff contributed to this report.Copyright: ___ (c)2014 the Milwaukee Journal Sentinel Visit the Milwaukee Journal Sentinel at .jsonline.com Distributed by MCT Information Services迷利倉
