電子詐騙犯罪案件三年翻20倍一個電話、一條短信，儲存一輩子的“保命錢”瞬間就被騙個精光。1月6日，沈陽市一位74歲的大爺接到自稱是法院工作人員的電話，稱老人涉嫌用醫保卡為毒販購買藥品並為毒販洗錢，須將個人存款轉入“國家安全賬戶”。老人馬上趕到中國工商銀行沈陽黃河支行匯款，銀行工作人員勸說無效只好暫停營業。然而第二天老人還是前往另一家銀行將40萬元悉數轉賬。“這是當前較為流行且造成損失嚴重的最典型詐騙手法。”一位基層公安辦案人員說，犯罪分子冒充國家機關工作人員，編造威脅理由要求事主將資金轉至“安全賬戶”，然後將資金取走。中獎詐騙、冒充熟人詐騙、QQ詐騙……近年來，隨著通信及網絡技術的快速發展，電信詐騙手段也不斷升級翻新，案件數量堪稱“井噴”。中國人民公安大學網絡安全保衛學院院長馬丁介紹，公安部門數據顯示，2009 年，全國電信詐騙犯罪案件數為8300多件，造成經濟損失2億多元；而2012年同類案件高達17萬起，經濟損失達80多億元。受訪公安人士總結指出，當前電信詐騙犯罪呈現“虛擬化、智能化、集團化、國際化”特點：———虛擬化。犯罪分子不露真容，作案過程均在虛擬空間進行，通過電話、短信或網絡進行誘騙、恐嚇，通過網上銀行轉賬；或是冒充銀行人員騙取U盾密碼，直接將錢盜走。———智能化。犯罪分子利用任意顯號軟件、非法改號軟件、網絡電話對接等技術，使撥出的號碼顯示出其所需任意號碼，智能程度更高、偽裝更徹底。———集團化。有專門人員負責詐騙網絡平台技術，有專人撥打電話和群發詐騙短信，還有人負責轉取贓款，形成分工明確的詐騙鏈條。———國際化。跨國(境)電信詐騙犯罪集團僱用中國籍人員搭設網絡平台，提供境外服務器，完成詐騙全過程的跨境虛擬流轉，通過地下錢莊將贓款轉移境外。打不倒的騙子還是割不斷的利益公佈典型案例、開展專項行動，我國打擊電信詐騙多年，然而電信詐騙緣何愈演愈烈?蒼蠅不叮無縫的蛋。專家指出，當前我國正處在經濟社會轉型期，社會各個管理環節還有不少漏洞和問題，如大量私人信息泄露等。電信詐騙鑽的就是這些漏洞，且法律懲處力度又有限，以致其成為一種低成本、高回報的犯罪迅猛增長。“運營商為追逐利益而疏于監管就難辭其咎。”中國社科院信息化研究中心秘書長姜奇平指出，如各家運營商考慮利益而推行“實名制”力度不夠；出租出售10 6號段用于各類廣告促銷短信的群發，借以牟利。北京地區網站聯合闢迷你倉平台發佈的《2013上半年垃圾短信報告》顯示，上半年全國垃圾短信總量超過2000億條，其中詐騙類短信危害最大。這些垃圾短信發送渠道中，106號段占到82%。通過銀行卡轉移、提取涉案資金是電信詐騙的重要環節，然而，銀行卡開戶實名制的監管漏洞則為犯罪提供了可乘之機。姜奇平指出，犯罪分子可通過偽造身份證等渠道獲取大量銀行卡，反複用于犯罪。攜手打擊犯罪廣而告之常識全國公安機關開展打擊整治網絡違法犯罪專項行動；工信部要求實施電話用戶實名制；中國工商銀行研製“外部欺詐風險信息系統”，收錄各類風險客戶和賬戶信息以防範詐騙轉賬……多年來，各相關部門採取了相應措施打擊防範電信詐騙，但在追蹤犯罪新形式、提高防範新手段上還有待加強。馬丁指出，目前監管和打擊電信詐騙的一大限制在於各部門合力不足。“現在的聯合辦案，更多是在面對單一任務或案件時協同調查。事實上，應該儘快形成完整的包含監管、預防和查辦環節的長效聯動機制。”工信、銀行、公安等部門及運營商要信息互通共享，例如建立全國範圍內的電信詐騙黑名單；�動“銀行員工協助報警———110指揮中心及時布警———巡邏民警快速出警處置”攔截機制；構建詐騙犯罪涉案賬號快速查詢系統等。聯動機制在部分地區和單位已有嘗試。如湖南省公安廳為遏制電信詐騙犯罪多發的態勢，與工信部門、電信運營商、銀監部門、各商業銀行等協作，建立電信詐騙犯罪涉案賬號、資金快速查詢和凍結通道。姜奇平認為，相關部門及企業還應嚴格落實各自監管職責。如，通信部門應對 通信線路的使用定期審查；運營商則應在短信攔截網關中加入更加嚴格的智能分析與警示機制；金融行業應對銀行卡實名制開戶實施細則嚴格監督落實。此外，“相關部門和企業應更加主動地擔負起宣傳教育的社會責任。”受訪專 家認為，僅靠ATM機張貼預警告示、曝光典型詐騙案例等遠不夠，應加大對典型詐騙手法的宣傳警示力度和範圍。“騙子到處冒充國家機關工作人員，為什麼我們就沒有接到相關部門的澄清短信呢?”上海市民潘女士說，看報道才知道公安人員不會通過電話辦案或要求轉賬 ，像這樣的常識，相關部門為什麼不通過群發短信等廣而告之?(據新華網)先有廣東一事主瞬間被轉走2700余萬元，後有知名影視明星湯唯被騙20余萬元，1月13日又傳出溫州一打工者執意給騙子匯錢，銀行無奈斷電的消息。這些騙子究竟有著怎樣的“魔力”和玄機?又是誰為電信詐騙案件的瘋長提供了土壤?self storage

Leave it to modern social media to turn presumed reasonableness on its ear.A cast of enthusiastic dozens deposited hundreds of comments on the original article that appeared on TBO.com, and despite the overwhelming condemnation of the triggerman, retired Tampa policeman Curtis Reeves Jr., a statistically significant minority sounded a lot like the chorus from "Cell Block Tango" in the musical "Chicago." How's that go again? Oh, yeah.He had it coming.Not in so many words, of course. Even those who found wanton provocation in 43-year-old Chad Oulson's role in the escalation -- his failure to heed theater etiquette (butt in seat, cellphone off, or at least muted), his reported mocking of Reeves' attempt to get theater management to intervene, and his rising and turning to confront Reeves -- stopped short of calling full-frontal rudeness a capital offense.To that we sigh a grateful "Whew," but add this cautionary note: Where they braked was close enough to the line that they could have spat across it. So while suggesting a few of y'all need to put it in reverse, perhaps the amended version of my premise should read, "Rational thinkers could jawbone this a thousand years."We're hearing also that this terrible thing, this exceedingly senseless, outrageous making of a young widow and robbing a 3-year-old tot of her father, is the inevitable result of a modern American culture that sings only in the key of "Me." Especially -- in a nod to the gun-control crowd -- in a state where (according to Pasco County Republican state committeeman and state GOP Second Amendment chairman Bill Bunting) more than 1.25 million people are licensed to carry concealed firearms.In fact, what happened Monday is neither new nor particularly original, except in its details. Humankind has been responding to rudeness with disproportional violence since the first thin-skinned party picked up the first rock. The clash that began with the beeping, swooshing and booping of a smartphone is nothing more than the latest episode of an unceasing series of unfortunate events that began when that first someone failed to be polite to another someone, and the other someone overreacted.Regarding the imperative of individual civility, Judith Martin (the syndicated and indispensable "Miss Manners") wrote this 20 years ago: If "doctors ... would look around their own emergency rooms, ... they would find that some of those lives that need to be saved were endangered because a dispute over etiquette -- typically, someone felt treated disrespectfully -- ended in violence."That was in 1994, when mobile telephones approximated bricks in size, shape and weight and nobody had to tell you to turn them off inside a theater because weak cell signals wouldn't penetrate the building. And still, the reward for oafishness was getting punched, stomped, knifed or shot. It's almost more than we who are inexhaustibly polite can possibly bear, a circumstance also observed and rued by Martin:"Miss Manners can't even count on the company of those who profess to care about etiquette. You know who you are.Obviously, far more of us have the good sense to put distance between ourselves and abrasive actors than not, or the incident at the Cobb Grove 16 wouldn't be generating international notoriety. Thankfully, gunning down stubborn text-messengers has a ways to go before it's as commonplace as drug deals gone bad.But if confrontations are so easily avoided, rational thinkers properly ask, then, how come it wasn't avoided here?The Oulsons and Reeveses were on afternoon dates Monday, having waited out the crowds to see the weekend's No. 1 box office hit, "Lone Survivor." Authorities say there were 25 people in the auditorium, leaving about 80 percent of the seats empty.I mean, suppose the Reeveses had sat down behind a couple who'd had bean burritos for lunch or were loud popcorn crunchers. Who wouldn't relocate under those circumstances? But smartphone abuse is worth digging in over? Is this what we think "stand your ground" means now? Nobody backs away? Has discretion lost all its valor?You have to be kidding.Then it escalates. Really? Incivility becomes an argument; argument rises to shouting; popcorn flies and, suddenly, instead of someone retaliating with Raisinets, there's a gun and a single world-altering shot. Nicole Oulson takes a bullet through the hand trying to protect the life of her daughter's daddy, and suddenly a patch of red blooms on Chad's shirt.Perplexed, the dying man utters precisely the right phrase: "I can't believe I got shot." No one can. Things like this just don't happen, until they do. Then, victim, perpetrator or witness, there's a shared sense of astonishment. Pasco Sheriff Chris Nocco called it: "Ridiculous."And then Oulson said no more. He chuffed blood and collapsed into the arms of Alex Cummings, who was celebrating the birthday of his 68-year-old dad, Charles, a Vietnam veteran, by taking in the tale of four Navy SEALs pinned down by Taliban insurgents in Afghanistan. Three didn't survive; the fourth -- the lone survivor -- Navy Cross winner Marcus Luttrell, was recently asked, in light of subsequent events, whether he thought his friends' sacrifice was worth it.Time to ask again. Is the thrill of texting when you know it's provoking others worth risking mayhem? Is enforcing your code of conduct with deadly force worth the rest of your life behind bars? The questions answer themselves. Nobody's looking for supertough heroes at a Monday matinee.So that's it. Let the usual suspects chew over the fresh evidence -- and, oh, they just cannot wait! -- regarding whether we should confiscate everybody's firearms, or whether we should make sure everybody is armed. Never mind what the overwhelming statistics say about gun crime where it's easiest to get concealed carry permits (short answer: it goes down). Many of our editors argued that the chocolate and sweet displays in many co-ops, supermarkets and grocery shops are the main reason for people's over consumption of sweet delights. Eating too much chocolate for many will result in diabetes or obesity. Are we right to blame a nice display and marketing for our weaknesses?I resent this idea totally. A nice display has nothing to do with my choices of what to eat and how much to eat. One of our American editors was adamant that a nice display seduces people to eat chocolate and candies. She said that when she walks into a supermarket and sees all the chocolates -- Mars, Kit Kat, Twix, Hershey's, Lindt or Ferrero Rocher in gold wrapping and box or another in silver and shiny wrapping -- they seduce her. Forgive me if I forgot some other sweets, but they are on every corner and in every co-op.I disagree with this totally. A good marketing display is important. It is part of the job of these people to have a nice display. It is up to me and my self-control whether to buy that shiny-looking bar or a box of chocolate and munch on it. It is also my will whether to behave and take a small piece and leave the rest for other days.Our friend went as far as to link diabetes in kids to the chocolate displays. I think it is a bit o迷你倉最平 an exaggeration. Diabetes is related to the way of life. It matters what their lifestyle is and if you allow children to eat junk food. It matters if you do provide them with enough vitamins, healthy food and salads. The rule of eating can be broken.What matters is if we have a sedentary lifestyle. It is not only about the food. It is also about exercise. If you do not train kids to swim, walk, play football or basketball or to play at home together, they will instead sit in front of the TV and swipe their iPads, phones and PlayStations. This is not good for their brains too, and not just their muscles. I am not a doctor but there are many other reasons for diseases like this -- not enough oxygen in the air or pollution.What we can do is educate our kids about healthy lifestyles. It is a collective thing related to the community -- the home, the school and the society. For me the home is the base ground. It is important what parents teach their children to eat. Then comes the role of the school. It plays a big role. What education do we give these kids? The third role is of society. Are there a lot of activities and do they have places and parks to practice sports?My dear friend, let's not blame the chic display in the supermarkets for our obsessions and weaknesses. 　　經過多年醞釀，迷你倉最平物聯網（Internet of Things，IoT）市場預計今年爆發，成為IT產業今後的增長動力。然而，將物件連接互聯網涉及複雜的技術，單是目前的通訊協定已不夠應付。業界一直希望在通訊協定上取得突破，但礙於利益問題未能成事。Linux基金會以中立人的身分，上月牽頭成立AllSeen Alliance，夥同高通、思科等企業發展裝置之間的通訊軟件架構，或成為物聯網技術的新出路。物聯網所牽涉的產業甚廣，各界也期待將裝置連上網絡，引發經濟效益，多間廠商陸續跨入物聯網領域，上周舉行的國際消費電子展（CES），已有不同類型的產品展出。市場研究機構Gartner研究部總監Peter Middleton表示：「IoT的增長將較其他連接式設備更快，至2020年前，智能手機、平板電腦等裝置將有73億部，同期的IoT設備可達260億部。」他認為，促使IoT設備高速增長主要是消費性產品加入相關功能的成本很低。「在2020年前，IoT連接元件成本將持續下跌，或可跌至1美元以下，成為產品的標準功能，令所有東西都能連接，但沒有好好被利用。用者也不會主動運用設備的IoT功能。」Middleton又提到，企業也會廣泛使用IoT技術，如醫療設備、工廠機械人的自動化感應器、農業提升產量的感應微粒，以及在道路、鐵路、能源及電力傳輸等的自動感應器及基建監察系統。IoT服務新模式IoT是物件聯網，當中包含各種嵌入式硬件、軟件，還有通訊服務和資訊服務。IoT服務供應商將應運而生，估計相關的收入將在2020年達3,090億美元。Gartner所指的經濟增值，即企業透過銷售及運用IoT技能的整體效益。該市場研究機構預期，在2020年的相關經濟增值將達到1.9兆美元。採用該技術的領先行業包括：製造業（15%）、醫療保健（15%）和保險（11%）。IoT亦衍生全新營運模式，例如建基於實時數據而計算的保險計畫、新興的連接式感應技術將為公用服務、運算及農產品行業創優增值。大部分行業將從通用的技術中獲益，如智能大廈因此而營運得更有效率。搶先進入晶片市場市場巨大，令各廠商近年積極競爭，期望以先入市場的姿態取得優勢。Intel和高通在晶片市場上發展，前者上周趁CES期間展出專為物聯網而設的Quark處理器，以及超微型電腦Edison。Edison產品體積有如SD記憶卡，內建雙核心Quark的系統晶片（SoC），運算能力與Pentium同級，運行Linux系統，支援Wi-Fi和藍芽無線網絡，預計今年可面世。Intel行政總裁Brian Krzanich揚言，未來可拓展可穿戴設備市場商機，稱霸物聯網市場。他舉列指出，創業公司Rest Devices研發出內置Edison的嬰兒衣服Mimo，具備溫度探測功能，家長可透過不同的連線裝置查看嬰兒體溫。Krzanich認為，可穿戴裝置和家用設備在加入該類連接晶片後，或可引發更換潮，吸引大眾市場關注。同時，該公司更與精品零售店Barneys New York、美國時尚設計師協會（Council of Fashion Designers of America，CFDA）、時尚團隊Opening Ceremony等機構合作，日後推出兼備外觀與功能的各類產品。新通訊規格出現然而，物聯網目前的技術障礙源自通訊標準。高通互動平台總裁R迷你倉b Chandhok指出，目前設備之間的連接方式太多，令業界無法實現萬物互聯，如家居自動化的技術，設備生產商面對多種通訊技術，包括Insteon、Wi-Fi、藍牙、Zigby、Z-Wave和更早的專利技術。在這些通訊標準上，還需要新的通訊協定，方可讓不同設備互相溝通。有人認為沿用目前的HTTP和XML是物聯網裝置之間交換數據的通訊協定，但Chandhok認為，現有的通訊協定不足以應付物聯網如此龐大的數據量。「有廠商針對個別應用，自行定義通訊協定，以先行的優勢希望成為業界標準，但難以成事。」他補充：「物聯網的構想是各種設備之間能互相通訊，當智能手機進入新環境，會自動偵測附近有甚麼設備可連線，有哪些可傳送畫面訊號播放、有哪些可播放音樂、有哪些可顯示特別訊息。目前的有線技術，每個連接埠有特定功能，傳送相應的訊號。但在IoT環境，所有設備以無線網絡連接，故新的通訊標準必須兼容不同應用的定義。」組聯盟定協議正因為業界需要標準發展物聯網，上月由Linux基金會牽頭成立AllSee Alliance，夥同業界多個廠商參與開發標準的工作。聯盟成員來自不同界別，如消費電子生產商LG、Panasonic、Sharp；家用電子生產商海爾；服務供應商FON和晶片生產商Silicon Image等，還有網絡設備供應商思科，將利用高通捐贈的軟件架構AllJoyn作共通平台，開發物聯網的通訊協定。AllJoyn讓開發人員透過軟件開發點對點及多屏幕的應用，讓鄰近的作業系統、應用或裝置互相串聯、控制及共享資源。該軟件架構支援不同平台，提供支援多種編程語言，以及不同晶片組。Chandhok指出，過去企業多半自行開發標準或採用專屬軟件拼湊才能使裝置互通，AllSeen Alliance則採用開放源碼的簡單架構完成目標。「由中立的開源方案，作為物聯網通訊標準的切入點，更容易被業界採納，也可讓廠商各自基於標準進一步開發，滿足個別應用的獨特要求。畢竟物聯網覆蓋層面太廣，單憑個別廠商無法完成技術標準。」他認為，以AllJoyn作標準的基礎沒有利益衝突，正如瀏覽器的WebKit，Google的Chrome和蘋果的Safari也以此技術開發，卻在市場上互相競爭。日後設備所用的物聯網標準也以類似的模式在市場上爭逐。至於高通的物聯網願景，以消費者市場為主。「將家庭電器產品加入通訊晶片，更容易連接網絡，為消費者提供增值功能。如把洗衣機連接，可透過其他裝置啟動，或監察使用情況。」Chandhok強調，今年CES會展出各款具備連接功能的產品，預計年底的購物旺季將有更多產品推出，尤其影音產品，如支援AllJoyn的智能電視，可透過智能手機操控。1.9兆美元物聯網推動收益根據Gartner報告指出，2020年前聯網物件將升至260億部，較2009年的9億部上升30倍，相關的產品和服務將帶來3,000億美元收入，以及為全球經濟額外貢獻1.9兆美元。小結 業界標準推動市場由開源項目推動業界定下標準，總較各方以私利出發更能獲得共識，較容易得出物聯網的通訊標準。有了標準後，方可推動市場發展。然而，業界需面對另一問題，無論消費者和企業，普遍未明白物聯網的好處，日後或需多加推廣，加快技術推向市場。Text：莊俊賢 Photo：莊俊賢、星島圖片庫 Art：Yiu Editor：Jeanmini storage

不少父母都會為子女選購膠鞋，儲存但消委會抽驗28款兒童膠鞋，發現27款樣本含有或可致癌的「多環芳香族碳氫化合物」(PAHs)，也有21款含有損害肝臟及發育與生殖功能的塑化劑。綠色和平在去年5至6月檢驗82件於25個國家或地區購買的名牌童裝，發現六成含有可以影響生殖及免疫系統的壬基酚聚氧乙烯醚(NPE)，當中包括4件在港銷售的名牌童裝；含有俗稱「的確涼」成分的36件樣本中，更全部驗出有可致癌的銻。 消委會抽驗28款兒童膠鞋，包括輕便鞋、家居拖鞋及雨靴，售價由20元至500元不等，發現只有「Polliwalks CookieMonster」不含致癌物，其餘27款樣本都含有或可致癌的「多環芳香族碳氫化合物」(PAHs)；當中4款「Every Day心心涼鞋」、「AEON Dolphins Sandals」、「蜘蛛俠造型鞋」及「姬菲芙熊貓拖鞋」，更驗出含量高達15.3ppm至47.5ppm，高於德國安全要求上限。而「AEON DolphinsSandals」、「蜘蛛俠造型鞋」及「姬菲芙熊貓拖鞋」這3款，更同時驗出另一種致癌物「苯并[a]芘」(BaP) ，含量介乎1.1至3.1ppm，亦高於德國上限的1ppm。只有一款兒童膠鞋無致癌物測試亦驗出21款樣本含有塑化劑，其中15款更驗出含量達15.2%至43.3%，超出土耳其及美國加州規定的0.1%上限。而全部樣本都無釋出甲醛，金屬元素的釋出量亦符合國際要求。消委會宣傳及社區關係小組委員許樹源指，PAHs會影響動物發育，損害肝腎功能；而BaP更屬令人類患癌的物質，動物長期吸入或接觸，會令牠們患有腫瘤。皮膚科醫生陳厚毅亦指，PAHs有可能刺激皮膚，引致脫皮；若長時間接觸，有機會引致皮膚癌。許樹源補充，長期攝取塑化劑可損害肝腎，亦會影響生殖及發育；塑化劑微粒也會增加引發哮喘或敏感的機會；兒童或會透過皮膚接觸攝入塑化劑，若腳部有傷口或濕疹，更會增加皮膚吸收塑化劑的機會，並可能透過雙手接觸鞋面，經口腔攝取，塑化劑微粒亦可以黏附於家居塵埃而吸入人體。消委會指，目前8款有問題的膠鞋已經沒有在市面出售迷你倉另外8款海關正抽樣化驗。而本港並無法例監管兒童鞋或鞋中的塑化劑含量，促請政府加快立法監管，並呼籲市民選購兒童膠鞋時，避免購買散發氣味的款式，以及盡可能穿襪，減低皮膚接觸機會，亦建議家長為子女穿膠鞋前要穿上襪子，並教導他們觸摸膠鞋後，不要將手放入口或拿食物，減低兒童透過皮膚接觸膠鞋的有害物質。4款含有害物質童裝在港有售另外，綠色和平檢驗的兒童衣服及童鞋中，有4款購自香港，價錢由79元至2,000元不等。其中售價2,000元的Burberry深藍色外套，同時驗出含有390毫克/千克的NPE和47毫克/千克的銻；而Adidas童裝波鞋，則驗出含有499微克/千克的全氟化學物(PCF)，以及106毫克/千克的有機錫。其餘兩個含有毒化學物的樣本，Disney外套及GAP T-恤，均產自中國，兩者的NPE含量分別錄得30微克/千克，及2.5微克/千克。常洗衫無阻化學物累積綠色和平項目經理連佩怡指出，NPE、PCF及有機錫均可在環境中長期殘留，即使經常清洗衣履亦不能避免，長期接觸更有「慢性健康風險」。目前部分歐美地區經已或即將落實，禁止玩具及兒童產品含有NPE及PFC，但童裝卻因被列為「紡織品」而不在此限，「小童都會咬衫，港府應全面禁止業界使用」。而製衣商亦不理解相關化學物的潛在風險，變相危害小童健康。該會呼籲，各品牌在2020年前停止使用生產鏈中所有有毒化學物，家長亦應避免選購含熨畫印花、顏色過於深沉或鮮豔的童裝。迪士尼回應指，有關產品已經停售，強調產品符合本港法例的安全規定及標準，並通過政府指定的認可安全測試及檢驗。至於另外3個牌子則未有回覆。 Adidas童裝波鞋NPE16mg/kg有機錫106mg/kgPCF499ug/kg Every Day心心涼鞋PAHs總含量17.1ppmBaP總含量0ppm AEONDolphins SandalsPAHs總含量15.3ppmBaP總含量1.1ppm 蜘蛛俠造型鞋PAHs總含量33.5ppmBaP總含量2.2ppm 姬菲芙熊貓拖鞋PAHs總含量47.5ppmBaP總含量3.1ppm儲存倉

But what's a reasonable response when the public can't get answers to those questions? Deeper concern, for sure. Frustration, certainly. Outrage wouldn't be far behind.Albany is now an increasingly important point in the route of crude oil from North Dakota and other points west. From the Port of Albany, the oil is transported via tankers down the Hudson River and on to refineries. The amount of oil passing through Albany is about to get a lot bigger.The state Department of Environmental Conservation has approved a Houston company's plan to more than double the amount it now ships through the Port of Albany -- to up to a billion gallons annually.Another firm, based in Massachusetts, is seeking the city's permission to construct a facility at the port to heat its heavy crude, also brought in by rail. The warming is necessary so the especially thick tar-like oil can be pumped onto the tanker vessels. The company, Global Partners, has not divulged the type of oil or its origin. It's speculated to be from Canadian tar sands, possibly rerouted due to the stalled Keystone XL pipeline project. The Obama administration has delayed approval of the pipeline, which would carry the crude from Alberta to the Gulf of Mexico.This is all part of a growing national trend that raises concerns locally, regionally and globally.Locally, there are safety issues. Last month, a rail collision in North Dakota sent flames and thick smoke into the air for more than 24 hours, forcing 2,400 residents to flee due to air quality concerns.The frequency in spills is partly being blamed on the wide use of older-model tanker cars, which the National Transportation Safety Board says tend to rupture in accidents. While tanker standards were raised, most of the nation's fleet is not yet retrofitted.The city of Albany must demand full transparency from Global Partners. What specifically will be processed at the facility? What tanker cars will they use? What safety measures will they incorporate?On a national level, the rail transporters must be required to quickly upgrade to newer, safer rail tankers.The nation, of course, needs to become less dependent on fossil fuels, period. Rescue personnel arrived on the scene to find three men had been ejected from the car. Luke David Unverzagt, 32, was pronounced dead at the scene. Jacob Steven Moe, 32, was transported to Mayo Clinic Health System-Austin, where he was pronounced dead.Fredrickson, 45, was injured, and has been charged with six counts of felony criminal vehicular homicide. His jury trial started Thursday in Mower County District Court.At issue is who was driving the vehicle. Authorities believe -- through a list of seven reasons filed in the criminal complaint, including finding one of Fredrickson's shoes under the brake pedal -- that he was behind the wheel.Dr. Mark Sawyer, a trauma/critical care physician and general surgeon at Mayo Clinic, treated Fredrickson when he arrived at a Rochester hospital.In addition to several broken bones and internal injuries, Fredrickson was diagnosed with a traumatic brain injury and acute alcohol intoxication, Sawyer said. Medical records from Fredrickson's five-day stay in the hospital noted "waxing and waning" mental status.Frederickson had no memory of the collision, the notes said, and at times didn't know he was in the hospital. Any memory loss isn't necessarily permanent, Sawyer said, but could be.Defense attorney Eric Nelson, who defended the wife of former Vikings player Joe Senser in a criminal vehicular homicide trial in 2012, suggested the majority of Fredrickson's injuries were on the left side of his body. The point of impact was on the passenger side of the vehmini storagecle.But Sawyer said there were injuries on both sides of Fredrickson's body. "There's no preponderance one way or the other."Unverzagt and Moe suffered significant injuries to the left side of their bodies, as well, records show.Kathryn Fuller, a toxicologist in the crime laboratory of the Minnesota Bureau of Criminal Apprehension, tests body fluids for the presence of drugs or alcohol. She told jurors Monday that Fredrickson's blood alcohol concentration at 5:18 a.m. -- nearly three and a half hours after the crash -- was 0.06. The legal limit to drive in Minnesota is 0.08.Using a process called retrograde extrapolation, Fuller estimated Fredrickson's blood alcohol at the time of the crash would have been between 0.081 and 0.111.A Mayo Clinic pathologist who performed the autopsies on Unverzagt and Moe testified their blood alcohol concentrations were 0.279 and 0.263, respectively.Unverzagt's cause of death was listed as head trauma; Moe bled to death, the pathologist said.Sue Gross, a forensic scientist in the trace evidence lab at the Minnesota Bureau of Criminal Apprehension, was asked to compare an injury on Fredrickson's abdomen to the air bags inside the car. She eliminated all three -- driver's side curtain, driver and passenger air bags -- as the cause of the injury.A patterned "smear" on the front of the sweatshirt Fredrickson was allegedly wearing at the time of the crash was also examined and compared to the air bags.Through her testing, Gross couldn't eliminate the driver's side curtain or driver's air bag from making the pattern, she said.
