Paint Township police ending patrol contracts with two municipalities
Source: The Tribune-Democrat, Johnstown, Pa.儲存Aug. 21--The financially struggling township that has provided police coverage for much of Somerset County's northern tier likely will patrol only its own borders next year.Just a month after Paint Township's largest police partner, Windber, announced it will bring back its own force next year, the township moved Tuesday to notify remaining communities it covers it is terminating contracts with Central City and Benson, effective Jan. 1.With Paint Borough and Scalp Level already making it clear they are looking to Windber for coverage -- and revenue to support the 16-officer force expected to dwindle because the three are moving on -- it's a step the township had to take, Paint Township Supervisor Joseph Huff Jr. said."This isn't something we want to do, but at this point, we don't have much of a choice," Huff said, saying the township "has to get back on our feet here.""We can't risk trying to keep going on and running into another (financial) logjam," he said.Huff and Supervisor Dave Blough told residents the only certainty is that police coverage won't be the same next year.The board still is crunching numbers, Huff added, and it's not yet known whether the township will have a full "24/7" or part-time force in 2014."Right now, the goal is to keep some kind of force we can afford," he said.Even a small force won't come cheap, Huff noted.Township resident Joe Cominsky said he didn't want to imagine Paint Township without its own local force on the streets."The way things are today, it's unbelievable," Cominsky said, pointing to recent crimes in the region.Huff agreed. 南都訊 傅政華履新公安部副部長後第一把火燒向有組織製造傳播網絡謠言的犯罪活動。昨天,mini storage北京警方根據公安部部署,刑拘兩名涉嫌制謠傳謠的網民“秦火火”和“立二拆四”。日前,北京警方根據公安部部署,結合群�舉報,查處一個涉嫌在互聯網蓄意製造傳播謠言、惡意侵害他人名譽,擾亂網絡秩序、非法獲取經濟利益的網絡推手公司———北京爾瑪互動營銷策劃有限公司(以下簡稱“爾瑪公司”)。曾在網絡上影響較大的秦志暉(網名“秦火火”)、楊秀宇(網名“立二拆四”)及公司其他2名成員目前已被北京警方控制。目前,秦志暉、楊秀宇被北京警方依法刑事拘留。網絡推手公司散佈2億元賠償動車事故外籍旅客謠言據北京警方介紹,不久前,一則嚴重詆毀雷鋒形象的信息被網名“秦火火”的人發佈在互聯網上並迅速傳播,引發大量網民對“秦火火”不滿,許多網民向北京公安機關報警,要求徹查詆毀雷鋒形象的謠言製造者。北京警方通過偵查,發現一個以“秦火火”、“立二拆四”為首,涉嫌專門通過互聯網策劃製造網絡事件,蓄意製造傳播謠言及低俗媚俗信息,惡意侵害他人名譽,嚴重擾亂網絡秩序並非法牟取暴利的爾瑪公司。目前,警方初步查明,秦志暉,男,30歲,湖南省衡南縣香花村人,高中畢業,曾是爾瑪公司員工。楊秀宇,男,40歲,吉林省白山市八道江區七道江鎮人,系爾瑪公司創辦人,其餘涉案人員均為其公司員工。警方在調查中發現,為提高網絡知名度和影響力,非法牟取更多利益,秦、楊等人先後策劃、製造了一系列網絡熱點事件,吸引粉絲,使自己迅速成為網絡名人。如“7.23”動車事故發生後,故意編造、散佈中國政府花2億元天價賠償外籍旅客的謠言,2個小時就被轉發1.2萬次,挑動民�對政府的不滿情緒;編造雷鋒生活奢侈情節,汙稱這一道德楷模的形象完全是由國家製造的;利用“郭美美炫富事件”蓄意炒作,編造了一些地方公務員被要求必須向紅十字會捐款的謠言,惡意攻擊中國的救援制度;捏造全國殘聯主席張海迪擁有日本國籍,並將著名軍事專家、資深媒體記者、社會名人和一些普通群�等作為攻擊對象,無中生有編造故事,惡意造謠抹黑中傷。造謠張海迪是日本國籍為逼她出來說話 南都記者發現,昨天,“秦火火”和“立二拆四”新浪微博賬號依舊存在,秦火火現名江淮秦火火,之前還有中華、華夏、中國等多個“秦火火”賬號,均因發佈謠言被封號,現名江淮秦火火,共計有粉絲1.3萬多。“立二拆四”微博現有粉絲54萬多,楊秀宇在微博上自稱爾瑪互動營銷創始人、執行董事。秦、楊二人公開宣稱:網絡炒作必須要“忽悠”網民,使他們覺得自己是“社會不公”的審判者,只有反社會、反體制,才能渲泄對現實不滿情緒。北京警方介紹,他們不惜一次次突破法律和道德的底線,製造傳播各種謠言,擾亂網絡秩序,甚至使用淫穢手段對多位欲出名女孩進行色情包裝,“中國第一無底限”暴露車模、“幹爹為其砸重金炫富”的模特等均是他們“引以為豪”的“傑作”,他們的行為嚴重敗壞了社會風氣,汙染了網絡環境,造成惡劣影響。有網民稱其為“水軍首領”,並送其名為“謠翻中國”。據“秦火火”交代,他發的很多微博都是編造的,目的就是想製造熱鬧,讓微博多一些粉絲。而編造張海迪是殘疾人還能開車,和張是日本國籍的謠言,就是很好奇,想逼張海迪出來說話。而關於雷鋒一身衣服等需要90元錢而十分奢侈的謠言,秦火火說,目的就是想發出來討論一下,很好玩。熟能生巧,熟悉微博寫作規律據訊問秦火火的北京預審總隊預審民警介紹,“秦火火”這樣做的目的,是想“快速成名,以使出版社來找他出書”。自2011年7月至現在,秦火火共發佈帶有煽動性、炒作類的微博3000多條,其中有自編的,也有轉發時誇大事實、添油加醋的。“其實,秦火火的謠言很低級,比如在動車的賠償問題上,他直接在賠償數額上加一二千萬元,以為這樣可以抓人眼球。”警方介紹,“秦火火”還熟悉微博的寫作規律,經常大量使用肯定性的質疑這樣的語言,或者直接問“你為什麼不承認,你就應該承認”等,逼對方出來闢謠。民警介紹,從現在來看,“秦火火”等人有一定的組織性。但“秦火火”首先是滿足自己的虛榮,希望有人捧他,網上有人稱他“謠翻中國”,他也覺得很有成就感。“秦火火”只有高中文化,民警預審時,為了證明他能夠寫微博,警方專門讓他現場寫了一篇微博“我們一看就有網絡語言的特點,雖然他只有高中文化,但熟self storage生巧。”預審民警說。當事人回應羅援:說我對越作戰時臨陣脫逃是造謠今年2月,中國戰略文化促進會常務副會長、少將羅援開通微博後,@東土秦火火曾質疑羅援的少將軍銜,並造謠羅援在1979年底對越自衛反擊戰前夕,突然從雲南調回北京,是“臨陣脫逃的戰場逃兵”。羅援對此回應,1972- 1973年,他曾到老撾前線參加了援老抗美作戰,1978年1月因中央決定加強“文革”期間被裁掉的軍事院校而被調回北京,到1979年2月17日,中越自衛反擊作戰正式打響時已經有了一年多時間,不可能有臨陣脫逃一說。而且,在他一聽到有對越作戰的消息,馬上寫了決心書,要求回原部隊,但是未得到批准。但是,隨後,@東土秦火火再次造謠羅援親屬進入一家外企之後,該公司陸續在中國接到大項目。今年7月,羅援作為嘉賓參加中國記協新聞茶座時,曾談及網友對他的質疑。羅援說,微博是民�之間進行互動、交流看法的一個平台。但是,微博應該有底線,這個底線就是要遵守國家憲法,不能造謠、誣陷,更不能攻擊我們的社會體制和我們的黨。公安部:將推動出台打擊網絡謠言的司法解釋據辦案民警介紹,秦、楊等人組成網絡推手團隊,伙同少數所謂“意見領袖”、組織網絡“水軍”長期在網上製作事端,並且長期在網上搬弄是非、顛倒黑白,攫取利益、為所欲為,嚴重擾亂了網絡秩序,已涉嫌尋釁滋事罪、非法經營罪。其組織嚴密、目的明確、手段惡劣、獲利巨大,是一個典型的帶有黑社會性質的網絡犯罪組織。北京市公安局有關負責人表示,網絡空間是公共場所,網絡社會是法治社會,網民必須遵法守法,不得破壞網絡社會秩序和侵害他人合法權益。對於利用互聯網製造、傳播謠言,嚴重擾亂社會秩序、影響社會穩定的違法犯罪行為,公安機關將堅決打擊,依法懲處。同時,希望廣大網民在網絡活動中要堅守法律法規底線,堅決抵制、積極舉報造謠、傳謠等違法犯罪行為,共同維護健康有序的網絡環境和社會秩序。公安部相關負責人介紹,任何人在網絡上的言行都要負責任,為了淨化網絡環境,公安部還將推動打擊網絡謠言的司法解釋出台。專家說法制止網絡謠言最好方法是創建網絡法治環境昨天,中國青年政治學院張嚴方副教授對南都記者介紹,網民們在網絡中的發言,和現實生活中一樣,必須以合法真實為基礎。如果在現實生活中不能說的,在網絡上能說,會造成很大的混亂。中國人民大學網絡法研究所副所長朱巍表示,在世界範圍內,網絡表達也有界限,不是任何言論都是自由沒有限制的———比如,不得危害他人合法權益、國家安全、社會公共利益、衛生道德的界限,如果越界,就要受到現實中相關法律的制裁,需要承擔包括行政責任、民事責任,甚至刑事責任在內的法律責任。我國目前涉及到網絡法律的規定共有100多部,法律規定非常周密。朱巍認為,謠言的網絡傳播與傳統傳播方式相比,具有幾何發散性、不可逆性等特點。很多有害信息傳播出去之後,即便是發言人自己也控制不了,即使刪除了相關言論,其他網民也可能留有截圖,可用于再次傳播,容易造成危害社會的大面積危害。朱巍透露,自己參加過的一個課題組曾對2012年之後的重大謠言進行過統計,發現其均源於網絡。朱巍介紹,國家正在推行網絡真實身份認證制度,網民需要對自己的話負責,網絡不是法律的無疆地帶。特別是一些粉絲�多的網絡名人或公共平台,一旦出了假消息,影響極大,他們的表達較之一般人應負有更謹慎的義務。朱巍表示,國家對於一些危害嚴重的網絡謠言進行規制很有必要。他認為,謠言止於智者的定律不適用于網絡。根據網絡特點,網民具有一定的獵奇心態,喜歡並且樂意傳播一些吸引眼球的消息。僅依靠少數的“智者”,恐怕無法有效地阻止網絡謠言的傳播。朱巍說,制止網絡謠言最好的方法,是建立網絡法治環境,法治觀念深入人心,網絡規則最好由道德而不是法律來對其進行制約,最好由自律而非他律來規制。在現實情況中,對一些危害較大的傳播網絡謠言的個案進行法律制裁,有利於全民法制精神和法制網絡共識的形成,也為下一步的網絡整治奠定基礎。張嚴方則認為,在對敏感和危害較大網絡謠言事件進行查證及處罰之後,必須說明相關的處理理由,防止誤傷,防止對網絡表達自由造成影響。但現在查處的一些敏感案件,已經挑戰了有關法律的底線和社會傳統價值觀,危及了社會的門面,這個底線不能突破。採寫:南都記者 王殿學 彭美實習生 張婧 達迅 胡曉英 沈立煜迷你倉

To your average man in the street there would appear to be a massive difference in the personal security risk to travelling in the Philippines as opposed to visiting Egypt and Syria, which is now a war zone. In reply to our queries, the Security Bureau responded: “The Outbound Travel Alert (OTA) system set up by the government aims to facilitate Hong Kong residents to better understand possible risks to their personal safety when travelling overseas, so that they may make their travel plans and arrangements accordingly. When assessing the need to issue an OTA, our primary concern is the threat to personal safety which takes into account factors like the nature (e.g. whether it is targeted at tourists), level and duration of the threat, etc. Our OTA webpage also includes hyperlinks to the travel information databases of the Ministry of Foreign Affairs and the governments of Australia, Canada and UK. Residents can obtain information on travel risk from these databases when they plan their overseas trips.”The Security Bureau response went on to explain: “We raised the OTA for the Philippines to black in August 2010 following the hostage taking incident in Manila. The incident causes concerns over the safety of Hong Kong residents travelling to the Philippines. As informed by the consulate general of the Philippines, the Philippine President has signed an executive order to promulgate the National Crisis Management Core Manual and the Practical Guide for National Crisis Managers with a view to improving their crisis management capacity. We have proposed to the consulate general of the Philippines to disclose to the public the measures implemented by the Philippine side to enhance the crisis management mechanism and protect the safety of trav文件倉llers, to understand whether the Philippine government is capable to avoid recurrence of similar incident.”None of this explains why the Philippines warrants being classified in the same light as Syria in which a particularly nasty civil war is raging. We will listen to the views of various sectors of society, including the tourism industry, to review the OTA in a timely manner.”So if we understand this correctly, the bureau is saying that in deciding on the risk it will seek the opinion of the tourist organisations and other bodies in Hong Kong in assessing the level of threat to tourists travelling in the Philippines. This seems to be a ludicrous way of deciding the level of threat.The idea of having a travel alert system is that the government gives its best effort to provide an informed and responsible assessment of the level of risk to its citizens travelling to the Philippines. What is the point of setting up a system when all it does is turn to the people and say: “How safe do you think it is to travel?”Also we may wonder why it is only the Philippines that gets singled out for this treatment. What of the risks, for example, in travelling to Pakistan? The government feels this only deserves an amber warning, signifying that tourists should “exercise caution”. This seems an overly light assessment for a country that not infrequently gives a good impression of being a failed state?So have the Hong Kong people heeded the government’s warnings? The tourist figures would seem to suggest not. Hong Kong tourists to the Philippines numbered 122,786 in 2009, 133,746 in 2010 when the hostage shootings occurred, then slipped to 112,106 in 2011. In 2012, they stood at 118,666. Hong Kong people don’t appear to be taking the government’s black warning too seriously. Indeed, tourist figures for the Philippines generally are up 23 per cent for the first half of the year, which includes rises of 7 per cent from Japan and 32 per cent from mainland China.存倉

When he was admitted into the famed Beijing Film Academy, he was trained in voice acting, which was supposed to lead to behind-the-scenes jobs such as dubbing for foreign-language films. A decade later, Huang is at the pinnacle of his game, commanding every platform from the movie theater to the small screen to the stage. He is the rare star who enables hugely profitable projects and at the same time earns accolades and respect from his peers and other professionals. Occasionally, he is able to combine these two miracles into one, such as in the stage play To Live, which debuted in 2012, is currently on a sold-out national tour and will be taken to other countries next year. To Live is a modern classic that was adapted for the screen in 1994 by none other than Zhang Yimou. The lead actor Ge You took home the best actor’s trophy from Cannes. When Huang was contacted by avant-garde theater director Meng Jinghui for a stage adaptation, many advised him against it. “I like the movie version, but I believed the two would be different,” he says. “Ten days before the premiere in 2012, everything was still a big mess. I almost suffered a breakdown. I told Meng it would be humiliating for me to face the audience every night if it turned out a flop. He said, ‘We had no choice. Every show was sold out.’” The mishmash of a story of traditional realism and Meng’s experimental treatment miraculously congealed into coherence at the last moment, but the biggest surprise was Huang’s performance, which touched the hearts and soul of the audience who may or may not have seen the movie version. Though he was humble when compared with Ge’s film role, his stage interpretation stands on its own with no fear whatsoever of being eclipsed by his predecessor. If you have read the original novel, you may come to the conclusion that Huang’s performance is more emotionally powerful and also more loyal to the original. Huang Bo is not afraid to step into big shoes worn by legendary figures. The image of the Monkey King has been depicted by numerous stage and screen incarnations. Huang was tasked to follow up Stephen Chow’s post-modernistic version, yet he decided against imitating the classic 1995 Chow portrayal. The new version titled Journey to the West: Conquering the Demons is a Chow vehicle, directed by the master of deadpan humor himself. “You could imitate the physical things, but not the spirit of his portrayal. So, I told myself, Why not start from scratch? But I had to work within the confines of his style.” This movie opened within a few months of several other commercial pictures starring Huang. They all garnered astronomical box-office returns, including the record breaker Lost in Thailand. But Huang dismissed it as pure luck because these were all ensemble pieces not driven by the star power of one person. But in an industry with mercurial variables, he is coming to be perceived as a good-luck charm. Even Say Yes! a romantic comedy about a beast getting the beautiful girl, based on a 1991 Japanese television series, raked in close to 200 million yuan ($33) at the box office. Apart from his talents, which might not have been obvious before he achieved fame and are now turning in new surprises every year, Huang Bo’s spectacular rise can be dissected from a sociological perspective. The conspicuous absence of good looks and debonair, which would reduce a lesser mortal to playing extras that form the background, has instead made him the epitome of the ordinary people, the Everyman, the little guy down and out on his luck but possessing the honesty and integrity sapped out from much of contemporary China. “The mainstay of our society is made up of little people. The wealth gap may not be that big in Europe, but here, if you stop a random group on a Beijing street, even a place close to the center of power and wealth like the Avenue of Eternal Peace, I guarantee that ‘big people’ would account for no more than 10 percent.” The role that catapulted him into stardom in 2006’s Crazy Stone is one of those without wealth or looks. He does not see it as limiting his potential, citing Charlie Chaplin and Jim Carrey as exemplars in this category. “When I was defined as a comedian, I was not bothered at all. I didn’t know some people saw it as unflattering. It’s not easy to be a great comedian. One needs perfect control and great drive,” he says. Huang is aware that he does not have the kind of presence that distinguished great thespians like Al Pacino. “It’s useless to imitate them. But I can absorb energies from them,” he says. There are two screen roles that elevated Huang from a mere good自存倉comedian, and they were both collaborations with director Guan Hu. In Cow and Design of Death, Huang again plays the “90 percent” but the roles dominate the films to the extent that his characterizations become the focal point. While he does not depart from his comedic roots, he infuses the stories, set in allegorically claustrophobic locales, with a depth and a complexity that would be the envy of all comedians. The fact that these two movies turned out to be box-office disappointments did not hurt the chances of him being recognized for his achievements. “Cow is the movie that as yet demanded the most of me,” Huang recalls. It is character driven and director Guan worked very slowly, sometimes asking for as many as 138 takes for a shot. “I was younger and had more vigor in me. The more it looked impossible and uncertain, the more attraction it held for me. Of course I shared the same aesthetic belief with Guan.” Making Design of Death was again an arduous process. They discussed the treatment and Huang would offer multiple ways of doing a scene. The story of this movie actually was conceived before Cow, he reveals, and it evolved during production. As the director got married and mellowed, the ending was changed to one less cruel than originally planned. For Huang, these kind of artsy projects still hold a special allure, but whenever he has a say he would prefer them to be more accessible to the general audience. “Some movies are intended to make investors happy, and I would choose those that would make myself happy,” he says diplomatically. Huang made a living from singing and dancing when he was still a struggling artist in the 1990s. So making a musical seems a natural choice. “There was one project I participated in, but it did not reach completion. It would be fun to use all the performing skills I have,” he says. Another experiment that may catch his interest is a role that transforms his look so completely people won’t recognize him — not into a handsome guy, but something like Robin Williams’ character in Mrs. Doubtfire. “It would excite me because it requires building it from the ground up. Acting is a kind of fun game, so working at it will bring me joy.” Liao Mei contributed to this story. Va. seeks middle ground on Medicaid expansion

Rick Snyder came up with an idea to bank initial savings from expanding the state's Medicaid program to pay for future costs of extending health care benefits to more uninsured people.Virginia got there first.Snyder's Health Savings Fund would follow the same premise as the Virginia Health Reform and Innovation Fund, authorized by the General Assembly this year as part of a budget compromise that opens the door to expanding Medicaid in the state if sufficient reforms are made to the program.The two states, both led by conservative Republican governors, are among more than a half dozen seeking a middle way between expanding Medicaid under the Affordable Care Act and rejecting expansion -- as well as billions of dollars in federal aid to pay for it."There has never been a time when Medicaid has been more in the spotlight politically than it is right now," said Vernon K. Smith, former Medicaid director in Michigan and managing principal of Health Management Associates there.The politics of Medicaid expansion were plain to see Monday, as hundreds of green-shirted opponents rallied in Capitol Square for the second meeting of a legislative commission authorized this year to expand the program, but only after ensuring major reforms.Opponents organized by Americans for Prosperity joined a throng of expansion advocates and lobbyists for health and insurance interests for a nearly three-hour meeting of the Medicaid Innovation and Reform Commission, which itself is politically divided over the possibility of expansion.But Virginia's ongoing debate over the future of its Medicaid program is not unusual, especially in states led by Republican governors who may oppose President Barack Obama's health care overhaul but not the opportunity to reap their states' share of higher taxes paid to carry out the law.Smith called expansion "one of the most significant, most consequential, and politically difficult issues in the history of the Medicaid program."The decision wasn't supposed to be that hard when Obama signed the law more than three years ago. States would expand their Medicaid programs to cover people who earn up to 133 percent of the federal poverty level or risk losing federal matching funds for their existing programs.The U.S. Supreme Court made expansion an option in a ruling last year, saying that the government could not withhold money from states that choose not to expand their programs.Virginia is among more than a half dozen states that Smith said haven't embraced expansion or ruled it out. I want to see the reforms done," McDonnell said Monday.But the governor made clear that the decision ultimately rests with the new commission, which will meet again in October and December, with a public hearing expected before the next meeting."If they say 'done,' Medicaid expansion goes into place," he said.Legislators and state health officials say they have made major strides in getting federal permission to carry out significant reforms to the program, such as coordinating the care of people eligible both for Medicaid and Medicare benefits."I'd say we are a little more than halfway there," said Sen. Emmett W. Hanger Jr., R-Augusta, chairman of the commission and a proponent of expansion.But big concerns remain, especially over the possibility that the federal government will break its commitment to pay 100 percent of the costs of expansion in the next three years and no less than 90 percent thereafter.The budget language adopted this year directs Virginia to reverse the expansion if the government reduces its commitment, but Del. R. Steven Landes, R-Augusta, the commission's vice chairman, said that wouldn't be as easy as it sounds."Once you enroll these individuals, isn't there an expectation that you continue to provide services to these individuals?" Landes asked.Smith said the point is well-taken. George Zimmerman trial, Paula Deen troubles bring race issues to forefront
Source: The Fayetteville Observer, N.自存倉C.Aug. 20--Like many Americans, Debbie McNeill closely followed the trial of George Zimmerman this summer.In July, Zimmerman was found not guilty in the Florida shooting death of unarmed teenager Trayvon Martin -- a contentious verdict that prompted rallies and protests around the country and in Fayetteville.McNeill, who is African-American, said her 7-year-old son and 13-year-old daughter watched some of the television coverage with her."I could see it taking a toll on me and my kids," McNeill said. "I really stopped them from watching a lot of it." McNeill said she was concerned about how her children would perceive the racial elements of the trial.The Zimmerman trial was the highest profile story in a summer that seemed filled with racially charged incidents:--In June, it was reported that celebrity chef Paula Deen said in a deposition that she had used a racial slur in the past to refer to African-Americans. In the uproar that followed, the Food Network announced it would not renew her contract, and several companies dropped her as a spokeswoman.--On the CBS reality show "Big Brother," cameras were rolling while several contestants made comments that were deemed racist.--In the Hope Mills Fourth of July parade, some spectators were offended by a float that carried a truck bed full of watermelons and signs that read "White History Month" and "hug wht ppl."While some say the incidents may be upsetting in the short run, they add that they bring the issue of race to the forefront where it can be discussed.And that, they say, can be a positive thing."Yes, it's good that we're talking about it," said Jerry Woods, a Fayetteville State University professor who teaches courses on sociology and race. "One can never solve a problem unless it is brought out in the open and discussed freely."Woods said the issue of race has been present in America nearly since the country's founding. He said while discussions of the problem can be difficult, those conversations need to take place."I don't think you can solve any problem by running from it," Woods said. "You have to face it head on. That's the only way to get things out in the open and understand where the other person is in their viewpoint."Ronald McElrath is director of Fayetteville's Human Relations Department. He said understanding between races must begin with the belief that every person is valuable in the eyes of God.McElrath likened the relationship between people of different races to a marriage: "There's going to be misunderstandings, there's going to be issues of trust," he said.McElrath said if people of different races are unable to fully understand each other, they should at least accept their differences and迷你倉新蒲崗try to move forward."Most people say you have to earn respect, but I believe every person deserves respect until their actions diminish that respect, which then may be returned when behaviors are corrected and/or repentance (or) forgiveness occurs," McElrath said in an email. "Too many young black men are vilified and stereotyped because of their dress, music (or) associations.McElrath said there are gangs and criminals of all races, and that society must reach out to all of them. He said law enforcement cannot do it alone and that communities must work together to intervene constructively.Tracey Miles, along with her sister, Debbie McNeill, was an organizer of a peace rally held in July at Martin Luther King Jr. Memorial Park in Fayetteville. The rally was held in response to the verdict in the Zimmerman case.Miles said while she doesn't think race relations are as bad as they were in the 1950s and '60s, they remain an issue."If we don't address it, it's going to continue on," said Miles, who is African-American. "I think in the year 2013, we still have to march. That was done in the '50s, '60s and '70s. We shouldn't still have to be doing that, but (racism) still exists."Miles has three children, ranging in age from 16 to 20. She has talked about racial issues with them, particularly in light of the verdict in the Zimmerman case."I let them know that some people are going to look at you because of the color of your skin, but don't let that deter you from where you're going in life," Miles said.Trashawn Haywood is Miles' 16-year-old son. He said he watched nearly all of the Zimmerman trial. Trashawn, a junior at Westover High School, said while he was disappointed in the verdict, he was not really surprised."I thought he'd be guilty, but they didn't have enough evidence or something," Trashawn said. "I wish it would have come out different."Trashawn said several of his friends watched the trial, as well. He said they tweeted about the verdict, and the general feeling was one of disbelief.While tensions between races remain, Trashawn said he believes things are generally getting better.McElrath said he feels that the controversy over incidents such as the Trayvon Martin shooting -- while painful in the moment -- offer a chance to address longstanding problems."We feel like Fayetteville is on the cusp of a lot of things," he said. "The challenges are great but the opportunities are even greater.
