Latvia’s acting prime minister, Valdis Dombrovskis, who led his country through its worst economic crisis since leaving the former Soviet Union in the early 1990s, said euro adoption was an opportunity but not a guarantee of wealth, and the country should not relax its fiscal policy. “There’s no excuse for failing to pursue a responsible fiscal and macroeconomic policy,” he said after withdrawing the first euro banknote after midnight from a cash machine in Riga. The euro switchover ceremony took place at the site where Latvia’s crisis began — the former headquarters of the collapsed Parex bank, now headquarters of state-owned Citadele bank, which emerged from the wreckage of its predecessor. Parex, the country’s second-biggest bank by assets, went bust near the end of 2008, forcing the Baltic state to seek an international rescue to keep its currency, the lats, pegged to the euro at the same rate. Its economy shrank by one-fourth from 2008 to 2010, but then grew at the fastest pace in the EU, expanding by 5.6 percent in 2012, after the government slashed spending and wages and raised taxes in one of the harshest austerity programs in Europe. Latvia’s efforts have won praise from EU policymakers, who point to the Baltic state as proof that austerity can work. European Commission President Jose Manuel Barroso said, “Thanks to these efforts ... Latvia will enter the euro area stronger than ever, sending an encouraging message to other countries undergoing a difficult economicmini storageadjustment.” Still, a few concerns remain. The European Central Bank has warned Latvia that the high level of foreign deposits in Latvian banks, mostly from Russia, is a risk factor. Latvia also enters the eurozone without a permanent government after Dombrovskis resigned in December in the wake of a supermarket collapse in Riga that killed 54 people. Latvia enters as the single-currency bloc marks its 15th anniversary. The euro is now used by 333 million people in Europe. Neighboring Lithuania is the only remaining EU country showing much enthusiasm for admission after the temptations and strains of currency sharing forced Greece, Ireland, Portugal, Spain and Cyprus to seek international bailouts for their governments or banks. Estonia joined the eurozone in 2011, and Lithuania aims to do so in 2015. Among the Eastern European EU countries that have yet to adopt the euro, Croatia is stuck in recession, while bigger economies such as Poland, Czech Republic and Hungary have become reticent about currency union. Latvia, the fourth-smallest economy in the eurozone after Malta, Estonia and Cyprus, expects the euro will reduce its borrowing costs and encourage investors by eliminating currency risk. Both Standard & Poor’s and Fitch have raised the country’s credit ratings in anticipation of its euro entry. But opinion polls show ordinary Latvians are divided on the euro’s merits, with many worried that its adoption will be an excuse to raise prices. “In all other countries that switched to the euro, prices rose. Most likely, they will rise here as well, which is bad,” said pensioner Oleg Bachurin. Latvia’s central bank expects eurozone entry to raise consumer prices by 0.2 to 0.3 percent in 2014, taking inflation to 2 percent. “I’m not worried. I believe it’s progress. 固定資產投資呈現五大基本特徵第一，24小時迷你倉固定資產投資增幅同比略有放緩，總體處於平穩態勢。受世界經濟複蘇緩慢、國內經濟處於結構調整和轉型升級重要階段以及穩增長政策等因素影響，2013年以來固定資產投資增速保持緩中趨穩的增長態勢。1-11月，固定資產投資累計同比增長19.9%，較2012年同期下降0.8個百分點，與2008-2012年同期均值相比低5.9個百分點。在二季度經濟增速觸及7.5%的下限目標之後，國家及時釋放了一系列“穩增長、保下限”的政策信號，在一定程度上穩住了固定資產投資增速放緩的趨勢。從實際增速看，1-11月固定資產投資增速較2012同期加快0.8個百分點，10和11月份固定資產投資環比增速均有所加快，均表明固定資產投資有所企穩。第二，三產投資比重有所提高，基礎設施建設和房地產開發是投資增速企穩的主要支撐力量。三次產業的投資結構有所優化。2013年1-11月，第一產業投資占比2.2%，第二產業投資占比42.7%，第三產業投資占比55.1%，分別比2012同期降低0.3、降低1.1和增加1.4個百分點。從更長的時間維度考察，與2008-2012同期平均占比情況相比，第一產業和第三產業投資占比分別增加了0.3個和0.5個百分點，第二產業投資占比則降低了0.8個百分點，表明投資的產業結構有所優化，第三產業的投資比重逐步提高。三大主要投資領域中，製造業投資明顯減速，基礎設施建設和房地產開發成為投資增速企穩的主要支撐力量。1-11月，製造業、基礎設施建設、房地產開發投資對投資增長的貢獻率合計達到75.6%，較上年同期提高7個百分點，其中製造業投資的貢獻率下降5.1個百分點，基礎設施建設投資和房地產開發投資的貢獻率則分別提高9.2個和2.9個百分點。從增速上看，製造業投資同比增長18.6%，較上年同期低4.2個百分點；基礎設施建設投資同比增長23.2%，較上年同期提高9.2個百分點；房地產開發投資同比增長19.5%，但比上年同期高出2.8個百分點。可以看出，在產能過剩的大背景下，製造業投資正在減速，新增投資動力不足。受益于城鎮化進程和年內一系列穩增長政策，基礎設施建設投資實現較快反彈，成為穩定投資增長的重要力量。年內房地產市場大幅回暖，房價再次進入較快上升周期，房地產開發投資速度明顯加快。第三，區域投資結構有所改善，中部地區投資明顯減緩。中西部地區投資增速仍高于東部，但減速幅度相對較大。2013年以來區域投資結構繼續改善，投資協調性有所增強，產業轉移成為驅動中西部投資增長的重要動力。1-11月，東、中、西部地區投資累計同比分別增長18.4%、23%和23.1%，中西部地區投資增速持續高于東部地區。與上年同期相比，東部地區投資增速提高了0.4個百分點，而中西部地區則分別降低了3.2個和1.1個百分點。東部地區在鐵路尤其是城際鐵路投資、城市基礎設施建設、棚戶區改造、保障房等領域投資的帶動下，率先實現了投資增速企穩回升。而中西部地區投資增速則減慢較多，尤其是中部地區的新開工項目個數已經連續兩年減少。第四，投資主體繼續優化，但民間投資下行調整幅度較大。2013年以來，我國民間投資增速繼續保持著高于總體投資增速的態勢。1-11月，我國民間投資累計同比增長23.2%，高出同期總體投資增速3.3個百分點，占總體投資的比重達到63.5%。但是，在本輪投資周期性減速的條件下，民間投資增速下行幅度長時期大於總體投資，表現在兩者之間的累計同比增速差值在不斷縮小。1-11月，民間投資增速較上年同期降低1.8個百分點，而總體投資增速僅放緩0.8個百分點。第五，製造業投資繼續減速下行，內部結構出現分化。2013年以來，受制于產能過剩、工業品價格下跌、實際利率較高等因素影響，製造業投資繼續減速下行，其內部結構出現分化。高耗能行業投資增速得到有效控制，累計同比增速顯著放緩。裝備製造業投資增速上半年雖有放緩跡象，但下半年受到通用設備製造業、專用設備製造業以及計算機、通信和其他電子設備製造業投資快速提高的積極推動，全年表現出平穩增長態勢。1-11月，高耗能行業投資累計同比增長14.6%，較上年同期低5.7個百分點，低於總體投資增速5.3個百分點。高耗能投資減速有利於節能減排，但是高耗能投資占比仍為12.9%，僅比上年同期下降0.6個百分點。從結構的角度看，高耗能投資的地位尚未根本動搖。根據調研情況，一方面，不少東部沿海地區尤其是次發達的沿海地區，仍然熱衷于臨港石化、鋼鐵等產業的發展；另一方面，隨著東部產業向中西部轉移進程不斷推進，高耗能投資也由東部地區資源環境承載能力飽和的地區轉移到資源環境容量相對寬鬆的中西部地區，形成了“局部改善，總體惡化”的局面。1-11月，裝備製造業投資累計同比增長17.6%，較迷你倉旺角年同期低1.9個百分點，低於總體投資2.3個百分點。裝備製造業投資在總體投資中占比13.3%，較上年同期下降0.3個百分點，但是較2008-2012同期平均占比提高了0.7個百分點。裝備製造業是為國民經濟各行業提供技術裝備的戰略性產業，產業關聯度高、吸納就業能力強、技術資金密集，是各行業產業升級、技術進步的重要保障。當前固定資產投資需要關注的主要問題 當前，我國固定資產投資形勢總體上相對平穩，但也存在諸多短期和中長期的矛盾。這些矛盾既有來自外部經濟環境的影響，又有內部經濟發展方式尚未順利轉型的原因所致；既有固定資產投資的整體增長放緩，又有固定資產投資內部結構失衡導致的制約；既有財政金融體系不夠完善的問題，又有實體企業自身公司治理結構的缺陷。多種矛盾混合交織在一起，情況錯綜複雜，對固定資產投資的持續健康增長形成了較大的挑戰。第一，製造業產能過剩對投資增長形成較大阻力。當前，我國產能過剩問題不斷加重並呈逐步蔓延的態勢。鋼鐵、電解鋁、水泥、平板玻璃、船舶等傳統行業產能利用率大都低於75%，產能過剩情況比較突出。與此同時，產能過剩行業已從上述傳統行業擴展到風電、光伏、碳纖維等新興戰略性產業。我國太陽能光伏電池、風電設備產能利用率均不足60%。產能過剩意味著工業產品供大於求，價格下行壓力不斷加大，企業普遍經營困難，效益不佳。2013年1-10月，全國規模以上工業企業實現利潤同比增長13.7%，雖然較2012年同期有所恢複，但是仍然顯著低於2008-2012年同期均值。經營利潤增速的低迷影響了企業擴大生產、新增投資的自籌資金來源，對投資增長形成較大阻力。第二，地方財政風險不斷攀升導致基建投資增長受限。分稅制改革以來，我國中央政府、地方政府在財力事權上的不匹配狀況日益嚴重，地方政府在事權不斷增加、財力卻未能顯著擴大的現實條件下，通過地方政府融資平台來籌措建設資金，由此產生了地方政府債務問題。國際金融危機之後，地方政府密集借貸使得地方財政風險逐漸開始暴露出來。審計署報告顯示，截至2012年底，36個地方政府本級政府性債務餘額達到3.85萬億元，比2010年增長了12.94%。從債務率看，36個地方政府本級中，有10個地區2012年政府負有償還責任的債務率超過100%；如加上政府負有擔保責任的債務，有16個地區債務率超過100%。雖然我國地方政府性債務風險總體可控，但也要看到，部分地區和行業的償債能力較弱，加上債務償還對土地出讓收入的依賴較大，導致財政風險隱患不可忽視。目前，地方政府性債務的資金投向主要是交通運輸、市政建設、土地收儲、教科文衛、農林水利建設、生態建設和環境保護、保障性住房等基礎設施建設領域，而地方政府性債務居高不下，中央政府加強地方政府財政風險管控，使得由地方政府主導的基礎設施建設投資的增長空間受到一定的限制。第三，製造業投資面臨的貨幣條件仍然偏緊。2013年以來我國貨幣供應量總體相對寬裕。11月末廣義貨幣（M2）同比增長14.2%，高于央行年度計劃目標1.2個百分點；社會融資總量為16.06萬億元，比上年同期多1.93萬億元。雖然貨幣信用總量擴張速度很快，但是從實際效果看，資金未能有效流入實體經濟，不少資金在樓市、地方政府債務以及銀行理財產品等領域沉澱，實體經濟面臨的實際利率仍然較高。一方面，利率在不同部門間分化，房價大幅上漲導致房地產行業的實際利率為負，地方融資平台對利率不夠敏感，兩者的融資需求限制了市場利率下行。而工業生產者出廠價格指數（PPI）通縮則推高了實體企業的實際利率，這種融資結構矛盾是以製造業為代表的實體經濟疲弱的重要原因。另一方面，銀行系統的資金使用效率低下，加上資金大量在金融體系內部自我循環而沒有進入實體經濟，使得實體經濟明顯感到“缺血”，進而對投資增長形成了重要約束。同時，人民幣實際有效匯率快速提升，進一步放大了信用擴張和經濟增長之間的脫節。第四，房地產開發投資壓力漸現。2013年以來，商品房銷售面積和銷售額增速均大幅度反彈。1-11月分別達到20.8%和30.7%，可以推算出商品房價格同比增長8.2%。受此帶動，房地產開發投資增速也較2012同期有較大提高，達到19.5%。目前，商品房交易價格已經長時期處於高位運行，居民收入難以有效支撐房產消費，市場開始呈現出“價穩量跌”和結構分化的微妙局面。一方面，以北京、上海為代表的一線城市房地產市場風險繼續累積。房地產價格持續上漲，不僅限制了剛性購房群體的其他消費能力，並且吸引著投機性資金大量進入房地產市場，對實體經濟產生顯著地擠壓。另一方面，我國部分三、四線城市由於土地供應規模不斷擴大，而產業升級步伐緩慢，難以創造大量就業崗位和人員集聚效應，導致房地產需求明顯不足，部分地區出現了嚴重的房地產過剩局面。mini storage

Source: Greeley Tribune, Colo.自存倉Dec. 31--Seventeen new bills in Colorado will take effect on New Year's Day, and more than half of the bills have already had a portion of them on the books in 2013.For example, the Colorado Civil Union Act was signed into law by Gov. John Hickenlooper on March 21 and went into effect May 1 with the remaining portions of the bill effective Wednesday.Senate Bill 13-011 provides same-sex couples with many, but not all, of the rights and responsibilities of marriage.Two bills that have local prime sponsorship are from Rep. Dave Young, D-Greeley: House Bill 1091 (heavy duty diesel emissions testing alternative) and House Bill 1240 (penalties for persistent drunk drivers).Young said 1240, with Republican Steve King as the prime co-sponsor, helps to make roads safer in Weld County and throughout the state."Any injury or death from this is unacceptable," Young said of drunken driving. "We keep working to find ways to impact that problem and, hopefully, we have come up with some solutions here that are based in data, based in research that's been done that shows these changes are going to results in less accidents, less fatalities, less injury on our roads."The main part of the new bill that should be of interest to Weld residents is that the threshold to be considered a persistent drunk driver will be lowered from 0.17 to 0.15 blood-alcohol content."I know that doesn't seem like a big change, but data had showed us that there were a significant number of people in that range that we weren't picking up," Young said. "Moving people at 0.15 or 0.16 into this persistent drunk driver category was actually going to have a positive impact. We were going to give more people the help they needed and make our roads safer as a result. Data shows us we're going to actually identify more people that way. The DUI is .08. What you're talking about here is a substantially higher amount of blood alcohol, and that's why there's that label of persistent drunk driver."Young said if a driver is pulled over for the very first time and his/her blood-alcohol content is 0.15 or higher, that person will be called a persistent drunk driver."That's a term that we're using. Some people will say people drive many, many times drunk before they're actually caught, and I think the situation there is if you have that high a blood-alcohol level, we need to intercede in some way to make our roads safer," Young said.The other piece of the law is if the offender agrees to go on ignition interlock, then the offender will only have his/her license revoked for one month."If you are a persistent drunk driver, if you are registered at .15 or higher, and if you agree to go on ignition interlock, you can get your driver's license back after one month," Young said.Ignition interlock is a device that is installed on motor vehicles to prohibit individuals from operating a vehicle while under th迷你倉出租 influence of alcohol. If somebody refused, they just lost their license for a year."There are different ignition interlock requirements depending on the DUI offenses.Young's other new bill, House Bill 1091 (heavy duty diesel emissions testing alternative), involves fleets of diesel trucks that are required to have an opacity test.Young said if a company performs exemplary maintenance of their fleet, the company can submit those maintenance records to the state of Colorado and it will be exempt from having to do the opacity (visible smoke) testing."A lot of these companies are constantly upgrading their fleets to keep the newer vehicles in service," Young said. "JBS Swift has their fleets. You've got a lot of trucking companies here in the area that I think are going to benefit from this if they're maintaining their trucks well."Eliza Schultz, legislative liaison for the Colorado Department of Public Health and Environment, said individualized fleet assistance is available upon request to CDPHE. The program is voluntary and the choice to participate is the truck fleet's own.Exemplary maintenance is offered as an alternative to opacity testing for qualifying truck/bus fleets for their new technology (less than 10 years old) heavy duty diesel vehicles.These newer diesels are equipped with sophisticated electronics and fuel injection such that when they are properly maintained, these vehicles simply do not smoke. 南都訊 記者 石秋菊 通訊員黃俊生 蘇鎂怡 節日期間赴港旅遊購物，儲存倉成為不少內地居民的首選，但不了解出入境條例，往往會令出行心情大打折扣。昨日深圳羅湖海關介紹，有一對旅客帶了30萬元人民幣赴港血拼，就被海關截下26萬元，兩人一共只能帶4萬元出境。 昨日是2013年最後一天，深圳皇崗和福田口岸從早上8點便開始迎來旅客出境小高峰，客流高峰持續到上午11點半，在皇崗口岸的出境大廳，排隊等候的市民一度占滿了整個大廳。 據深圳邊檢的數據，元旦期間，即2013年12月28日至2014年1月1日，經深港各口岸出入境的旅客預計將達315萬人次，日均客流達63萬人次。其中，皇崗邊檢則估計，元旦日將是皇崗、福田口岸出境高峰日，分別達4 .2萬人次和8 .8萬人次，兩個口岸的入境高峰日則為1月2日，分別達3.6萬人次和8.1萬人次。 趁節假日赴港旅行的內地遊客不少，但也有人因為不了解出入境條例，尚未到香港便遇上了麻煩。昨日羅湖海關介紹，迷你倉最平月29日該關查獲一宗攜帶過量人民幣出境的案件：來自佛山的劉先生帶著女朋友經羅湖口岸出境，準備到香港“血拼”，卻在過關時被海關查獲。由於劉先生事前沒瞭解通關規定，超量攜帶人民幣現鈔出境。最終，海關按規定給他和女朋友每人放行了2萬元人民幣，剩下的26萬元則不能帶到香港。 根據海關總署規定，旅客攜帶人民幣進出境限額為2萬元，超出的不准進出境。如果攜帶外匯現鈔折合5000美元以上的，則海關需憑銀行出具的“攜帶外匯出境許可證”放行。 海關提醒 購物回來也勿超量 羅湖海關提醒，進出境旅客假期出行要提前瞭解通關規定，注意申報隨身攜帶的應稅物品，遵守海關規定，以免耽誤行程，旅客攜帶貨幣不要超量，購物回來也不要超出“自用、合理數量”。 在境外消費時，旅客不要購買象牙等野生動物製品。最重要的是，旅客境外旅遊回來，切記不要為賺取蠅頭小利，幫陌生人攜帶物品過關。特別是違禁物品，一經查獲，需負行政、刑事責任。 迷你倉
