Source: Times Union, Albany, N.存倉Y.Jan. 04--COLONIE -- Andy Breen, the Battery Man, cometh with a fresh delivery of cold, cranking amps.The current stretch of subfreezing weather has been sucking the juice out of old, weak batteries and killing them off for good.Motorists waiting at auto repair shops to replace dead batteries were happy to see Breen roll up in his bright green Interstate Batteries truck to replenish parts stockrooms with gleaming 40-pound cubes of raw power."Unfortunately, I can't give people a jump on the side of the road, but I tell them I'm bringing new batteries and direct them to the nearest repair shop," said Breen, a driver for Interstate Batteries for 18 years. He covers a territory from Glens Falls to Selkirk and Amsterdam to Greenwich, Washington County.On Friday, when temperatures hovered in the single digits and dipped well below zero overnight, many motorists awakened to that sickening sound of a staccato click-click-click coming from their frigid dashboards. It's the last gasp of a dead battery.As of midafternoon, AAA Hudson Valley had received 452 auto-related emergency calls, about 300 of them requesting a jump-start for a dead battery, said spokeswoman Nancy McMahon. AAA's entire fleet of emergency trucks and additional contract vehicles were extremely busy Friday providing roadside assistance across the Capital Region, she added.A jump-start is usually a final warning for procrastinators and a sign that the battery should be replaced immediately, Breen said.Weakened batteries that respond to a jump-start typically won't hold a full charge and will fail to re-start in temperatures this cold, he said."A lot of people know they need a new battery, but they put it off and then when it gets this cold their car won't start," said Adam Dion, manager of the Firestone auto care store on Wolf Road in Colonie.He put in his order for a stack of new batteries that Breen wheeled into the stockroom with a hand truck. His mechanics had installed seven new batteries in the past couple days.Those who don't replace weak batteries after being informed often compound the problem by tacking on a tow truck charge to the cost of a new battery, Dion noted.David Bogdan, an apprentice studying auto mechanics at Hudson Valley Community College, replaced a battery in Steve Correll's 2006 Ford Fusion at Firestone on Friday. "It seems simple enough, just a couple bolts, but you can really mess things up if you don't install it right," Dion said. He has seen do-it-yourselfers gone awry electrocute themselves and burn out entire computerized electrical systems, which can cost thousands to replace.The brutally cold weather is also causing headaches for motorists who need replacement wiper blades and a tire top-off after low tire pressure sets off a dashboard diagnostic light.In addition, he's been getting 30 or 40 people a day coming in with the low tire pressure light on in recent days, said Dion, who typically inflates tires as a courtesy free of charge. "Within reason," he added.The cold snap also has spelled trouble for old antifreeze that had lost its potency, resulting in radiator hoses splitting or creating radiator leaks due to freeze-ups.The lesson of battery-killing cold was driven home for Dion. His mother called him Thursday to say her car wouldn't start. It was dead in her driveway. 走香港百岳 山中拾趣
�嚓,self storage捲片,攝影師兼藝術家尹子聰至今仍堅持使用菲林相機,在黑房�把郊野風光印到相紙上。10年前的黑白全幅照片,部份已成山林遺照。那些年沒迪士尼樂園、昂坪360,龍鼓灘堆填區也不像今天高,也想不到有朝一日要守護大浪西灣和郊野公園!二字頭變三字頭,去年12月重踏2003年的足�,走遍香港134座山頭,為郊野變遷存照留檔。於19天�比毅行者更瘋狂地追趕時間,眼觀大山大水以外,山中之物,再小,也可能蘊藏�一個個山野傳奇,令他駐足。 記者:邵超 攝影:陳盛臣、周旭文、部份照片由受訪者提供 人在尹子聰的攝影工作室中,射燈射在一幅貼滿134個橙色圓形貼紙的香港全境地圖上,每張貼紙,代表他上月攀過的山。相隔10年,他又花了19天,重訪港九新界及大嶼山等百岳,每到山巔的標高處,便拍一張照片,分別的是,第一次環港之旅,客觀地記錄東南西北四個方位的景觀,這次的照片大部份是「鬆郁矇」且抽象,偏向被譽為「攝影界哲學家」的日本攝影大師杉本博司的風格,「這次用的是數百元的Holga相機,它只有單一曝光值及快門,須符合條件才能拍到美麗的照片。但其實我明知結果不會完美,我想強調的是,過程比結果重要。」郊遊的樂趣,並非金錢可以衡量,魯連城知道的話,便不會以人工湖和豪宅,在大浪西灣與愛惜郊野的人心中,狠狠劃下一道傷疤,「東灣是最美的。」我們熟悉的大浪西灣,其實是由西灣、鹹田、大灣和東灣四個連綿的天然海灘組成,東灣原始的風光震撼了當年還是中二生的他。 當老大練就責任感 都說藝術家不食人間煙火,尹子聰並非天生以藝術家為業,性情並不嚴肅,反而是大孩子一個,兒子三歲時,便帶他爬獅子山,任何一塊石頭也比小豆丁大,需要手腳並用爬過,實為非常爸爸。他出身並不富貴,有一姐一妹,父母皆是公務員,官不高,退休後咬長糧讓這個兒子少了包袱,可以安心地當藝術家。對山野的狂熱,自小育成,尹子聰從未讓母親少操心,「那時是香港航空青年團團員,真槍實彈射擊,又可以坐上軍用飛機飛行,多威風!」玩得太瘋了,母親勒令停止,但野孩子總有辦法去瘋,尹子聰得意地說:「哼!就一個人去行山,其實更危險!」中學生獨個兒行山是奇聞,男校的同學們看�看�,都跟�他行山,當了老大,反而練就了責任感,「每次行山,我守隊尾,讓體能較佳的同學當前鋒。」這次行山計劃的支援隊一員,便是相識逾廿年的老同學。高中時到英國留學,幾乎不用交學費,都道是公務員的福利多好,笑他是港英餘孽,他衷心說:「無英國就無我!」學費省了,但攝影器材和沖曬花光了他的零用錢,省吃儉用,數年間在英國只爬過一次山,那時的夢想,是當戰地攝影師,「Robert Capa英國威爾斯大學紀實攝影最著名,只有面試不設筆試,每位教授都是現役攝影名師或曾經名迷你倉一時的大師級,學生都自發去拍拍拍。」認清戰地攝影師的光明與黑暗面,學成歸來念頭一轉,職業一欄從此寫上攝影師與藝術家,創立「黑點」。 滿山藝術家 少年時期早已踏遍香港群山,2003年忽發奇想,�近瘋狂的行山計劃,於見慣野豬的他,只是時間控制的問題罷了,「下一個十年,還想延續這個計劃。」尹子聰與山林十年之約,有份藝術家的堅持。但山野藝術家不止他一個,這天隨他登山尋訪隱於林的晨運樂園和天梯,鐵通時而與木板交互搭配出不同款式的椅子,時而變成高低槓的支架,那份毅力與創意,比他更甚。晨運客理應不該非法建築,我在法律與人情之間迷惑,容我不透露路線。在追趕�時間攀過百岳的過程中,尹子聰總會在晨運樂園歇息,「一切都是有機地發生的,晨運客需要一個可以歇息的地方,撿拾廢建材搭了椅子、種了樹,環境很宜人。」一樹一椅,居民經年累月打造�他們的秘密花園,「建得那麼美,他們又會在這兒丟垃圾!」尹子聰很喜歡看垃圾,垃圾�有大千世界,他以行山杖指�一個罐裝飲料罐,頃刻化身成驗屍官,「這個是十多廿年前的包裝,應該不是行山人士留下,這�昔日可能是個聚落,是村民留下的垃圾。」簡單如餅乾與飯盒,便能辨出是行山人士還是附近地盤工友隨手丟棄的垃圾。 若說晨運樂園是山中常見的風景,但眼前通往山巔的天梯,工程之巨,是歷年所見之最,「粗略估計,這條居民自建的天梯長度就有500多米!」都說晨運客�虎藏龍,眼前每級樓梯都費心地斧鑿,再以深插地下的鐵通支撐�一塊長板,「是建築廢料!每一塊膠板或廢料都是不同的,你可以想像到山下有地盆施工中,或是商場裝修,又或是某間村屋丟了舊木門。」一塊一故事,把廢物循環再用,好歹是功德無量,有時還是抒懷的壁報板。瞥見一兩塊板上寫�「CY無恥無能」,不禁大笑,尹子聰說:「近來在不同山頭也看到這個人的墨寶,看得出他很憤怒。」中國自古詩人墨客總愛在郊野賦詩或題字,金庸在《書劍恩仇錄》中就諷刺乾隆到處吟詩題字是「唐突勝景,作踐山水。」憤怒君在板上題字,用字簡潔,罵得痛快,倒勝過乾隆了。其實未有唐突勝景、熱愛山野的詩人也有一個,那天燈柱貼有字�熟悉的白紙。尹子聰10年前有緣見過這名署名D.C.的老人,「他特別以A4紙打印,然後費心地張貼,幾乎每條山徑,甚至意想不到的地方,也看到他的墨寶。」紙上留詩一則,以公諸同好,到白紙隨時日黃了、缺了角,行山人士心中仍然記得那份躍然紙上的狂熱。 下一個10年,相信尹子聰黑白照片�傳來的那份狂熱,依然很燙! 2003年全幅照片 2013年Holga作品 尹子聰《後都市化》登山攝影計劃講座(1月6日) 詳情:.hktraveler.com/apply/onlineForm.aspx?tId=TL_0000037迷你倉將軍澳

甘肅機場集團連跨“百萬級”台階 2013年旅客吞吐量突破650萬人次大關

Banker's bizarre journey culminates with capture

By then, his bank had failed. He lost perhaps $25 million of his investors' money, including, apparently, his parents'. And his disappearance the previous June set off an international manhunt and made national headlines.This New Year's Eve, the indicted banker was found -- alive -- in an unlikely traffic stop in coastal Georgia. His dinged-up truck held a propane tank, a sleeping bag and fake IDs. Days later, in another twist, authorities in Florida said Price, who was once a minister, is suspected of growing more than 200 marijuana plants.It's a far fall for the 47-year-old Price, and those three New Year's eves are like chapters in a bizarre financial thriller that seems to have no end.Still to be discovered is where he spent the last 18 months and how much of the missing millions will ever be returned to battered investors.Rick Smith, 63, retired early from Lockheed Martin in 2007 on Price's advice. But now the Dallas, Ga., man said he and his wife have gotten part-time jobs and sold a boat and RV to make up for losses investing with Price. They don't know whether they'll see their missing money again."It helps a whole lot just knowing where he is," Smith said. "Maybe he'll pay for what he did."But Price's reappearance raises issues, such as what happens to the nearly $2 million in life insurance payouts meant for jilted investors after he was declared dead -- at his wife's request -- by a Florida court.Also to be sorted out: Who is the real Price? The hapless investor who got in over his head, as he portrays himself in a rambling confession letter, or the cruel manipulator who let family and friends believe he had killed himself by throwing himself off a Florida ferry?The same man who defrauded those who trusted him and deceived clients -- as described in a letter Price purportedly sent before he disappeared in June 2012 -- also painstakingly indexed where he had property and assets so that his alleged victims could recoup some of their lost funds. He even suggested strategies for clients to get tax relief for monetary gains that never really existed."Most of what he wrote in that letter was true," said Kenneth Murena, the lead attorney for the court-appointed receiver. The receiver's job is to preserve as much money as possible and return it to Price's investors.Price's life on the lam ended Tuesday when he was arrested after a traffic stop near Brunswick for having windows that were too dark. He eventually identified himself as one of the FBI's Most Wanted fugitives. He told a federal probation officer he was homeless and lived as a migrant worker.Local and federal authorities have said little about what Price had with him at the time, but an Atlanta Journal-Constitution reporter observed a pair of blue jeans, pliers, a notebook and a propane tank in the cab of his 2001 Dodge Ram pickup, and a sleeping bag and gas can in the bed.Glynn County Sheriff E. Neal Jump said federal officials executed search warrants for the truck and a computer in the vehicle.Florida sheriff's officials on Thursday listed Price as a suspect in a marijuana grow house on rented property near the city of Ocala. There, a man believed to be Price was known as Jason, and neighbors described him as a helpful person who drank beer with them in the front yard.Though there has been heavy speculation Price might have squirreled away millions of dollars in investor and bank cash when he first vanished in South Florida in 2012, Murena said his team's forensic evaluation shows that the money Price mismanaged was poorly invested, not pilfered."I can only imagine there was hope that he did have a lot of money," he said. "I don't think that was the case."Price's once-respected investing business ended in a yearlong frenzy of panicked stock trades. How it began and where it went wrong is more hazy.In his confession letter, Price said the fraud he committed started small and quickly compounded. Murena said there are falsified returns dating to 2009, but he suspects the fraud began in 2008 -- well before Price got involved in small-town banking.Price, who previously worked for Banc of America Investment Services, among others, started putting money into two funds -- PFG and PFGBI -- eventually funneling in $50 million from investors. Some went into real estate in Florida, Georgia and South America, including corn and sugar cane farms in Venezuela. Price also made an investment in radio towers in Guatemala.He also made a big bet on a small Georgia bank: Montgomery Bank & Trust, a more than 80-year-old institution in the tiny town of Ailey, 170 miles souself storageheast of downtown Atlanta.'FOOLISH AND HASTY'In December 2010, Price and his investors put up $10 million to buy a majority stake in the troubled bank. Locals in Ailey chipped in another $4 million. Price was hailed for his bold move. Georgia had suffered more bank failures than any other state, and Price's bet was a rare dose of optimism.But eight months after the initial investment, Price wrote, he "should have just called it like it was."The bank's position was worse than he had anticipated, he said, with loans more deeply troubled than he had realized. Price was losing money, but instead of disclosing the problem, he falsified earnings reports as he tried to buy time to bolster the bank, according to the letter.Instead, he made it worse. The anxiety about continued losses, he said, "made my decisions more irrational, foolish and hasty.""I never once had in my mind, heart or being to engross and make myself better off or to take, steal or benefit from other people's money," he wrote.In all, the convoluted fraud Price is alleged to have committed involved 150 investors and about $50 million between the bank and Price's investment companies. Investors, as a whole, got only half their money back, mainly as false profits in Price's scheme, Murena said. Old investors were paid as new ones were added, he said. The receiver, Melanie Damian, found the other $25 million had been lost to bad investments.Most of the losses were tied to money Price pulled out of the bank and day traded away -- making constant, rapid trades before the stock market closed -- to try to recoup the money he was losing, Murena said. Instead, Price lost all of it in the course of a year."It's astounding," Murena said. "He just seems like someone who was desperate."In his letter, Price repeatedly said that he intended to make restitution to his clients."I know I have lost all integrity, but if for some reason, God spared my life, I know I have a moral, spiritual and ethical obligation to return funds to clients and I would work til my death on this one thing that integrity might be restored," he wrote. "I feel a deep sense of obligation to make things up and to make things right."An FBI spokesman said he could not comment on whether he expects Price's cooperation. But Murena is betting Price will."His being alive should help us," he said. "I suspect he is going to provide key testimony."RECOVERING FUNDSSo far, the receiver has collected nearly $3 million from the sale of property, some loan proceeds and life insurance claims. Of the total, $1.75 million came from three life insurance policies that Price had changed specifically so that payouts would be funneled primarily to his investors.The fact that Price was declared dead, though he is not, is "somewhat of a unique circumstance," Murena said.There is some case law that supports the receiver not returning the life insurance money, despite Price being found alive, Murena said. Even so, the future of that money is at issue.Two ongoing lawsuits could garner $4 million each, Murena said. One is against three former insiders of the failed bank -- former CEO Trae E. Dorough, one-time chairman and well-connected lobbyist Pete Robinson and CFO Dee Ann McDaniel -- whom the receiver accused of hiding the poor condition of the bank's loan portfolio before Price and his clients invested. Another is against a homebuilder that borrowed $2.77 million from one of Price's funds.An attorney for the bank directors and officers declined to comment, and a representative of KM Homes couldn't be reached.Damian, the receiver, filed a preliminary plan to distribute $800,000 to the hardest-hit victims, but it isn't clear if Price's capture will affect it.Price's actions hurt a lot of people -- including, apparently, the indicted man's father, who Price said invested in the bank.The younger Price wrote in the purported confession letter that his father, Jim, never had access to bank or investment accounts, had no reason to ask about them and lost his entire investment.Still, there are some people who believe Price when he writes that he never meant harm."There are a lot of people who believe he didn't intend to commit fraud, that he just got in over his head, and scrambled and panicked," Murena said.Then, there are those who just want to see Price brought to justice.Smith, the Dallas retiree and one of Price's investors, said he wants to see the adviser stand trial. 武漢今年增開5條國際直飛航線

�力打造港台關係升級版──2013年港台關係述要
三、兩地業界�力打造升級版的港台關係香港貿發局致力打造精品展會,mini storage為台商創造多元貿易平台。年內貿發局舉辦30多場國際貿易展覽會,其中有9個展會居亞洲之冠,3個為全球之首,為台商提供一站式服務平台。據統計,今年約有2200家台商參加香港貿易發展局展覽,藉此機會爭取國際訂單;亦有逾1.7萬家台企到展會採購,尋求供應商或合作夥伴。去年1月,香港國際玩具展吸引240家台灣企業參展,共設364個攤位,創歷年紀錄。貿發局統計,台灣是香港第4大的貿易夥伴,一年的貿易金額就達400多億美元,且多數台商對於香港作為亞太區域的服務平台給予高度評價。兩岸三地聯合投資,經營台灣高雄港。去年初,大陸中遠、中海集團與香港招商局及台灣陽明海運公司在陽明海總部-台灣基隆舉行高明碼頭有限公司股權交割儀式,實現了兩岸三地企業共同投資、共同建設和共同經營高雄港貨櫃碼頭業務。其中,中遠集團、中海集團和香港招商局共出資40.5億新台幣(約1.35億美元)受讓陽明海運控股的高雄港高明貨櫃碼頭30%的股權。該專案是陸、港企首宗投資台灣公共建設的專案,對於推動兩岸海運,深化兩岸經濟合作,促進兩岸相互投資具有重要意義。港台兩地整合教育資源實現優勢互補。去年2月24日春節剛過,香港大學博覽會在台大體育館舉行。香港最頂尖5所大學香港大學、香港中文大學、香港科技大學、香港理工大學、香港城市大學聯袂在台招生,擠得會場水洩不通。港校龍頭香港大學祭出最高268萬元新台幣獎學金,涵蓋港大4年學費及生活費,預定招收30人。中文大學去年錄取32名台生,包括2名滿級生。城市大學到台招生最積極,上限大約就是去年的30人。科技大學去年首度到台參加「旺旺中時大學博覽會」。科大表示2009年至今只招了23名台生,實在太少,去年特地到台招生;不過科大入學標準相當高。理工大學每年招收約8到10位台生。不少台灣頂尖學生「棄台大、就港校」。與此同時,台灣教育部門也修正「香港澳門學歷檢核及採認辦法」,開放採認「高級文憑學歷」可到台銜接二專或插班大學。台灣和香港的旅遊合作邁進新里程。6月5日雙方在港簽定意向書,將合作推動發展區域性郵輪旅遊。香港旅發局主席林建岳表示,隨�啟德郵輪碼頭啟用,香港的郵輪旅遊設施將更趨完善,區域合作對於推動郵輪旅遊的發展很重要,港台旅遊部門合作,是拓展郵輪旅遊區域合作重要的一步。台觀光局副局長劉喜臨表示,亞洲各國旅遊市場高度成長,國家或區域間彼此高度競爭,如何利用各自特點與優勢加強合作共同對外,是未來亞洲區域觀光發展的重要課題。雙方宣佈與皇家加勒比國際郵輪達成協議,共同拓展亞太郵輪市場。10月30日,皇家加勒比公司旗下的「海洋水手號」首發合作宣傳航線正式從香港啟程抵達高雄港,展開5天4夜的高雄、基隆航程,11月2日,再次以香港為母港,出發前往高雄,並於11月5日返回香港。港台兩地文化盛宴各領風騷。11月1日,台灣文化部門舉辦的香港「台灣月」拉開帷幕。這是台灣駐港文化機構「光華新聞文化中心」舉辦的大型文化節目,目的是透過文化表演促進港人對台灣的了解。去年「台灣月」已踏入第八屆,整個活動共計31場,以「野台文化」為主題,此文化起源於沒有電視通訊、娛樂匱乏的時代。近年來,台灣越來越多的表演團體開始走出殿堂,到戶外「野台」進行表演,以走進民眾、走進生活。同月29日,由香港港台文化合作委員會主辦的「香港周」也走進台灣。2013年的「香港周」是第二屆,主題鎖定「傳承與創新」,包括香港舞蹈團融合書法和舞蹈的《蘭亭-祭侄》;展現香港設計能量的《香港設計風流》展;反映香港百年史的《香港長衫故事》特展以及結合港台10位漫畫家的聯展等。港台文化合作委員會召集人毛俊輝表示,主要透過各類藝術表演,為台灣觀眾呈現蘊含深厚本土歷史文化和不斷前進的香港。四、港台交流合作亮點紛呈借助香港平台進行兩岸民間政治對話作了新嘗試。2013年3月,香港論壇邀請兩岸多名學者專家,就兩岸進行政治對話的可能性表達看法。香江論壇是香江文化交流基金會定期邀請兩岸學者專家出席的座談會,分別圍繞會議主題「兩岸政治對話的可能性」發表意見。6月28日台灣維新基金會董事長謝長廷在港出席「兩岸關係的發展與創新研討會」。全國政協副主席董建華先生以地主的身份設宴歡迎。董先生在致詞中提到,香港以其特殊地位在兩岸關係中一直扮演重要角色,香港長期承載兩岸人員和貿易的主要往來。他相信,香港仍有條件、也有意願,在其中扮演其獨特的角色,兩岸有關機構選在香港舉辦本次研討會,就是一個很好的證明。謝長廷則表示,香港在兩岸發展歷史上有�非常重要的self storage位,1992年的香港會議,兩岸交流翻過了新的一頁,而在今天有非常蓬勃且密切的發展。今天重新回到這個地方來檢討兩岸發展的現況以及來探討未來可能的創新作為,他認為深具意義。謝表示也如同董副主席所說的,今天世界的潮流是和平、繁榮和文明。雖然民進黨與共產黨在政治主張上有歧異,但是要透過我們的智慧、想像和創意,就能夠跨過這些歧異。他認為兩岸的人民在文化、血緣上都有非常長遠的同源關係,而有這樣親密的同源關係的兩岸人民不可能長遠選擇敵對,應該發揮我們的優點,向世界證明我們兩岸可以多元共生,為世界樹立一個解決差異、共生共贏的典範。當然在政治議題上有許多敏感的地方,政黨交流有時候會碰觸到紅線或禁忌,所以我們先由民間開始。港台經貿文化合作的觸角向台灣中南部有了新延伸。6月7日,香港航空台灣分公司總經理陳韻雯拜會花蓮縣長傅�萁,洽談推動香港與花蓮兩地直航對飛事宜。陳韻雯表示,香港航空看好花蓮市場發展潛力與區域位置的前景,希望未來能順利推動1周至少2至3班的直航班次,服務到花蓮旅遊的遊客。傅�萁期盼花蓮香港航線盡快飛航,表示這條航線預期能大幅提升花蓮對外整體觀光視野,並迎來世界各地的龐大遊客人潮,也能開啟花蓮農特產品的產銷通路。6月13日,香港國際旅遊展在香港會議展覽中心舉行。台灣方面有高雄等10個縣市參加。在旅遊展開幕前,高雄代表團在副市長李永得的率領下,下午率先在銅鑼灣一家飯店舉行「潮玩高雄,想點玩就點玩」宣傳會。7月18日,台南市與香港開通直航客機。台南市長賴清德、中華航空公司董事長孫洪祥等親臨香港出席通航儀式。賴清德在儀式上說,兩地開通直航後,一方面要鼓勵台南市民到港旅遊,另一方面也歡迎香港民眾到台南市。他讚揚香港是東方明珠,與台南市有相似之處,並說兩地應該更早通航,「我們到晚了」。賴清德說,交通便利將令兩地交往愈來愈密切,產生的正面效果更大,期望兩地創造雙贏。港台司法互助合作取得新突破。2013年4月,台灣法務部門「調查局」副局長吳莉貞訪港,並拜會香港執法機構高層官員,並與執法機構進行交流,還拜會賽馬會,了解賭博犯罪及防範洗黑錢等問題。有關人士認為,這無疑是台港交流中一次頗具意義的突破,反映出台港互信增加。9月下旬,香港終審法院首席法官馬道立赴台出席第二屆「海峽兩岸暨香港澳門司法高層論壇」,圍繞「建構人民依賴之司法」這一主題,特別就共同打擊犯罪及司法互助等議題,與兩岸司法部門及專家學者進行交流。12月初,香港特區警務處處長曾偉雄赴台參加第八屆「海峽兩岸暨香港澳門警學研討會」,就打擊跨境有組織犯罪的對策交換意見。對香港在兩岸關係和國家統一進程中的獨特作用進行新思考。香港特區中央政策組原首席顧問劉兆佳專文闡述香港在促進兩岸關係發展上的作用。認為兩岸關係和港台關係都進入關鍵期。政治對話或政治協商已成為兩岸間的新課題。能否處理好這一課題,不僅影響兩岸關係,也影響港台關係。港台關係需更上一台階,要有更大膽的設想。他建議在港台關係方面,可考慮兩方面工作,一是盡快成立港台間的自由貿易區;二是強化港台間的官方聯繫,提升港台協策兩會的性質,從非官方機構向官方機構過渡,使兩地政府能更直接和及時地探討、磋商港台關係的長遠發展議題。在兩岸關係方面,可憑借香港獨特優勢,加強兩岸區域經濟整合,一是在海峽西岸經濟區中,香港可發揮促進福建與台灣關係的作用。二是在推進大中華自由貿易區形成中香港也能起到融合作用。此外,在兩岸政治對話方面,香港過去一直是兩岸進行對話的重要平台,可繼續發揮這方面的作用。中國和平統一促進會香港總會會長黃英豪表示,在促進兩岸關係和平發展和祖國和平統一中香港具有三個優勢:一是「一國兩制」優勢。台灣當局和台灣同胞都很關心香港的情況,希望通過香港了解大陸有關和平統一的政策動向。這為香港進一步發揮「一國兩制」優勢提供了條件。二是與台灣社會制度基本相同的優勢。港台有很多共通之處,比較容易溝通。三是由於歷史和現實原因,港台之間交往從未間斷,兩地關係密切。且台灣對港採取特殊而有別於內地的政策。黃強調,未來香港可從三個層面開展對台工作:一是香港可採取更為靈活的策略,中央可授權香港與台北、台中、高雄等一級城市的政府直接開展交往,建立聯繫;特區可在台灣的城市增設半官方辦事機構;二是香港特區政府擁有龐大資源,應有一個整體的對台戰略部署和規劃;三是充分發揮香港社會和台灣社會長期形成的多層面的密切聯繫,促進以愛國愛港社團為骨幹,帶動其他社團開展全面民間對口交流的局面,真正形成通過港台交流發揮香港「一國兩制」示範作用的大環境。 (二之二,全文完。)迷你倉

We all remember it because the Eagles were 52 yards away from pulling out the game when it ended for them, and because Freddie Mitchell did or didn't run the wrong route at the end, and because Donovan McNabb stood in the tunnel, just off the edge of the field, to watch the Rams celebrate.But the most significant thing that happened in that game -- which the Eagles led at the half, 17-13 -- was what the Rams did to open the third quarter. Remember, this was the Greatest Show on Turf, indoor pyrotechnics the likes of which the NFL had not seen -- Kurt Warner, Isaac Bruce, Torry Holt, all maestroed by Mike Martz. This is how it went:Marshall Faulk, left end, 5 yards.Marshall Faulk, left tackle, 7 yards.Marshall Faulk, right tackle, 5 yards.Marshall Faulk, right tackle, 4 yards.Marshall Faulk, right end, 3 yards.Marshall Faulk, left end, 1 yard.Marshall Faulk, left end, 2 yards.Those were the first seven plays of the drive. They were not spectacular plays, and the drive netted only a field goal. The Eagles still led by a point when the drive was over. But what it did was send a message to everyone of how the rest of the half would play out -- that the Rams would lean on their best player and run the ball more than usual. Faulk ran 31 times for 159 yards and two touchdowns in the game, but 23 of the runs and both of the touchdowns were in the second half.More than anything, what that first drive did was restore order in a game that was threatening to spiral out of the better team's control. That is what great running games do in the NFL: restore order. Faulk did it that day. Emmitt Smith did it a dozen times over the years he played in big games for the Dallas迷你倉Cowboys. Now we all have seen LeSean McCoy do it for the Eagles in an elimination game on the road.And when McCoy says, "We're made for the playoffs," this, to me, is what he is talking about.The Eagles have run the ball more and better than any team in the NFL this season. They have this trio of stars -- McCoy, quarterback Nick Foles and wide receiver DeSean Jackson -- and they have a half-dozen ways to beat a team, if it comes to that -- and it might just come to that tomorrow night against an explosive New Orleans Saints team that has to be a little tired of hearing about its shrinkage in cold weather.If coach Chip Kelly chooses to keep this group together, and if good fortune (in the form of good health) smiles upon them, people might give them a nickname like "the Triplets," which is what they started calling Smith, Troy Aikman and Michael Irvin after they won a couple of Super Bowls.But that is for later. In the here and now, in the winning of January football games, there likely will be a point in each game at which the Eagles will need to lean on their best offensive player for a stretch. That is McCoy. Not just against the Cowboys last week, but all season, he has shown this uncanny ability to grow stronger and more productive as the game progresses -- and Kelly has shown he can add a schematic wrinkle, late in games, that matters."I think it applies for the linemen and the running back," McCoy said. "The more touches, the more plays you getting running the ball, the more comfortable you get, the different looks you can see, you see how the defense adjusts to certain plays and you feel them out. A play from earlier in the game can be run late in the game and be more successful if it goes to the right."Defenses are smart, and they try to adjust to whatever you do. It's a reaction, and it's different things and how you fit into a run. If you get more comfortable as the game goes on, you can really take over in the fourth quarter."It is a requisite skill for teams who want to keep playing in January.
