At the moment the project is $3.2 million over budget and -- with few good options available to address that -- trapped in limbo.Plans show artfully stacked roofs sweeping out to shade sheets of plate-glass windows and a wraparound balcony off a large staff area featuring 26-foot ceilings.At first glance the artifice seems a bit much for a taxpayer-funded building designed by a county architect to house banks of computer servers and the workstations of the tech wizards who manage them.But county property management officials say the design is functional, with design elements aimed at cutting the power costs for air conditioning and lighting.The problem, they say, is that the county gambled that construction bids would come in low. They didn'tPROJECT SENT BACKKern County originally had $11.5 million in the bank, part of a large bond issued in 2009, to build the IT structure at the county's emergency services complex on Mount Vernon Avenue.The IT Services division is currently housed in the basement of a building on Truxtun Avenue. It's in an area prone to flooding, not good for a bunch of computers.Moving the building to Mount Vernon would also put it on the county's emergency operations campus alongside Kern's disaster center, fire and public safety dispatchers and communication systems.County General Services officials knew the cost could be more like $16.3 million. Armed with a design that had already been paid for, they went to bid anyway."The hope was it was going to come in at the lower end of the range," said Assistant County Administrative Officer for General Services Jeff Frapwell.The lowest bid, from Bakersfield contractor S.C. Anderson, did come back in low, at $15.3 million.But it wasn't low enough."They pulled the triggers and put it out to bid without telling us," Supervisor Mike Maggard says now.The board approves all projects before they go out to bid, Frapwell said, and this was no different.But General Services didn't alert the board that there was a wide range of bid estimates and that the high end of that range was sharply higher than budget.Frapwell now says that should have happened.With contingency reserves and other ancillary costs added in, the project was actually $6.2 million over budget.Frapwell said that, despite the fact that the county had already invested $1.8 million into plans and preparations for the structure, he sent a recommendation to the Board of Supervisors on Aug. 6 that it reject all the bids and redesign the building.Supervisors didn't go for that.They told him just to strip the project down and bring them something they could approve.Frapwell said his staff worked with S.C. Anderson to remove a planned security fence, parking spaces, landscaping, a driveway and decorative finishes on the building's facade, slashing $2.15 million off the project.They also dropped the county's project reserve fund, inspection cost estimate and project management costs by $937,277 for a total savings of nearly $3.1 million.Then Frapwell took the project -- still $3.2 million over budget -- back to supervisors Aug. 27.He didn't get a warm reception.Supervisors grilled Frapwell. They wanted to know why a public building came in so far beyond the county's ability to pay for it.And they criticized what they saw as an overly artistic plan for a taxpayer-funded building."The cost of this building is a result of our design," Maggard said at the Aug. 27 meeting. "Had we demini storageigned the building differently, we wouldn't have this cost overrun."OVER-DESIGNED BUILDINGThe IT building, Frapwell said, is definitely over-designed when compared to the structure a private firm would create to meet the same function.But that, he said, is due to the energy-efficiency and system requirements the county -- as a government agency -- is required to meet.Those were the embellishments that drew criticism from the supervisors.Over the staff room are three tiers of roofs, stepping down like stairs and flared outward like flower-petals.Between each roof and the next are banks of windows -- each protected from the direct rays of the sun by the roof above but open to indirect light.Frapwell said the goal was to let those windows pour light into the middle of the staff area, reducing the need for artifical light while minimizing the heat that would come from the sun pounding directly on the windows."We could design a cheaper building that wouldn't be as energy efficient. That costs you more down the road," Frapwell said.A simple box, the most efficient design of a building, would need expensive window treatments and shades to keep out the heat, he said.That would mean more internal lights and, since those lights generate heat, more air conditioning costs."While it appears to be pure form, it has a very specific function," he said.GOING FORWARDSupervisors, on Aug. 27, refused to put more money into the building.But, arguing that it wasn't fair to S.C. Anderson to abandon the bid, they told Frapwell to make more cuts.Those cuts are being explored now, Frapwell said. Other county projects are being looked at to see if their funding can be shifted to the IT project.But the county can't go too far in those changes, Supervisor Mick Gleason worries."You can only down-scope so far on the process," Gleason said. "When does it become a new building?"At that point the county could have to re-bid the project, putting S.C. Anderson out a lot of time and effort.Redesigning the building would also cost the county some portion of the $1.8 million used to fund the architectural and structural engineering work.Another option, Frapwell said, is to build the building but only as a box.Computer servers and a few staff could be moved to the site from the current location in a basement at 1215 Truxtun Ave.The rest of the building would be left vacant until the county could budget the money to finish the job.Both Maggard and Gleason remain concerned."Whether the building is over-designed or under-designed," Gleason said, "my problem is the way we put it out to bid."Maggard said he struggles with the fact that the General Services Division went forward with a bid when IT knew the county didn't have the money to pay for it if it hit the bid estimate."My board has not been told how that will not happen again," Maggard said.Frapwell said staff has put in place systems to reduce the chance this might happen in the future."There are plenty of lessons learned," he said.The county will not go out to bid if it thinks the project will be over-budget -- not without talking to supervisors first and having a plan to handle high bids, Frapwell said.Options could include creating a plan for how to deal with over-budget bids by, for example, creating alternative bids.Bidders would provide costs for a basic version of a project as well as a series of enhancements if the county could afford them.Frapwell said projects the county seeks bids for only rarely come in over-budget.But this time, he said, "We could have done better and we should have done better."Copyright: ___ (c)2013 The Bakersfield Californian (Bakersfield, Calif.) Source: Dayton Daily News, OhioSept.迷你倉新蒲崗 15--BUTLER COUNTY -- Almost a year after 87-year-old Barbara Howe was found dead in the trunk of her red Cadillac at a Middletown apartment complex, Monroe police tell this newspaper they might have a suspect in her death."We have a person of interest," Monroe Detective Gregg Myers told the Journal in an exclusive interview. "We have a lot of information that tells us a lot of facts ... that points us in a direction." Myers declined to elaborate more or say if or when police may question that person of interest.Howe's death is one of a handful of homicides in Butler County in the past two years that remain unsolved. Other notable unsolved homicides include Katelyn Markham, Chelsea Johnson and Joseph Oakley, all of Fairfield.Police investigating those crimes remain tight-lipped about the cases, but said they want to reassure area residents who might be worried about their safety -- and violent offenders being on the loose -- that progress is being made.Between 2008 and 2012, there were 46 homicides in Butler County and police solved 70 percent of them, or 32 cases, according to this newspaper's analysis of coroner, police and court records. Authorities say solving homicide cases involves time and lots of investigation because in some cases there are no direct witnesses or witnesses who are willing to talk.Some homicide cases can take years to solve such as the one involving Steven Denmark, a 30-year-old man, who was shot in his Hamilton home in 2010. After three years of investigations, Hamilton police and county prosecutors finally arrested and convicted Denmark's killer a few months ago.In Howe's case, police, prosecutors and the Butler County coroner still have not released the Monroe woman's exact cause of death, citing the ongoing investigation. Monroe police did reveal to this newspaper in February that Howe's diamond wedding ring -- larger than a karat -- was missing and was being considered as a key piece of evidence to finding the person or persons responsible for her death. The ring has yet to be recovered, and police said no other jewelry on Howe's person had been disturbed.Myers' cubical at the Monroe Police Department is cluttered with binders and boxes of the information he says points to their person of interest. When asked if finding Howe's killer before the one-year anniversary of her death was a goal, Myers said, "I didn't want the sun to go down without it being solved."Howe, the widow of successful Middletown automobile dealer Bill Howe, was last seen alive Oct. 27 when she left her cottage in the Mount Pleasant Retirement Village. She was found four days later dead in the trunk of her red Cadillac, which was abandoned in the parking lot of Woodridge Apartments in Middletown.Donna Wesselman of Cincinnati, one of Howe's daughters, could not be reached for comment."Only the law enforcement community know certain things ... facts and information that are pertinent to this investigation," Myers said. "It needs to remain that way."Myers said he knows the public wants to know more facts, "but right now they don't have a right to know because it impedes my investigation."Prosecutor Michael Gmoser had no comment about the ongoing investigation, but did say he advised investigators to keep some details of the case to themselves, including Howe's cause of death.Meanwhile, Fairfield police continue to investigate a cluster of homicides involving teens, including the missing person portion of the Markham case.Oakley, 19, was found dead near Creekville Village of Fairfield Apartments o迷你倉出租 Pleasant Avenue in August 2012. An autopsy revealed the young man was shot several times with a small caliber weapon in the chest. It was the second homicide in that location in less than two years.Johnson, 15, was found stabbed to death in April near the same spot where Oakley's body was found. Her remains were found in April in Indiana and last month her death was ruled a homicide. An exact cause of death for Markham could not be determined from her skeletal remains.In a Sept. 4 interview with this newspaper, Fairfield Lt. Kevin Haddix confirmed a person of interest in the Oakley slaying was identified two months into the investigation.No one has been charged with Johnson's death, but George Donald Davis of Cincinnati, was convicted in connection with her case. He is serving a five-year prison sentence on charges that he attempted to exchange heroin for sex.Fairfield police said they will be meeting with the county prosecutor's office later this month to present more evidence collected in the Johnson case. They declined to name the suspect or suspects.The first homicide in Fairfield this year was that of Damien Terrell Taylor, 29, who was shot dead at a Winton Road apartment complex in March. That crime remains unsolved."These are not who-done-it cases," said Fairfield Detective Doug Day. "We are working to gather enough information."Fairfield Police Chief Michael Dickey said they investigate cases with convictions in mind and sometimes that takes time.Markham's homicide case, which has received national media attention, is officially being investigated by the Indiana State Police.Dickey said, when the 22-year-old was reported missing, there was no indication of foul play surrounding the incident."I think it is fair to say in the first stages, the possibilities for what had happened were wide open. There was nothing at that point that would allow us to draw a conclusion," Dickey said.As time went on, the hope of a good outcome faded, police said. But, until her body was found, anything was a possibility.David Markham, Katelyn's father, said on the surface that is true."But I knew that she didn't just walk away," he said. "I knew something had happened to her."Indiana State Police Sgt. Noel Houze said his detectives essentially inherited a cold case, which put them at a disadvantage in finding Markham's killer."It would be helpful if we knew how she was killed," he said. "But it doesn't make it impossible to solve. They (detectives) are doing everything they can do, but eventually leads are going to dry up."In all of the open cases, police and family agree, it may take someone coming forward with information."There is a person or persons who know what happened out there ... That's what we need," Houze said.Day added: "We know there are people out there with information. We need them to do the right thing."David Markham said the lack of answers after two years is frustrating. He said he's also disappointed that a $50,000 reward hasn't loosened anyone's lips."It doesn't seem like either one (Fairfield police and Indiana State Police) is taking the ball and running with it," he said. 城市群會否成為強扭的瓜 誰將成為中國第四增長極第七記城市群博弈總顧問：國家發改委城市和小城鎮改革發展中心主任 李鐵去年12月底，迷你倉出租李克強在江西九江主持召開的區域發展與改革座談會上說：“內需潛力東部有，中西部回旋餘地和發展空間更大，沿江地帶是重要的戰略支點。”並建議把安徽納進長江中游城市群之列。幾個月之後，長沙、合肥、南昌、武漢在武漢簽訂《長江中游城市群暨長沙、合肥、南昌、武漢戰略合作協議(武漢共識)》，中部四省會城市攜手並進，向中國城市群第四增長極齊頭並發。城市群已經成為推進新型城鎮化的重要戰略，國家發改委主任徐紹史此前在向全國人大常委會報告時就曾明確，城鎮化將以城市群為主體形態，以大城市為依托、以中小城市為重點，逐步形成輻射作用大的城市群。可以預見的是，我國將推進城市布局形態的優化。而在制定新一輪城鎮化規劃的過程中，各地爭相競逐城市群指標，在多個熱點地區形成博弈格局。從中三角到長江中游城市群在《武漢共識》之外，四省會城市交通、科技、商務、衛生等11個部門也分別簽署協議，將進一步加強交通基礎設施，推進科技資源相互開放和共享，鼓勵科技成果、科技人才、創業資本等科技要素流動，建立醫療服務共享和新農合實現跨市結算等。比如交通上的設想，力爭構建四省會城市2小時經濟圈。以武廣、合武、京九、滬昆、昌吉贛等五條客運專線為主體，加快推進四省會城市間高鐵、城際鐵路等快速通道建設，儘快研究建設長沙—南昌、九江—合肥、武漢—九江等城際鐵路線路，使四省會城市間形成環狀快速鐵路網覆蓋長江中游城市群。武漢市委書記阮成發表示說，《武漢共識》以及四省會城市11個部門之間合作協議的簽訂，標誌著長江中游城市群建設進入全面推進階段，將成為中國經濟增長“第四極”。“長江中游城市群”最初是湘鄂贛三省聯手謀求全國區域發展新增長極，以武漢城市圈、長株潭城市群、環鄱陽湖城市群等合作打造的國家規劃重點地區，又稱“中三角”。原先的“中三角”有29個城市，安徽加入之後，長江中游城市群城市數量達到40個。“中三角”四省合作，是深入推進中部崛起戰略的關鍵之舉。此前，東北、廣西北部灣、成渝、中部、西北關中等地區均提出過中國第四增長極的提法，而成渝城市群是長江中游城市群最強勁的競爭者。湖北省統計局副局長葉青指出：“現在與我們競爭的只有成渝城市群，但從製造業發展的基礎條件、交通來看，成渝明顯趕不上我們。另外，現在講生態容量，西部很多地方都不太好，中部一個就是我們，一個就是中原經濟區，我們這邊有黃金水道等優勢，無疑是最優的選擇。”多地競逐城市群指標在新一輪城鎮化規劃的制定中，城市群作為未來城鎮化發展的主體形態被賦予更多的關注。南都記者獲悉，未來城鎮化將以建設世界級城市群為目標，全面提升東部三大城市群發展水平，並培育壯大17個區域性城市群。世界前5大都市圈分別是紐約都市圈、東京都市圈、倫敦都市圈、巴黎都市圈和美加大湖都市圈，這些城市圈代表著當今世界經濟發展的巔峰力量。目前我國已經形成了十個城市群，分別是京津冀、長三角、珠三角三個國家級城市群，以及七個已經形成一定規模的城市群，分別是遼中南、山東半島、海峽兩岸、中原、長江中游、關中、成渝城市群。按照發改委的指標，下一步京津冀、長三角和珠三角城市群將向世界級城市群發展，更高層次地參與國際競爭與合作。另外再打造哈長、呼包鄂榆、太原、寧夏沿黃、江淮、北部灣、黔中、滇中、蘭西、烏昌石等10個區域性城市群。記者日前從接近政策制定的人士處得知，目前在國家城鎮化規劃制定過程中，多個省份都希望自己省份內的區域中心城市納入城市群規劃迷你倉已經納入城市群規劃的部分地區還希望晉升為國家級城市群，於是出現了多地競逐城市群指標的現象。中國城市規劃設計研究院副院長楊保軍日前接受南都記者採訪時指出，“有些地方政府的動機不純，覺得拿到了城市群規劃就有指標了，就能建設新城、新區、開發區，這完全是錯的。而且目前我國城市群現象就是以大欺小，將來要以大帶小，不能什麼好東西都被大城市搶走，小城市就永遠沒有出路。”業內人士分析預測，有的省份擔心沒有城市納入城市群發展規劃，今後在申請項目和經濟發展中會受到冷落，於是最終的城鎮化規劃很有可能會顧及均衡性，城市群數目出現擴圍，城市群布局相對均衡。城市之間激烈的非合作博弈在新一輪城鎮化規劃的制定中，各地爭相為進入城市群建設之列而顯神通，但專家建議，不恰當地用行政權力捏合城市群容易引發“城市病”，要合理處理大小城市間的分工與協作。南都記者此前獲得的國家發改委內部調研報告顯示，我國跨行政區的城市群合作協調機制缺乏。報告中指出，在現行城鎮行政體制下，不存在行政隸屬關係的城市區域之間存在著嚴重的行政分割現象，基於地方利益的考慮，各地城市政府之間存在著激烈的非合作博弈，使得各城市政府之間的橫向合作關係受到嚴重阻礙。長江中游城市群的發展規劃雖然已達成共識，但據研究人士的實地調研來看，仍存在一些問題：城鎮之間行政壁壘、競爭依然存在；發展熱情在行動上存在落差，湖北省熱情高，其他三省熱情不足；四省市雖然位置毗鄰，但經濟發展水平接近，經濟結構相似，市場聯繫較少。葉青在接受南都記者採訪時說道，長江中游城市群的四個核心城市之間仍然存在競爭，因為幾個城市之間合作的時間比較短，但隨著發展，核心城市之間的合作會更多一些。湖北熱情度最高，是因為湖北處於一個比較尷尬的“鍋底”位置，而其他三省均可以向東或向南借力。而對於促進城市群一體化發展，之前國家發改委下屬研究機構提交的研究報告指出了現行城市行政區劃管理體制使得各城市以鄰為壑，生產要素難以實現跨行政區流動，公共基礎設施呈碎片化狀態，難以共建共享的一些問題。中國社科院區域經濟研究員徐逢賢說，要充分利用城市群核心城市的輻射和帶動作用。城市群建設能帶動各個城市優化產業結構、產業發展平衡協調、經濟總量的增長。城市群經濟圈內城市之間的聯繫與交流，而且也能促進教育、人才、醫療等方面的交流，能夠有效地增強地區的核心競爭力，而且可以有效吸引外資。在美國，其三大城市群的GDP占到了美國GDP的67%，從2009年數據看，中國三大城市群對GDP的貢獻率不足40%，其中珠三角城市群對G DP的貢獻率僅為9.57%，不足一成，未完全體現出珠三角城市群作為大城市群對經濟的推動作用。國家發改委國土開發與地區經濟研究所所長肖金成分析指出，要實現區域協調發展，一個途徑是產業轉移，另一個途徑是人口轉移，目前城市群中的大城市人口壓力已經很大，但中等城市和小城市還有很大的空間，十大城市群承載更多的人口將可以縮小區域之間的差距，“城鎮化要解決人往哪裡去，其實是人往城市群轉移”。據內部人士透露，此前發改委已制定了一份關於城鎮化的規劃，但由於各方分歧較大，最終並未通過審定。其中，最主要的分歧就集中于發改委和國土部門。根據發改委的規劃，地方政府可以向國土部門申請大量土地，“但國土部門並沒有那麼多地可以批”，該人透露。此外，在 城 市 群 的建設方面，盡管“十二五”規劃明確提出“以大城市為依托，以中小城市為重點”，但決策層對此也有不同意見，認為城鎮化應以發展小城鎮為主。採寫:南都記者 葛倩 王衛國 實習生 高曉蕾達訊統籌：南都記者 王衛國 李召儲存倉
