P-B Dialogues: Studies still needed for e-cigs
Source: Post-Bulletin, Rochester, Minn.迷你倉Sept. 19--After several questions about e-cigarettes were answered with an expert saying, "There isn't a study," Chatfield resident Pamela Stephens finally asked, "Will Mayo be doing a study?"More than 50 people attended Wednesday night's Post-Bulletin's Dialogues program on e-cigarettes at the Rochester Public Library.The crowd listened to comments from a panel that included Dr. Richard Hurt, of Mayo's Nicotine Dependence Center and a national expert on smoking cessation; Erin Simmons, of the American Lung Association; Pete Giesen, Olmsted County public health director; and Michael Wojcik, a Rochester City Council member. In addition, e-cigarettes advocate Matt Black and e-cigarettes store owners Tory Keefe and Matt Tlougan were part of the panel. Post-Bulletin Managing Editor Jay Furst moderated the discussion.After introductions from the panel members, crowd members asked questions. Early questions dealt with the use of e-cigarettes by teenagers and the make-up of the vapors. E-cigarettes utilize a heating element to release vapors, which can include nicotine.On the topic of children, Tlougan, who co- owns the Vape It Zone kiosk at Apache Mall, said his business does not sell to anyone under the age of 18. Keefe, who owns Vapin Midwest in Rochester, took exception to the notion that e-cigarettes target kids any more than any other "age-limited" products.When the discussion turned to the make-up of the vapors, both Black and Hurt said there's little extensive research to determine if there are health issues related to e-cigarettes. Hurt said there's no doubt, however, that e-cigarettes are a "drug delivery device" and he advocated for more regulation while research continues.The lack of research led to Stephens' question about a potential study. Stephens said she started smoking at age 12 and continued, despite rising cigarette costs and pleas from her children, for more than 25 years. When costs climbed to $8 a pack, she tried e-cigarettes and said within two days was done lighting up."I would welcome a study, and would be willing to participate in one," Stephens said.Hurt said Mayo was recently denied a grant to begin a study on t迷你倉e effects or benefits of e-cigarettes. He added that Mayo officials are currently looking for more grants to begin a study.Supporters of e-cigarettes, such as Black and Keefe, said they have seen firsthand stories of people, like Stephens, who used e-cigarettes to quit smoking. Keefe said he knows of 40 people who quit smoking with help of e-cigarettes, and only one had gone back to cigarettes. Tlougan said e-cigarettes helped him quit smoking, and since he quit, his taste buds have revived.Hurt said there would have to be three large studies done, in which twice as many people quit using e-cigarettes as would have quit using a placebo, for e-cigarettes to be labeled a smoking cessation tool. He added those studies had not been published yet. But he also said recent national surveys on the fast-growing use of e-cigs by middle- and high schoolers is reason for concern.Many places in Rochester, including the public library and the Apache Mall, do not allow the use of e-cigarettes. Furst said he talked with owners and managers of local restaurants who said that e-cigarettes are confusing to staff and that they prefer people use them outside, like regular cigarettes. Tlougan said sending e-cigarette users outside is a bad idea."Many people use e-cigarettes because they don't want to be around smokers, smoking. If you send them outside, they will think, 'Hey, I should just smoke.'"Wojcik said he's less concerned about potential hazards of e-cigs and more concerned about the "norming" of smoking in restaurants and other public areas. EDITORIAL: Extending Medicaid: Corbett's broader plan comes with strings attached
Source: Pittsburgh Post-GazetteSept.迷你倉 19--If Gov. Tom Corbett has his way, 520,000 low-income Pennsylvanians will become eligible for subsidies to help them buy health insurance. That's good news for those uninsured people, but the picture is not as clear for the 2 million individuals who already are receiving Medicaid, the publicly funded program that covers the poor, disabled and elderly.On Monday, the governor announced a program he calls "Healthy Pennsylvania," which ties together the fates of current Medicaid recipients and low-income adults who don't have health insurance now.Mr. Corbett long has maintained that he would not allow Pennsylvania to expand the pool of residents eligible for Medicaid coverage under the federal Affordable Care Act, Obamacare. That's still his position, but it is somewhat semantic.It's true that under his plan, new customers would not go onto the Medicaid rolls. However, the state would use federal funds available through Obamacare to give subsidies to people whose incomes are up to 133 percent of the federal poverty level. For example, a family of four with a household income of $31,322 would qualify. Currently, Medicaid is not available to childless adults or parents whose incomes are at 50 percent of the federal poverty level or higher, so the subsidies would be a big help to that pool of Pennsylvanians, who would be buying insurance in the marketplace.The governor would impose new requirements on both current Medicaid recipients and the newcomers. Co-pays would be eliminated for doctor visits, except for a $10 fee if patients go to the emergency room for treatment they should have sought from a primary care physician. Also, there would be monthly subscripti迷你倉n fees for the insurance based on a sliding scale, with the poorest people paying nothing and the highest sum limited to $25 per individual or $35 per family. Patients could cut their fees if they participate in weight-loss or smoking cessation programs and other good-health initiatives.These smart measures give patients incentives to visit their family doctors instead of seeking more expensive ER care and to take steps to stay healthy.Even the governor's proposal that all able-bodied recipients participate in job searches or job training programs may prove to be reasonable.The impact of other proposed changes is a bit more complicated. As Welfare Secretary Beverly Mackereth explained, the state's 14 different Medicaid options would be reduced to two, one each for high-risk and low-risk patients. She said during a briefing Monday that Pennsylvania has provided better coverage -- including care by podiatrists and chiropractors as well as funeral benefits -- than many states, but that some benefits may be curtailed. 越秀洽購創銀 三銀行助籌貸款
廣州市政府旗下的越秀集團洽購創興銀行(1111)股權交易,迷你倉正進行得如火如荼,野村及兩家台資銀行為越秀安排10 億美元(78 億港元)過渡貸款,作為越秀收購創銀之用。市場人士預料,有關收購交易或快有定案。交易料快落實本報早前報道,越秀透過野村作為安排行,以倫敦同業拆息加300基點,籌組10億美元貸款,主要用途為收購創銀之用。消息指出,越秀將以溢價向創銀股東提出收購,但市賬率不會超過2倍。湯森路透旗下基點亦引述消息報道,除野村外,台灣銀行及同為台資的兆豐銀行亦為這宗一年期貸款的安排行,預期野村會承銷一半的貸款,餘下一半貸款金額由兩家台資銀行平均承銷。首3個月利率約倫敦同業拆息加300基點,然後逐步遞增,第7個月起為450基點。報道指出,廣州越秀企業7 月完成文件倉宗2.8億美元的3年期銀團貸款,貸款仍未動用,部分貸款亦可能用作是次收購的部分融資。越秀籌組的過渡貸款全速進行,創銀日前在表明不悉股價波動原因的聲明中,重申股東仍與若干獨立第三方對話,惟未達成任何協議,但首次表明越秀為其中一方,市場人士預料,越秀能成功收購創銀大股東的股權成事機會較大,可能短期內有公布。創銀股價昨天收報34.8 元,急升7.4%,而自越秀擬收購創銀消息曝光後,股價由8 月6 日的22.45 元起步,累積升幅高達55%,昨天更再度創出上市新高。除創銀外,永亨銀行(302)周初亦主動公布有潛在買家向其主要股東,包括馮氏家族及紐約梅隆集團洽購永亨的股權。永亨昨天升4.2%,收報118.9元;大新銀行(2356)也上升2.19%,收報13.06元。存倉

(雪蘭莪 八打靈再也19日訊)儘管旅遊及文化部表明將會拆除建設在政府地段上的吉隆坡精武華小部份設施,self storage吉隆坡精武華小董事長胡敬寬依然抱持一線希望,希望旅遊部重新考慮有關拆除行動。他今日向星洲日報表示,精武華小董事部至今尚未考慮要向法庭申請庭令,因為擔心一旦案件鬧上法庭,將會斷了與旅遊部的協商之路。完全交由馬華處理“我們現在已完全交由馬華處理此事,包括是否要申請庭令等,精武華小董事部將負責對內事務,如向家長和華社解釋事件的進展。”胡敬寬促請馬華兌現於8月15日向該校做出“不會拆校”的承諾,以及協助該校申請校地地契。“馬華有100萬名黨員,我希望馬華這次能夠真正為華社出一份力,不分派系與華社站在同一陣線保校,馬華也必須向華社交待精武華小事件。”據悉,馬華目前積極與旅遊部進行協商,希望旅遊部能夠網開一面,避免拆除精武華小部份設施;不過,旅遊部的協商焦點卻是如何協助精武華小重建受影響的設施。胡敬寬也希望民政可以繼續協助精武華小,因為自從民政黨前主席丹斯里許子根退位後,就沒有民政黨領袖從旁協助。若拆除應撥款協助設施重建約需400萬另外,針對旅遊部同意展延拆除行動至學校假期,胡敬寬對此感到“高興”,但補充,校方需要咨詢律師意見後,才能評論。他說,如果旅遊部答應撥款協助校方重建受影響的設施,他可以接受拆除行動,因為對校方而言,最重要是不影響學生的學習環境。“受影響的設施包括兩個籃球場、活動中心、停車場、籬笆等,重建經費約400萬令吉。”“教育部鼓吹一學生一運動,若沒有草場、籃球場和活動中心,學生要怎樣做運動呢?我們希望教育部或政府的撥款,協助我們興建幾層樓的活動中心,包括羽球場和停車位,只要不影響學生的學習環境和方便教學員,我們不反對旅遊部拆除部份設施。”他也感慨地說迷你倉教育部提出的理想學校面積是5畝校地,但是精武華小僅有2畝校地,現在還要被政府收回1萬5千方尺的土地。校方不知所措促教育部表明立場另一方面,胡敬寬也促請教育部表明立場,給予精武華小明確指示,因為學校屬於教育部管轄。他指出,自他於8月28日接獲土地及礦物局有關拆除學校設施信函後,校方已馬上致函給聯邦直轄區教育局,而他也親自致函教育部長丹斯里慕尤丁,通知教育部有關拆除事件,同時要求教育部提供該校指引,應該如何處理此事。他表示,校方至今仍未接到教育部的回函,導致校方亂了陣腳和不知所措。“校長在很早以前曾聯絡教育部副部長拿督葉娟呈,向她匯報關於精武華小面對的問題,也呈上報告給她,但至今沒有接到任何回應。”培育不少非華裔生胡敬寬說,精武華小是全民學校,80多年來培育出不少非華裔學生,目前非華裔生佔十多巴仙,因此希望全民政府能夠重新考慮精武華小身為辦學機構,免於被拆除部份學校設施。“精武華小不分種族幫助有需要的學生,包括提供經濟援助、提供補習班和解決食堂問題。”他強調,校方不反對政府的政策,也沒有反對發展文化城,但是由於旅遊部長一直拒絕會晤精武華小代表,導致他們求路無門,無法與部長見面協商,以良好的解決問題。“我們在6月時跟旅遊部秘書長開會,當時他接受我們提出的建議,也證實文化城計劃將影響學校的45項設施。”23日晚辦倒數抗議胡敬寬也呼吁非政府組織和熱心人士出席該校於23日晚上7時在學校有蓋籃球場舉辦的中秋晚會,為學校部份設施將面臨的“拆除行動”舉行倒數抗議活動。“我希望熱心人士和家長可以自備食物參與,我們一起在月圓當下攜手抗議拆除行動。”此外,他也說,由於校方至今仍未接到土地局有關展延拆除學校設施的白紙黑字信函,因此該校仍會在24日早上9時30分舉行靜坐抗議活動。;文件倉

中英街「免稅店」賣假貨
深港交界的沙頭角中英街被指淪為賣假貨天堂!有內地遊客投訴,儲存在街內一間所謂香港「免稅店」,花費數千元(人民幣?下同)購買浪琴名錶和三星S4手機,赫然發現全是假貨。內地媒體暗訪發現,中英街內香港管轄內的商舖私密間隔店面,貨架上擺滿名牌貨,價格比內地市場便宜約一半。據統計,去年度深圳接到有關中英街投訴共八十一宗,逾九成來自港方的店舖。遊客蘇先生在中英街一家店舖購買的假浪琴手錶。「導遊說這是香港的免稅店,貨真價實,價錢還特別便宜,我便買了手錶,但專櫃一看就知道是假貨了!」河北遊客蘇先生投訴,日前報團參加港澳遊,最後一日導遊帶他們到中英街遊覽,並到一家所謂的香港免稅店消費,他分別以三千迷你倉百元和兩千元,購買浪琴名錶和三星牌S4手機,及後發現全是假貨。內地記者到中英街購買的LV皮帶,經證實為假貨。相關投訴 港店佔96%內地有記者上周六以外地遊客身份到中英街暗訪部分商舖,並在一家店舖以近兩千元購買一條LV皮帶,該店的老闆聲言「我們是香港免稅店,保質保量的,放一百個心」。但記者將所購的皮帶拿往深圳LV專櫃查詢時,店員卻稱從未出過該款式。記者翌日到該店理論時,店方迅速退款。據統計,去年度市場監管局鹽田分局接到中英街相關投訴八十一宗,其中投訴香港門店的有七十八宗,超過總投訴的九成六。由於港方門店逾半店舖是由內地經營者承租,故成為港方店舖銷售假貨投訴率居高不下原因之一。兩岸組mini storage
