Shoppers will likely encounter a "The system is down at the moment" message on the site.Application assistants in Appleton fielded a surge of calls by mid-morning Tuesday, said Hannah Kosgard, an outreach and enrollment specialist for Partnership Community Health Center."A lot of people are asking bas自存倉c questions about the shutdown and how it may affect this," Kosgard said.
