《自助圖書館 感覺有點“冷”》追蹤南都訊 記者李國斌 王燁 服務點偏僻、圖書更新不及時，迷你倉近日有市民反映，重金打造的自助圖書館並未達到預期效果，部分自助圖書館屬於“形象工程”，造成資源浪費(昨日南都深圳讀本AⅡ16報道)。對此，市文體旅遊局相關負責人進行了詳細說明，並表示將認真梳理自助圖書館存在的不足，不斷完善各方面服務。據市文體旅遊局相關負責人介紹，從2008年第一台自助圖書館投入試運行，到2013年，已有200個自助圖書館服務點遍佈全市街道、社區以及大型工業區，累計圖書借還量已近1000萬冊次，服務市民超過400萬人次，它們和全市212家公共圖書館實現通借通還，形成覆蓋全市的公共文化服務網絡。該負責人表示，經過多年發展，部分自助圖書館周邊地區產業結構、城市規劃、居住人口等因素變化較大，同時隨著市民閱讀需求多元化和實體圖書館服務水平不斷提升，近兩年來自助圖書館的使用效率有所下降。另外，部分自助圖書館在運行過程中確實存在圖書更新不及時、機器維護等不足。2013年底，市文體旅遊局曾聯合市財政委委托第三方機構對自助圖書館的運營績效進行專項評估，目前評估報告即將完成。此外，2011年以來，自助圖書館實際建設速度已放緩，2011年和2012年分別建成20台和40台，2013年暫緩建設。今年，該局計劃新增布點20台，同時繼續完善現有自助圖書館服務，結合市民需求優化調整布局。問題：服務點位置較偏對策：將與各區圖書館協商選址該負責人表示，作為公共文化服務產品，自助圖書館應為市民提供均等化服務，在此原則下，自助圖書館必須延伸到公共文化服務相迷你倉薄弱的工業區和交通樞紐。由於自助圖書館選點必須與托管單位協商，如果托管單位不能提供理想擺放位置，就會造成個別服務點位置較偏的情況。針對這一問題，市文體旅遊局去年已將優化自助圖書館布局列為市政府民生實事之一，搬遷調整部分效益不高的自助圖書館服務點，同時舉辦5場自助圖書館服務宣傳活動，提高市民知曉率。今年將進一步優化全市自助圖書館布局，對部分位置較偏的服務點進行調整。同時，在今後的自助圖書館建設中將以各區圖書館作為布點建議方，市區兩級圖書館和文化主管部門共同把關選址。問題：圖書更新不足對策：利用好預借功能隨著自助圖書館建設規模的擴大，總體圖書存量出現不足情況。對此，市文體旅遊局去年起新增圖書購置經費300多萬元，購置一批新書予以補充。此外，自助圖書館作為提供圖書館基礎服務的平台，其400多冊的容量所承載的圖書種類數量遠不能滿足讀者需求，因此在自助圖書館功能設計之初就有圖書預借功能，該服務依托深圳圖書館館藏為市民提供預約定點送書，豐富了服務點圖書的可借範圍。但目前仍有很多市民不了解這一功能，該局將加強宣傳。問題：設備維護不到位對策：加強對維護公司的監管該負責人表示，維護方面，深圳圖書館制定了圖書配送和設備維護工作要求，並在招標文件中明確要求配送公司每天必須對每一個服務點進行圖書補充，定期更換圖書；要求設備維護公司對自助圖書館設備定期巡檢，對出現故障的自助圖書館設備及時修復。同時，建立語音呼叫中心，實時受理服務點故障申報，跟蹤故障修復情況。對於這方面存在的不足，該局負責人表示，將立即整改報道中提到的相關問題，進一步加強對服務單位監管。迷你倉沙田
