今年集資過百億元的新股寥寥可數,mini storage香港在全球集資額的排名早跌出三甲。然而,瑞銀投資銀行中國區副主席朱俊偉認為,即使新股市場不再似過去般熱鬧,但亦不會變成一池死水。反而由第四季開始至明年,陸續會有新股來港招股,個別新股的集資額有機會突破百億元,但更多是集資數億至數十億元的中型股。每隻集資數億至數十億他指出,未來12 個月將有更多新股登場,尤其是集資額數億至數十億元的新股較多,皆因本地的新股市場已漸趨成熟,故過百億集資額的新股,勢較以往為少。朱俊偉又稱,之前已有80 多隻新股準備上迷你倉,但因過去市�欠佳而要押後,其中有10 多間在期間已被併購。瑞銀投資銀行亞洲主管金弘毅則稱,非銀行類的金融股是新股市場的熱門外,消費品亦是投資者看好的板塊。至於,近期屢受貪腐醜聞影響的醫藥業,長期仍被看好及預計將有數間來港上市。本地10 月開始將會實施保薦人新監管制度,但金弘毅則認為,新制對投資銀行影響不大。他表示,日後可以令投行為新股集資時,更加精益求精,尤其是審批內地民企時,會更加謹慎選擇,而盡職審查也會更嚴謹。不過,他亦補充,此舉不代表個別民企不會出事,但可以減低不少風險。文件倉

俗語說「創業難,儲存倉守業更難」,但本港人工高租金貴且競爭激烈,創業與守業都絕不簡單,每年被扼殺於襁褓的創業夢如�河沙數。作為創業過來人,三十開來的私募基金華光資本董事長張永漢,過去幾年致力注資具潛力的小生意。張去年更發起「香港創業家基金」,為需要資金的本土創業新丁伸出天使之手。他指出,將互聯網與傳統產品結合,提升消費體驗是現今創業者的曙光,並寄語他們多了解內地民眾需求,放眼大陸市場。回憶99 年科網狂潮,看到數碼相機會取代傳統沖曬行業,張永漢毅然辭去工作,與朋友合作成立網上相片服務公司URPhoto。但公司運作初期就撞正科網爆破,業務頓陷困境,他向記者大嘆創業辛酸。「原本看好UR Photo的投資者都縮沙,公司借不到錢,有大半年靠個人積蓄死撐。幸好之後有一筆天使投資入股,公司才大步檻過。那一刻我深切體會到創投基金對創業者的重要性。」張永漢助網上糕店成功UR Photo 獲注資後全力發展網上沖曬業務,更得到微軟垂青,成為合作夥伴,03 年吸引中港照相(1123)併購。張永漢之後於內地整合各省戶外廣告板業務, 創辦媒體網絡公司傳智戶外。新公司07 年與美國上市公司分眾傳媒合併後,張決定專注創投基金,發掘具潛力的新公司並注資協助發展迷你倉最平幾年間投資20 個創業項目,當中較成功的是一家在上海經營的網上蛋糕店,3年間業務以倍數增長,至今日售逾千個蛋糕。「創投基金不是慈善機構,雖然回報期可能長達10 年,但我們都要靠新公司發展才能賺錢,所以創業者有注資要求,都先要交成績表。」張坦言,創投基金風險高,遇到不少「扔錢落海」的投資個案。「試過有創業者將太多資源投放在宣傳,但產品品質沒有管好,業務下滑,我們的投資亦虧損,想起都心疼。」創過業, 亦看過無數人創業。張表示,有意創業的人要留心傳統行業中,造成消費者長期不便的問題,想想新點子解決痛症,就有機會殺出血路。「不要以為發明iPhone 才是創業,只要做一些微創新,也可以改善用戶體驗,達到消費升級,例如將互聯網與舊產品或服務結合,都可以有不錯的效果。」此外,他勸諭創業者切勿盲目硬闖已被龍頭企業佔據業務,反而應專攻大公司忽略的環節,吸引起對方視線,不難覓得合作甚至併購機會。張慨嘆,不少本地公司都怕猛虎不敵地頭蟲,不敢進軍內地。其實國內服務業仍較落後,對香港公司而言可謂商機處處,不過一定要做足功課。「到大陸推銷產品,一定要做市場研究,了解當地人口味及國情,不要以為在香港或外國成功的產品在內地也一定成功。」採訪、撰文︰ 曾廣裕儲存

Source: St.mini storage Louis Post-DispatchSept. 29--Neither whites nor blacks are doing better than before the economy collapsed, but new census numbers show that blacks are suffering more lasting effects across the nation and the region.While white household income in the St. Louis region is 7 percent less than it was five years ago, income is 17 percent less for blacks. By comparison, white households nationally are bringing in 8 percent less while black households are 11 percent lower.For those who closely follow economic trends, the picture is disappointing, but not surprising."It's common in a recession that blacks are hurt more," said Howard Wall, director of the Center for Economics and the Environment at Lindenwood University. "When you have a weak recovery like this, it's always the people with less education and experience that are hurt the most."The new numbers show white households here make more than twice what blacks make.The median household income of whites in the region is $59,607, or $3,000 more than what whites typically make nationwide. At the same time, the median income for black households in St. Louis, $28,419, is more than $5,000 less than blacks typically make nationally.In the U.S., black households bring in nearly $23,000 less than whites. And in the St. Louis region, that gap jumps to more than $31,000, which is statistically about the same as in 2007, before the Great Recession.The disparity between races plays out much the same in other Midwest cities, such as Kansas City, Cleveland and Detroit, where neighborhoods are heavily segregated, urban schools are struggling and unemployment remains high for minorities.The new census numbers represent responses last year from about 3 percent of the country's population.In St. Louis and throughout the country, blacks continue to fall behind whites in high school and college graduation rates. The failure of public school systems has been on display in St. Louis the past year, with students in unaccredited Normandy and Riverview Gardens school districts, largely African-American, transferring to white suburban districts.Meanwhile, the unemployment rate for blacks, at 13 percent, is twice as high as that of whites.John Logan, a sociology professor at Brown University, said that as long as cities such as St. Louis remain highly segregated, blacks will continue to fall behind."There is a relationship between income disparity and residential segregation," said Logan. Among the 100 largest metro areas, St. Louis ranks in the Top 20 as most segregated.In urban black neighborhoods, schools are often inferior and crime rates higher, he said."With blacks, men in particular, they can get shuffled off into the court system, taken out of the labor market during an important part of life, and getting back in isn't easy," Logan said.WEALTH WIPED OUTAs a whole, the St. Louis region fares better than the country in median household income. St. Louis tops the national median income of $51,371 by about $1,000 a year.While household income is one variable to use when measuring the economic state of the country, another is household wealth, which is basically assets minus debts.In most cases, a home is the largest asset for a family. When and where the house is bought plays into how the home transfers into wealth, said Thomas M. Shapiro, director of the Institute on Assets and Social Policy at Brandeis University."It really is location, location, location," Shapiro said. His book, "The Hidden Cost of Being African-American," was shaped by interviews with families from three cities: Los Angeles, Boston and St. Louis.In the book and in subsequent related research, Shapiro and his staff at the institute have found time and again that black wealth, even on the high end, is lower than middle-income wealth for the country."White families are much more likely to get help from their families when purchasing their first home, which gets them into the real estate market sooner," said Hannah Thoma儲存, a senior research associate at the institute.A later start means less equity in a house and fewer opportunities to move up the real estate ladder, Thomas said. As a result, white household wealth is 10 times greater than blacks.Mark Rank, a professor of social welfare at Washington University, has a book coming out in March looking at how well people do economically over time. One chapter is on cumulative inequality.He explains it this way: Poor blacks are often raised in neighborhoods with few job opportunities and underperforming schools. Children often are exposed to environmental hazards and raised with limited access to food. Families live day-to-day."If you are living in poverty, any little thing can upset the apple cart," Rank said. The Great Recession affected everyone's wealth. For blacks in particular, the poor economy "wiped it out," he said.SOLVING THE FUTUREMichael Holmes knows well the economic health of St. Louis households. Every day, unemployed people come to his office at the St. Louis Agency on Training and Employment. They are defeated. They say they've given up. They consider a stop at his door the last hope for good news."We tell them we don't give you a job, but we put people in competition for jobs," said Holmes, the agency's executive director. "That's not always what they want to hear."He says it's difficult for people to see the future when they are thinking about missing next month's rent or mortgage payment.The agency builds relationships with area employers to find out what kinds of jobs are available, then helps the unemployed get the appropriate training.He sees people of all races and ages, frustrated by unemployment. For young black men, he knows the challenges can seem insurmountable.They often don't have the education or experience. Or role models, Holmes said."If you never saw someone in your home go to work in the morning, how do you know how to go to work?" said Holmes, who is African-American."I want to help them help themselves. I tell them we can't solve the past. We can only solve the future. But you have to want to do it. Yeah, it can be tough. But you've got to start."A few years back, BJC Healthcare approached Holmes and a partner agency, Madison County Employment and Training, with an offer. BJC would need a more-qualified pool of applicants for medical billing and coding jobs as the Affordable Care Act went into effect. Holmes and his counterpart in Madison County were asked to find people for such training, which would be paid for by BJC and administered by St. Louis Community College. There would be no guarantee of a job afterward, but BJC would get to make the first offer to those who passed the program. Those not hired by BJC would have the qualifications to apply at other hospitals.Kristi Russell, 40, is one of 21 students in the 18-month program, running through March.She had been out of work for several months as a union electrician, living off her savings. Instead of looking for more work in her field, Russell enrolled in the health care program."Everything is changing. I'm trying to cash in on the baby boomers," said Russell, of south St. Louis. She said she is more fortunate than others. Russell is a single mother, but her daughter is 20 so she does not have to worry about child care. And with her savings, Russell does not have to work and go to school at the same time."I'm not going in for the money. I'm going for the stability."Logan, at Brown University, said perception differs greatly from reality on what black families, such as Russell's, are going through financially."There's the assumption that we've solved it, that it's all worked out now," Logan said. "We've got a black president. There's blacks on TV.   經濟不景氣的時候,迷你倉企業如何融資成為了頭等大事,看著電視上的成功人士吹噓自己曾經傳奇般的融資經歷,很多企業主往往熱血澎湃,但夢想照進現實的路卻並不平坦。  很多時候,作為媒體,我們都在呼籲政府給予中小企業在融資上以更大力度的支持,或者,應該直接發放相關財政補貼,以幫助中小企業渡過難關,也會呼籲銀行在貸款上給予中小企業更多便利,方式上也要更多樣化,而不僅限于不動產抵押。  為了說服政府和金融機構,媒體往往會拿出一組數據,比如,目前我國的中小企業數量占比99.8%,對GDP的貢獻達到了70%,提供了80%的就業崗位。所以,中小企業是中國經濟活力的源泉,幫助中小企業就是幫助中國經濟可持續的發展。  但不可忽視的是,在一個商業社會中,無論地方政府還是銀行都是趨利的。地方政府幫助中小企業是為了培育龍頭企業,拉動GDP;而商業銀行貸款給企業主們則是為了高收益。因此,僅憑一些宏觀數據和口號般的論調是難以讓政府和銀行出手相助的。市場優勝劣汰是必然的,中小企業主們需要審視的是,你所在的這個行業前景是否已經江河日下?你的企業是否已經窮途末路,所謂融資是否只不過是苟延殘喘?  在國內,企業家喜歡跟風,在一個領域一窩蜂地湧入。近年來最典型的事例出現在光伏行業。2005年底,尚德電力在美國上市,其董事長施正榮一躍成為中國新首富之後,立即引起了�多跟風者,很多做手套、鞋子,毫無技術積累的企業也紛紛湧進這個行業,掀起了新一輪的造富運動。  很快整個光伏行業從寥寥數家企業,幾年之內急劇增加到大大小小近千家,這引發了激烈的價格戰,硝煙甚至瀰漫了歐美市場,最終導致美國對我國光伏產品進行反補貼、反傾銷調查,歐洲也發起了雙反調查。最後,國外最低限價和配額制對我國光伏產品施以控制,至此,整個市場一片慘淡。  目前,在光伏上游的多晶硅領域,至少有85%以上的企業轉產倒閉,全是中小企業,而在中下游的電池組件領域則更為慘烈,很多龍頭企業都負債上百億元。曾經的光伏產業第一家上市公司無錫尚德在今年3月甚至宣佈破產重整,施正榮也失去了首富的光環,在此背景之下,巨頭們都難言獲得銀行貸款,更何談行業里的中小企業。  一位農業銀行地方分行的人士說,今年以來,共收到五六起來自光伏行業里中小企業的貸款申請,無一例外都沒被批准,他說,如今所有涉及光伏企業的貸款要求的審批權都已被收到總行,而至今鮮有貸款獲批。  這就帶來了一個問題,如果你的企業不是行業龍頭,還一直虧損,盈文件倉看似遙不可及,整個行業還處於冬季,如此,你靠什麼獲得銀行貸款和資本青睞?  眼下, LED產業又有重蹈光伏之勢。在LED行業,上游為芯片、藍寶石原料等;中游為封裝、模塊;下游為燈、燈具、系統應用,其中上游占70%利潤,中下游只占30%,上游的製造環節的門檻最高,核心技術主要掌握在日亞、東芝、科銳等公司手中,而國內企業主要集中在中下游,技術門檻很低。  目前國內約有八千家LED生產商,但90%以上都是小型企業,很多小企業無任何核心技術,產品也多以拼湊居多,整個產業剛興起,卻已出現嚴重過剩,業內人士普遍判斷未來一兩年內,國內至少有一半的LED企業將被淘汰出局。  如果你是一家LED的中小企業,無技術、無人才、無盈利,在此三無情況下,已處於淘汰邊緣的你,又怎能獲得融資?  可見,選擇一個人滿為患、競爭激烈、產能過剩的行業,不僅企業未來的發展難言起色,在融資上也鮮有希望,所以你要選擇一個有良好前景,競爭尚不激烈的行業,或者也可以換一種思維,在一個熱門的行業里選擇冷門的配套領域。  還說回光伏行業。這時候,再去投資建設電池、組件工廠已經毫無意義,但在相關的配套領域,一些看似邊緣化的配料或配件產品如今卻遠比那些大型的物件更賺錢,也能更好地獲得融資機會。  湖南利德電子漿料有限公司主要生產的是光伏產品的漿料,這一塊業務尚處於冷門,本土企業涉及並不多,該公司一進入,就獲得了豐厚的回報,而且成為在領域內長期霸佔統治地位的外資巨頭杜邦的有力競爭者,這與光伏產業里哀歌一片的“主流公司”形成了鮮明對比,在今年,這家從事漿料生產的“非主流”公司獲得了國內三家風投公司的聯合入股,華麗地完成了第一輪融資。  這些年,筆者曾接觸過很多中小企業,大多身處熱門行業,企業主以此為傲,每次融資洽談時,對未來規劃和行業前景侃侃而談,卻往往對技術儲備和盈利能力隻字不提,這自然難以讓投資者信服。  在如今低迷的經濟環境下,風投公司並不希望冒險,他們寧願獲利低一些,而去選擇更穩健的產業投資,一個現實是:一些風投寧願去投傳統的餐飲行業,也不願去投競爭慘烈的電商等行業。  打鐵還需自身硬。盡管遭遇融資困難,企業家也需審視自身企業的發展前途和行業的前景是否值得銀行和金融機構為你提供融資。趨利的資本,他們可以為你錦上添花,但難為你雪中送炭,更何況有時候明顯是飛蛾撲火。  所以,當融不到錢的時候,你有沒有想過,是否入錯了行?作者為《中國經營報》編委、《融易》別冊主編存倉

今年八月的第十四屆漫畫博覽會上,mini storage出現一個新面孔,它是黎智英的壹傳媒動畫公司(簡稱壹動畫),為何專做動新聞的它,會來漫博會設攤?而且不賣腥羶色,改靠一個個可愛的動畫角色集人氣? 其實,從今年五月壹電視正式出售後,壹動畫便成為黎智英媒體事業的新武器。 去年九月,傳黎智英將賣掉台灣《蘋果日報》、《壹週刊》,接著把壹電視賣給年代董事長練台生,計畫全面撤台。之後,雖然平面媒體買賣終止,黎智英也改口要在台灣落地生根,但,當壹傳媒正值經營風波、屢傳裁員時,唯獨壹動畫安然無恙,「從來沒聽過要砍人,每年幾乎都還有五十到一百人進來。」一位在壹動畫工作三年的員工說。 為何這間二○○七年成立至今仍在燒錢的公司,能讓黎智英打破「事業三年沒賺就收掉」原則?甚至親自跳下海,在二○一一年斥資港幣七.七億元,用名下森達企業買下七○%股權,也要保全它? 延攬美日大咖助轉型 傳媒業轉型,正是黎智英在日前公布的壹傳媒年報中,點名的第一件事,而肩負這項重任的,就是壹動畫。 截至二○一三年三月底的最新會計年度,壹傳媒營收港幣三十四.七億元,較前年下跌三.六%,其中,香港《蘋果日報》雖然仍是閱讀人口最多的報紙,每日卻僅發行二十三萬份,下滑一一%,香港《壹週刊》還更慘,衰退二四.一%,每週發行量剩八.六萬冊,和二○○二年十五萬冊相比,幾乎快砍半,當老本行榮景不再,黎智英只能背水一戰。 「他(指黎智英)只跟我們說三大原則,mobile、快,還有品質。」壹動畫CEO吳達光拿起桌上的智慧型手機說。 吳達光解釋,為了達成壹傳媒轉型使命,過去單做動新聞的壹動畫,如果還停在這,則難以擴大觀眾群,吸引年輕人目光,「只有做原創動畫,不只做動新聞,對集團才有更大的加值效益。」 為了壹動畫的轉型,黎智英在二○一一年便找來日本動畫大師廣井王子擔任創意總監,連知名特效公司PDI(編按:二○○○年與夢工廠合併)創辦人莊士傑也加入,這些大咖每個月都來台灣,一待就是一、兩週。據了解,壹動畫內有國外業界經歷的員工將近百位,占總人數約六分之一,由他們帶領台灣員工,參與企畫。 接下來,就像籌備壹電視時,砸錢買設備,絕不手軟的黎氏風格。不管是造價上千萬、亞洲最大的動態捕捉(motion capture)攝影棚,還是值三千萬、好萊塢拍《阿凡達》用的3D人臉繪製系統Light Stself storagege,全派上用場。現在,壹動畫研發團隊還設計出比Light Stage更快的程式,縮短製作3D動畫最耗時的建模流程。靠速度進軍日本市場 於是,今年四月,壹動畫在日本成立分公司,推出新品牌nxTomo,除了《企鵝特工》、《喪B樂園》等原創作品,還將《--熱血雙煞》、《霹靂總教練》等經典漫畫重製成3D動畫,以一到三分鐘短片、每天連載,搶在App和壹傳媒網站播出。之後,除了目前有的六部動畫,壹動畫計畫與更多日本出版社合作,希望做到和連載中漫畫同步播出,靠速度打入海外市場,年底前也將再推出三到四部新作品,顛覆外界對它只會做動新聞的印象。 今年八月,廣井王子來台參加漫博會時曾說,一般日本公司做一集三十分鐘動畫,通常要一個月,但壹動畫不到一週就完成,可以馬上察覺市場反應,未來會把電玩遊戲的「互動性」加入作品中,讓觀眾決定劇情走向,改變以往製作方獨大的傳統。壹動畫多媒體實驗室前總監王銓彰也分析,黎智英跨足動畫產業,並不想當第二個夢工廠,稱霸行動平台,才是這位媒體大亨真正的盤算。 面對壹動畫的大動作,西基電腦動畫董事長施文祥說,過去,台灣公司大多幫國際動畫公司代工,鮮少有人敢一次推出多部原創作品,又瞄準行動平台,「這的確是很創新的model。」 全台最大卻仍無法獲利 現在,壹動畫已經是全台最大的動畫公司,約有六百二十位員工,台灣動畫產業近十分之一的人才都在這,每天約有二十五萬人次登入App、網站收看動畫。但為了改善仍無法獲利的窘境,壹動畫也正在與雅虎等入口網站談合作,「希望未來一、兩年可以收支平衡。」吳達光坦言。 不過,根據一位壹動畫員工透露,雖然感受得到黎智英很重視這一塊,但壹動畫轉做原創動畫不到兩年,「不少案子都是幫人家免錢做白工,有些花好幾個月做出來的作品,最後也沒發表。」加上之後究竟要以動新聞還是動畫為主,方向不甚明確,「之前有些人走,就是因為覺得不太穩定,每天都有新變化。」夢想動畫創辦人林家齊則認為,主打行動平台看似有商機,但,「現在資訊那麼多,觀眾為什麼一定看你的?」靠好內容打響名聲,才是關鍵。 失去壹電視舞台,連帶的讓原本提供內容的壹動畫也必須轉型。已經連賠七年的壹動畫,現在從動新聞到轉型做動畫,能否讓年虧損逾港幣九億元的壹傳媒起死回生?就看賣腥羶色起家的黎智英,能否真的靠賣可愛重新再起了。 mini storage

Let young bucks grow."The Oklahoma Department of Wildlife Conservation's new hunter education initiative -- promoted on bumper stickers, on posters at check stations, in the Outdoor Oklahoma magazine, on the television show and on the cover, and taking a full page in this year's Oklahoma Hunting Guide regulations book -- is a sign that Oklahoma is taking a next step up the white-tailed deer management ladder.Decades ago deer were scarce and the message was to let them live and help them spread. Next the message was responsible harvest and following the rules. Then the message was that some areas needed more does in the harvest. Now things are getting more fine-tuned."We had a lot of success 10, 12 years ago with the 'Hunters in the know take a doe' campaign," said Micah Holms, information supervisor for the department.At that time many hunters were not comfortable with the idea of killing a doe. For years hunters saved does because the deer population needed to grow. To many, killing one was considered unethical. The department needed to spread the message that biologists knew the Oklahoma deer population could not only support doe harvest but that it needed it to maintain healthy buck-doe population ratios."We did the campaign and now doe harvest is pretty commonplace and hunters know it's not only OK but it's an important part of deer population management," Holmes said. "The new campaign is modeled off that one, and we hope hunters will recognize it's not a change to the 'take a doe' message, but in addition to it."This refinement in the message is more a hunter-management effort than a population growth effort, but doe harvest along with saving young bucks relates to optimum herd health, according to Erik Bartholomew, big game biologist for the department.The breeding season or "rut" for white-tailed deer can take a toll on individual deer. Bartholomew's explanation is more detailed, but the boiled-down version is that research has shown that, with a good buck-doe ratio of 1-1.5:2 and more mature bucks in the herd the rut period can be shorter and, essentially, more efficient."Deer are going to breed regardless, but it can be a tighter, more intense rut period so they aren't running themselves ragged. ... Younger bucks don't expend their resources in the fall and they go into the winter with more energy reserves."In very simplified terms, an easier rut year-to-year gives all the deer a growth and health a迷利倉vantage over the long haul.The campaign comes more in reaction to public desires than any noticeable population trends. Biologists hear from more people on social media that they want to see big bucks and the state's polling numbers show that most people still want to see a lot of deer when they go hunting, but the numbers of those who would prefer to see fewer but bigger deer is a growing contingent, according to Bartholomew."I get so many calls from people who say, 'I don't have any big bucks in my area,' " Bartholomew said.Three things are required to make a big trophy buck: nutrition, genetics and age. Nutrition can be provided with good habitat management and Oklahoma is loaded with good habitat. Genetics are what they are. "Age is one thing you can control," Bartholomew said. "That buck may have the genetics to be a world record, but if you shoot him when he's one and a half years old you'll never know."A buck's body is mature at 4.5 years. "After that they can put more energy into growing what's up top," Bartholomew said.This is not to say that hunters will not be allowed to shoot any legal buck. The choice is up to the individual hunter, he said. Last year a new regulation was considered that would have reduced a hunter's annual limit from two bucks to one. The proposal was forwarded with the idea that it would lead to hunters being more selective and thus create more big bucks in Oklahoma. It was not adopted."Instead of reducing opportunity, we're trying an education campaign to get hunters to think more about what they're pulling the trigger on before they do it," Bartholomew said. 陳永傑[ 民資和民企完全有能力獨立自主開辦村鎮銀行,迷利倉只要加強監管,其風險完全可控。規定必須以商業銀行作為主辦行發起設立,實際上是對民間投資村鎮銀行設置限制性條件,是自相矛盾 民企在海外找到的原油資源若要運到國內,必須要有兩大石油公司的“排產計劃”,否則不允許進口。這一規定仍未修改 ] 《國務院關於鼓勵和引導民間投資健康發展的若干意見》(下稱“新36條”)出台已經三年。落實情況如何?我們調研的結論是,政策落實取得積極進展,但與社會期望的差距很大;民間投資保持快速發展,但增長潛力仍未能充分發揮。三年來,民間投資政策落實雖然取得積極進展,但許多方面仍存在不少問題,與國務院的要求、民營企業的期望、經濟發展的需要仍有很大差距,民間投資在許多領域的發展潛力遠未得到正常發揮。主要問題是政策落實參差不齊,重點領域政策執行困難。歸納起來,至少有十個方面表現:1.有的政策缺乏細則這種現象存在於多個重要方面。如“新36條”第2條規定“明確界定政府投資範圍。政府投資主要用于關係國家安全、市場不能有效配置資源的經濟和社會領域”。關於如何進一步明確界定政府投資的領域與範圍,到目前為止尚未有相關政策。第35條規定:“建立健全民間投資服務體系,充分發揮商會、行業協會等自律性組織的作用。”民間投資服務體系如何建立、商會協會作用如何發揮,目前也無相關措施。而這兩方面政策的具體化對民間投資具有全局性和長遠性影響。又如,有的部門制定細則,在民間資本如何進入的關鍵條文上只是照抄國務院規定,基本沒有實質性的細則條款。2.有的政策反而退步這種現象存在於某些重要領域。如2005年國務院“非公經濟36條”第二條規定“加快壟斷行業改革,在電力、電信、鐵路、民航、石油等行業和領域,進一步引入市場競爭機制。對其中的自然壟斷業務,積極推進投資主體多元化,非公有資本可以參股等方式進入;對其他業務,非公有資本可以獨資、合資、合作、項目融資等方式進入”。而“新36條”及相關實施細則,避開了壟斷問題,更不提非自然壟斷業務對民間投資放開問題。對民間資本進入石油、電力、電信、鐵路等領域,其中的許多業務都是非自然壟斷業務領域,本來可以進一步放開,有的可以讓民間資本獨資或控股。但在部門細則中,大都只提民間資本參股投資,或與國企合作投資。這是政策的明顯退步。3.有的政策自相矛盾這種現象存在於一些政策細則之中。如銀監會“關於鼓勵和引導民間資本進入銀行業的實施意見”,一方面規定“在市場准入的實際工作中,不得單獨針對民間資本進入銀行業設置限制條件或其他附加條件”;另一方面,又堅守部門舊規,強制性地規定村鎮銀行必須要由現有的商業銀行作為主辦行,民間資本不能獨立建立村鎮銀行,否則,不予批准。民間資本和民營企業完全有能力獨立自主開辦村鎮銀行,只要政府加強監管,其風險是完全可控的。必須以商業銀行作為主辦行發起設立,實際上是對民間投資村鎮銀行設置限制性條件,這在政策上是自相矛盾。4.有的政策被打折扣這種現象普遍存在於各個領域。如“新36條”第18條規定“鼓勵民間資本發起或參與設立村鎮銀行”,“放寬村鎮銀行或社區銀行中法人銀行出資比例的限制”。而銀監會相關實施細則,只是將法人銀行出資比例由過去的20%降至15%。草根企業需要草根金融,民營企業完全有能力辦草根金融。但有關部門仍然在主要問題上堅守部門舊規,在操作上不允許民間資本獨立自辦村鎮銀行,只在次要問題上小幅讓步,這限制了小金融的自主發展。在其他不少行業或領域,部門的細則或實際行政管理中,民間資本進入政策均被打折扣。5.有的政策執行受阻這種現象大量存在於各個領域。如銀監會“關於鼓勵和引導民間資本進入銀行業的實施意見”明確提出,“允許小額貸款公司按規定改製設立為村鎮銀行”。而在實際執行中,目前有相當一部分規模大、效益好、信譽高、管理規範的小額貸款公司提出要求改製設立為村鎮銀行,但至今無一家成功。其原因是,有關部門至今尚未提出小額貸款公司改製為村鎮銀行的明確條件要求和審批程序等規定,而在實際操作中,有關部門或是提出苛刻條件,或是相互推諉,最終是無一家能夠成行。又如,鼓勵民企參與國有企業改製重組,但推行明顯受阻。特別是在行業壓縮產能、推進兼併、淘汰落後時,有的民營企業在設備技術、管理水平和經營效益等方面均比某些國企強,但往往不允許作為兼併主體,既不允許兼併其他民企,更不允許兼併國企,有的甚至被迫讓競爭力遠不如自己的國企兼併。6.有的政策缺乏力度這種現象存在於一些部門之中。如“新36條”有多項涉及公平財稅政策,要求各級政府有關部門,要明確規則、統一標準,對民間投資主體同等對待。而在許多投資領域,特別是在一些公共服務、基礎設施投資領域,對國有投資大都有稅收優惠甚至財政支持政策,民間投資也想獲得同等待遇。但有關部門的實施意見只是將過去多年的相關稅收政策進行匯總,不作進一步的闡述和推進,人們看不到民間投資的稅收政策有任何實質性進步。又如,設立中小企業發展基金,近年規模有所擴大,但仍然很小,總規模不足300億元,相對於1000多萬家小型微型企業,戶均不足3000元,雖有作用,但很小。7.有的政策遭遇抵消這種現象存在於多個重要領域。如“新36條”第27條規定,“鼓勵民營企業‘走出去’,積極參與國際競爭。支持民營企業在研發、生產和營銷等方面開展國際化經營,開發戰略性資源,建立國際銷售網絡”。但有關部門過去曾有規定,民營企業海外尋找的原油資源若要運到國內,必須要有兩大石油公司的“排產計劃”,否則,不允許進口。目前這一規定仍未修改,民營企業強烈要求修改已經十多年,但至今無人理睬,兩大石油公司也反對修改,民營企業海外開發石油資源很難實際推進。在其他資源投資領域,一些民營企業已經在海外拿到重要資源,但就是不能拿回國內來。有的只能在國外生產、經營與出售;有的必須借道國有企業與其聯合,但需作出重大利益讓步;有的即使與國企聯合,但操作難、審批難,最終大都失敗。8.有的政策已被虛置這種現象存在於不少部門執行之中。如國務院“中小企業發展29條”(2009年)、“小微企業發展29條”(2011年)均規定:完善中小企業上市育成機制,擴大中小企業上市規模,支持小企業上市直接融資。“新36條”第31條規定,“繼續支持民營企業通過股票、債券市場進行融資”。證監會的實施細則也規定,“支持民營企業發行上市和再融資”。但證監會關於中小板和創業板上市公司的經營收入、規模等資格條件規定,實際基本上限制了中型企業和完全限制了小型企業上市。其結果是,按中小企業劃分標準衡量,中小板和創業板的千家公司,其申請上市時,絕大多數都是大型企業,小部分是中型企業,無一家小型企業。我國證券市場的中小板名不副實,小企業上市基本無望。其他不少領域也有類似情況。如民營企業進入新能源領域,相關部門比照現有國有企業規模標準設置高門檻,使得民營企業進入不了頁岩氣領域,風電、光伏企業發電上不了網。民營企業提出意見,有的部門甚至直接告知:“在我們的潛規則當中,就不會批給你民營企業。”9.有的政策存在漏洞這種現象存在於一些政策細則之中。國務院“新36條”、“中小企業發展29條”、“小微企業發展29條”先後規定,要建立和完善民間投資和小型微型企業統計調查、監測分析和定期發佈制度。為此,國家統計局也制定了相關細則,並與工信部等部門重新制定了中小型企業的劃分標準。但是,在執行中小企業劃分標準、統計分析小企業的融資狀況時出現了很大問題,主要是在人數標準與收入規模標準之間很不匹配。比如,工業小型企業標準是銷售收入2000萬元和從業人員300人以下,微型企業的標準是銷售收入300萬元和從業人員20人以下。2011年實際統計結果是,我國有7943家微型工業企業列入了規模以上工業企業(標準是年銷售收入2000萬元以上),其平均從業人員才4人,但其平均銷售收入達5500萬元,大大超過了300萬元上限;小型企業平均銷售收入達1.1億元,明顯超過了2000萬元上限;都已達到中型企業收入標準的2000萬元以上、3億元以下範圍。更令人感到意外的是, 2011年統計的小型工業企業中,有7萬多家企業銷售收入超過1億元,6000多家超過5億元,1400多家超過10億元,46家超過50億元,17家超過100億元。小企業收入規模之所以大大超過中型企業甚至達到大型企業標準,主要原因是從業人員都沒有超過300人。這是統計上的明顯漏洞,這一漏洞嚴重影響甚至誤導社會對小微企業實際經營狀況和民間投資結構狀況的客觀判斷,不利於政府部門制定小微企業和民間投資相關政策。10.有的政策缺乏監督這種現象是普遍和長期存在。民間投資政策涉及的都是民營企業,其中99%是小微企業,他們不僅在市場競爭上明顯處於弱勢地位,在與政府部門、國有企自存倉打交道時更是處於弱者地位。大量民營企業特別是小型企業普遍反映並深深抱怨,民間投資政策執行難,遭遇政府部門及官員和國有企業潛規則,是當前面臨的最大問題。由於缺乏政策執行的有效監督,企業遇到問題找人難、反映難,解決更難。特別是民間投資合法權益受嚴重侵害、經濟利益受嚴重損失之時,尤其是在與政府機關和國有企業打交道出現法律糾紛時,經常遭遇告狀難、告狀成功執行難等問題。這大大壓抑了民間投資的積極性,制約了民間投資潛力的真正發揮。“新36條”出台以來行業發展情況再次證明:經濟增速高于全國的行業領域,多為民間投資增速高、比重大的行業領域;反之,多為民間投資增速低、比重小的行業領域。從工業看,2012年工業增加值增速高于全國平均增速的行業,主要有黑色金屬采礦業、農副產品加工業、紡織業、化學原料和化學製品製造業、醫藥製造業、黑色金屬冶煉及加工業、電氣機械和器材製造業、計算機通信和其他電子設備製造業等,其民間投資增速均高于行業投資平均增速,民間投資占行業投資比重都在70%以上。與此相對應,增加值增速低於全國工業增速的行業,如石油天然氣開采業、石油加工業、鐵路船舶航空航天和其他運輸設備製造業、電力熱力生產和供應業等,民間投資一般占行業投資的50%以下,許多只有10%~30%。雖然有的行業民間投資高于行業投資平均增速,但由於比重小,對行業增長的拉動作用有限。從服務業看,2012年第三產業增加值增長8.1%,投資增長20.6%,其中民間投資增長22.2%,民間投資占51.26%。其中,交通運輸業、教育、衛生與社會工作等行業,民間投資增速成倍地高于行業投資增速,但民間投資占比較低,只有20%~30%。文化體育和娛樂業投資增長36.2%,其中民間投資增長43.8%,民間投資占52%。我國文化產業近年之所以增長較快,一個很重要原因是民間投資增長快、占比提高。中國未來最大的經濟內生動力和增長潛力是民間投資,為了給民營經濟和民間投資創造公正公平、平等競爭的政策、法治、市場和輿論環境,充分激發其動力、挖掘其潛力,讓民營經濟推動中國經濟再快速發展20年,我們提出以下建議:1.真正解放思想,推動“雙向自信”中共十八大提出要樹立道路自信、理論自信和制度自信。這個自信,是對中國特色社會主義市場經濟的自信。而發展民營經濟與發展國有經濟一樣,是社會主義市場經濟的內在要求和基本內容。因此,相信和放心發展民營經濟,是增強自信的重要方面。最近,全國工商聯在民營企業中廣泛開展“三信”教育活動,教育民營企業要增強對中國社會主義的信念、對黨和政府的信任、對企業發展的信心。不少民營企業家提出,要推進“雙向信任”,我們應當增強“三信”,政府部門也要增強“三信”,包括增強對民營經濟的信任。當一些部門的思想仍然守舊,對民營經濟仍不信任時,民營企業的“三信”難以全面增強。民營經濟是改革開放的產物,是中國特色社會主義道路、理論和制度不斷探索與發展的產物,一定要把民營企業當作“自家人”,不能當作“異己力量”。政府部門增強對民營經濟的信任,必將推動民營企業增強“三信”;民營企業增強“三信”,必將推動民營經濟和整個國民經濟更快更好發展,進而推動全社會增強對中國特色社會主義市場經濟道路、理論和制度的更大自信。2.落實“三個平等”,提高全要素效率中共十八大提出要“保證各種所有制經濟依法平等使用生產要素、公平參與市場競爭、同等受到法律保護”。全要素效率的高低決定一個國家競爭力的強弱。中國未來增長的潛力,根本途徑在於提高全要素效率。國有經濟和民營經濟,是中國特色社會主義市場經濟的“一體兩翼”,是最基本的兩大生產要素。二者各有短長,各有發揮效率的優勢與劣勢領域,也有相互融合發揮更大效率的領域,應當互補短長、協調發展、合作共贏。現在存在的某些不協調,主要是由於沒有落實權利平等、機會平等和規則平等,民營企業在平等使用生產要素上遇到諸多不平等、不公平問題。改革開放以來的經濟社會發展充分證明,民營經濟不僅在絕大多數競爭領域,而且在壟斷行業中的非自然壟斷領域,都有明顯的競爭優勢,不僅經濟效率高,社會效益也好。各級政府要從提高全要素效率、推動經濟社會整體上更好更快發展出發,切實貫徹中央“三個平等”要求,將生產要素交給能夠產生最大經濟效率與最好社會效益的生產者、經營者和管理者。對一些領域仍然嚴重存在的壟斷,要正視而不是迴避;對壟斷帶來的經濟效率損失與公共利益傷害,要解決而不是掩蓋。要打破因壟斷形成的既得利益不合理格局,以推進社會公平公正為目標,以提高整體經濟效率與全社會效益為標準,推進壟斷行業對內資全面開放,鼓勵民間資本以參股與合作形式積極參與壟斷行業中的自然壟斷業務,以獨資、控股與合資、合作形式進入壟斷行業中的非自然壟斷業務。可以肯定,只要讓民營企業平等進入壟斷行業中的非自然壟斷業務,平等使用這些領域的資源要素,我國的基礎設施建設和公共服務領域將獲得新的大發展,這些領域的供應短缺、服務質量低與價格高的問題將會得到更快更好解決。3.完善投資法律政策,強化政府執行監督“新36條”不是一般的單項的國務院政策,而是涉及很廣很深的綜合性重大改革,它不僅需要有部門的配套實施細則,還需要從制度、法律和行政管理上做出相應的調整與改變,特別是要“清理和修改不利於民間投資發展的法規政策規定”。比如,“明確界定政府投資範圍。政府投資主要用于關係國家安全、市場不能有效配置資源的經濟和社會領域”,就需要國家制定政府投資條例等重要法規。比如,“建立健全民間投資服務體系,充分發揮商會、行業協會等自律性組織的作用”,既需要國家在行政與社會管理上進行相應改革,還需要加快制定行業商會協會法等重要法律。當前,尤其是要對部門實施細則及實際操作加大監督力度。部門制定的一些細則,有的關鍵條件仍然比較抽象和原則,具體操作程序和辦法尚需進一步細化;有的行業准入仍設有較嚴條件或標準要求,需要進一步明確、具體和公開化。有的細則執行需要多個部門相互配合,政府綜合管理部門要加強工作協調,避免相互推諉。特別是要避免用文件落實文件,只見樓梯響,不見人下來,一定要將細則化為實際行政作為。要儘快解決將某些實際的行政審批權交給某一壟斷企業的問題,避免其利用特權限制民營企業參與行業競爭。4.短缺行業需要民間投資,民間投資需要財稅支持我國的一些重要資源、基礎設施和公共服務等行業仍然發展不足、供應短缺。行業短缺緣于投資不足,投資不足緣于政府與國企投資有限、民間投資受限。民間投資受限又緣于得不到應有的財稅金融政策的同等鼓勵與支持。因此,對民間投資進入相對短缺行業一定要實行公平的財稅融資政策。引導民間投資進入相對短缺的行業,重在引入社會資本與市場機制,促進行業內部平等競爭,提高行業活力與效率。目前,這些行業國有經濟比重大,並且,許多行業不同程度地具有公共與公益性特徵,利潤率低,國家對行業發展都有一些特殊支持政策。引導民間資本進入,一定要實行與國有經濟同樣的支持政策,特別是在土地供給、信貸融資、財政補貼、稅收優惠、行政收費等方面,要一視同仁、同等待遇。不要因為是非國有單位,就提出特殊條件、實行更嚴標準。要讓民間資本進入後真正感到有事可幹、有機可遇、有利可圖。可以肯定,短缺行業只要實行公平待遇政策,民間資本一定會與國有資本一道,相互促進、共同發展,快速提高行業競爭力,提升行業效率效益,增加行業有效供給,滿足社會不斷增加的需求。5.平等保護合法權益,維護司法公平正義中共十八大提出,堅持法律面前人人平等,推進公正司法和依法行政,切實做到嚴格規範文明執法。在民間投資合法權益的保障上,公正司法和依法行政尤其重要。當前要著重解決幾個問題:一是司法解釋彈性問題。如司法中對非法集資、民間借貸的界定與解釋比較模糊,執行彈性太大,往往因人而異、因事而異、因時而異,給民間投資的現實與潛在風險太大。二是執法對象歧視問題。如民營企業在參與國有企業投資與並購中出現法律糾紛,不管是非對錯,司法往往首先視民企為非;在購並國企訴訟中,民企投訴不僅程序複雜,而且往往被防止“國有資產流失”所困擾和傷害。三是行政不作為與亂作為問題。一些地方與部門為吸引民間投資,向民營企業作出若干承諾,但當民間投資進入時,大量承諾不兌現。民營企業進行行政訴訟法事實上很難,民營企業對行政不作為和亂作為的現象十分無奈,他們往往因投訴無門而不斷上訪,甚至釀成惡性事件。解決這個問題,必須加大行政執行特別是執法監督。四是重大案件慎重處理問題。對民間投資重大經濟案件,涉及的政治經濟法律司法問題錯綜複雜,認識分歧大,國內外影響大,司法一定要公正公平,審理判決要慎之又慎,要經得起時間考驗,一定要避免出錯,避免在整體上對民間投資產生不良影響。攝影記者/高育文(作者為中國國際經濟交流中心副秘書長)mini Each hot sauce was graded from 1 to 10, to 10++, and finally to "Ungradeable".I, of course, bought the "Ungradeable" bottle for about S$18.The sauce is made from Ghost Peppers, which in 2007 was ranked as the hottest chilli pepper in the world by Guinness World Records. This picture was taken just before I put a drop of it directly on my tongue. If your hem is frayed or something, you could theoretically fix it immediately. I paid less than S$5 for it. But when I got back home, I didn't know how to use it and found it didn't really work. I can't remember what they cost, but they must have been very cheap because I was backpacking.They looked very cute, but when I brought them back, my first thought was: "Why?" And the icing on the cake: They were "Made in China". My amber peach is special because I've never seen another like it and also because the price of amber in Lu Garden has risen dramatically since.Worst souvenir: A Shanghai suit from the Lu Jia Bang Lu fabric market in 2008 in Shanghai. It looked little like the image in the photograph I had shown the tailor. Despite two alterations, I was never able to wear it.That lesson set me back over S$100. Travel out of Seoul to experience the country's natural beauty and rustic attractionsThe weather was damp; the air, thick and humid.存倉 Still, plenty of people were out walking at a wetland park in Suncheon Bay, South Korea.Scenic landscapes and cultural sites are not exactly the first things that come to mind when I think of South Korea. But walking along a boardwalk in an endless sea of green willowy reeds and breathing in fresh air, I realised that South Korea has so much more to offer beyond K-pop, K-drama serials, plastic surgery and make-up. One just needs to venture beyond the capital city of Seoul.On a week-long media trip, I made my way around the Korean peninsula. Travelling with others invited by the Korea Tourism Organization in a hired mini- bus, I explored several provinces and counties, including the south-western provinces of Jeollanam- do and Jeollabuk-do, the coastal city of Gyeongju and the north-eastern province of Gangwon. We visited temples and traditional folk villages, and trekked up mountains.At the Suncheon Bay Ecological Park, or the Field Of Reeds as it is also known, it was easy to see why the place had been awarded the Star of Korean Tourism two years ago. The title is given by the Korea Tourism Organization and the Ministry of Culture, Sports for its scenic beauty and well-preserved natural environment.Located in the South Jeolla province, three or four hours from Seoul, the eco park is like a giant labyrinth that could take hours to explore, thickly covered with reeds taller than myself. Visiting during the low-peak season at the start of July, which saw mostly overcast skies or rain and mist-shrouded horizons, I felt the gloomy weather added to the park's sublime serenity.Close to the wetland is a shining new jewel in South Korea's tourism, the Suncheon Bay Garden Expo. Spanning 330,000 sq m of land, with 82 types of gardens, the Garden Expo brings botany and garden landscape design from around the world to one location.Somehow, the South Koreans have managed to replicate themed gardens inspired by various countries in a vast open-air enclosure: a French-styled garden complete with a white terrace overlooking the geometric layout of shrubbery, a Dutch-styled garden filled with tulips and an actual windmill, and a traditional American rose garden were among those I saw. The small plots were not majestic by any means but worth viewing as a collection.Ironically, the feature that stood out the most for me had nothing to do with the flora and fauna.Instead, a 140m-long bridge connecting the main expo site to a wetland centre caught my eye. Built from old shipping containers, the Dream Bridge is covered with more than 140,000 colourful square tiles, each decorated with drawings and writings by children all over world. The bridge stands as an emblem of hope, that the kids' dreams will be carried off in the wind and shared with people.Driving east for a few hours from Suncheon will get you to Busan. In Gijang-gun in north-eastern Busan, a temple took my breath away. The Haedong Yonggungsa Temple faces the sea, perched on a mountain slope along a rocky coast.Park at the top of a cliff and walk down 108 steps to reach the temple. The climb down may be tiring, but the view once there is breathtaking. Watching locals meditating in front of a giant statue of Haesu Gwaneum Daebul (S儲存awater Great Goddess Buddha) and enjoying the sea breeze, I found myself utterly at peace.Those up for a short trek should head to the coastal city of Gyeongju, in the north Gyeongsang province, about five hours away from Seoul. There, you will find the famed Seokguram Grotto, a Unesco Heritage site famed for its 3.5m-high statue of Buddha, accompanied by three bodhisattva, 10 disciples and two Hindu gods along the wall of the rotunda within the grotto.The fresh smell of pine greeted me as I trekked up the winding slopes of Mount Toham, a 745m-tall mountain on which the grotto lies. The artificial grotto was built from granite to house the monumental sitting Buddha statue, which looks out to sea in the bhumisparsha mudra ("earth witness") position, with his left palm upwards in his lap and right hand touching the earth.Visitors were not allowed to take photos of the statue, but what made up for it was the fantastic view from the mountain top, overlooking what looked like villages and miles of farm land down below.Just down from the grotto, I came across a booth where tourists could purchase roof tiles to write their wishes on.Among the pile of "wishing tiles" that were stacked neatly on the ground in rows, one grabbed my attention. Handwritten in white ink, it was a wish from a fellow hoping for a nice condominium in the prime area of District 9 and a girlfriend. A Singaporean, I thought, amused.The travelling time it took to get from place to place by mini-bus also allowed me to take in the countryside beauty outside South Korea's metropoles - misty mountains, endless rice fields and shrimp farms, and the pleasant seaside coastline.Aside from the temples and eco parks, I managed to get a taste of traditional village life in Andong, in the North Gyeongsang province.A picturesque place called the Andong Hahoe Folk Village is nestled along the winding Nakdonggang river ("Hahoe" means "winding river") in Pungcheon- myeon, five hours from Seoul. Quaint clay and straw-roof huts pepper the land, which offers an amazing view of the towering Taebaeksan Mountains, which reach a height of over 1,500m.Dating back to the 16th century, the village and its layout is typical of a traditional clan village from the Joseon dynasty. Venture into it and one can see architecture of the period, such as tiled-roof residences and thatched-roof servants' homes to distinguish between the aristocrats and the lower working class.The village appeared to be relatively uncommercialised. I spotted only a small souvenir shop selling wooden crafts, and we seemed to be the only group of international tourists there. As I wandered through the narrow dirt roads, surrounded by lush greenery and enormous beds of lotus plants, I marvelled at how the place is still unspoilt.A standout for me in the folk village was a neighbouring 64m-high cliff known as the Buyongdae. From the village, you can admire the stunning cliff that wraps along the Nakdonggang river. Weary travellers can rest on carved wood benches placed along the river bank.Back in Seoul after a week, I found myself with a new understanding of and appreciation for the country's natural wonders.   新華社記者 何玲玲 李亞彪  這是一座城市的“美麗價值觀”:留住生態,迷你倉才有發展。有著生態理念與實踐的歷史傳承、天生麗質而人文俱佳的杭州,具備建設“美麗中國”樣本的基礎和條件。  “努力爭當生態文明建設的實踐者、‘美麗中國’建設的先行者……”隨著杭州市委十一屆五次全會的動員令,這座千年古城,迎著飄飛的桂雨,大步邁入建設“美麗中國”先行區的新時期。  歷史之約  據史料記載,五代十國時,有方士勸吳越國王錢鏐填平西湖,于其上建王府,可有千年王氣。而錢鏐不但反對填湖,反而成立專門機構疏浚湖水,改善生態,希望後人永久留住這片綠水青山。這個故事,許多杭州人都知道。  聯合國曾有一句寓意深刻的警語,“我們不只是繼承了父輩的地球,而且是借用了兒孫的地球”。錢鏐之于西湖,現代人之于杭州,正如浙江省委常委、杭州市委書記黃坤明所說那樣:“我們只不過是這一方山水的托管人,必須盡心盡力當好‘薪火傳人’,而沒有權利做‘吃祖宗飯,斷子孫路’的錯事。”  沒有鬼斧神工般的天然美景,西湖從一個淺淺的塘灣、由潮汐帶來的江海之水沖擊而成。自秦設縣的杭州,之所以成為今天中國版圖上的一顆明珠,完全是靠一代代人的汗水與堅守。  白居易任杭州刺史時,西湖蓄水減少,湖中生態破壞嚴重,他修壩蓄水、疏浚井道;兩度在杭為官的蘇軾,看到湖水生態退化、農田無水可灌,迅速展開建造蘇堤等一系列大規模搶救工程……  今天,駛在高速發展快車道上的杭州正如歷史上的西湖水一樣,再度面臨環境的考驗。按新標準評價,杭州空氣質量在過去十年間不容樂觀,霾天數年均約160天。一些河道交接斷面不達標,水質性缺水問題突出……杭州市委以高度的憂患意識,部署建設“美麗杭州”,爭當“美麗中國”建設的先行者。  如今在西湖區西溪穀,每到周末,市民們便三三兩兩踏上傍山而建的慢行道,登上高處,可以看到湖、樹、亭、塔錯落參差,白牆黑瓦與叢叢綠蔭相映成景。“自古以來,西湖便是杭州之核。美麗杭州建設,缺不了百姓世世代代賴以為生的西湖,美麗西湖建設也是美麗杭州建設之核。”西湖區委書記王立華說。  網民“江南湖泊”說,歷史上,連最偉大的詩人來到這裡也無心寫詩,而立即成了生態救護者。現在,建設山清水秀、天藍地淨、綠色低碳、宜居舒適、道法自然、幸福和諧的生態美、生產美、生活美“美麗杭州”目標的提出,是這座城市對歷史的負責,對這一跨越千年的生態約定的最好回應。  民生之需  “盼了幾十年,終於有新房子住,而且環境也改善了!”攥著紅色紙條從人群中擠出來的上城區白塔嶺居民曹慧珍說。  (下轉第四版)  (上接第一版) 中秋前後,這位63歲的“老杭州”同白塔嶺一帶186戶居民領號選房,借著杭州改造舊住宅區、舊廠區、城中村和拆除違法建築“三改一拆”工作,搬離了環境惡劣、屋頂漏水的棚戶區。不遠處,是用于回遷而新建的白塔小區,街對面是剛剛建成的櫻桃山生態公園。  白塔嶺的變化只是美麗杭州建設三年行動計劃在實施中尊重百姓意願的縮影。市建委黨委副書記鄭書文說,在市委制定的三年行動計劃中,清水治汙、三改一拆、大氣整治等工作,都來自于群�反映最強烈的問題。  小區環境怎麼改造?樹栽在什麼位置?河道如何治理?當杭州市相關部門遇自存倉這樣的選擇題時,往往把拍板權交給群�。市環保局局長胡偉回憶,錢江三橋濱盛路匝道改建工程的環評審批聽證會,為逐一回答質疑,聽取市民建議,從下午2時開到凌晨2時方結束。  杭州城北的京杭大運河,似碧綠的緞帶一樣穿過廣濟橋、拱宸橋,兩岸栽滿綠植的人行步道、御碑文化主題公園、漕運倉儲博物館讓人流連忘返,曾經髒亂散的汙染企業再也尋不見。古老的運河勝景又平添了現代生態文明之美。一些居民說,過去造房時,大家連窗子都不敢往運河方向開;現在這裡成了景觀房、景觀窗,大伙有了真正的生活品質。拱墅區委書記許明說,運河的傳承與保護就源於對民生需求的挖掘。  今年夏秋之交,杭州市委常委還接連走進杭州網的直播間,就美麗杭州建設與網民對話。這些決策者們敏銳地發現,隨著生活水平的提高,大家對生態的需求日益強烈。而好的生態是最公平的公共產品、最普惠的民生福祉,建設美麗杭州正是回應並一攬子解決當前民生訴求的最好方式。這座人均GDP達1.4萬美元的城市,顯然有理由、有條件成為“美麗中國”建設的先行區。  發展之要  打開地圖,新安江、富春江、錢塘江,滔滔江水,綿延東流,兩岸產業的發展離不開這三條母親河。“保護水源水質、修復岸線生態、促進產業轉型升級的‘三江兩岸’生態景觀保護與建設工程,正在成為現實。”站在大堤上,杭州之江國家旅遊度假區管委會副主任葉偉平指著正在建成的草坪、公園說。  “改善生態環境就是發展生產力。”杭州提出的“環境立市”背後,是對發展的憂患:市區土地開發強度已超過30%,按國際慣例接近生態承載極限;紡織等六大耗能行業工業產值占工業總產值30%以上,節能降耗減排壓力巨大。  “解決發展的問題不是不發展,而是要科學布局生產空間,善用‘留白’技法,給自然留下更多修復空間。”黃坤明說。同“三江兩岸”整治同步的是,杭州正在實施旅遊西進、科技西進、文創西進、現代服務業西進,推動西部五縣市著力建設杭州重要的生態屏障。  在五縣市中,杭州市把千島湖畔的淳安縣列為“美麗杭州”建設試驗區,綜合考評“單列”,生態保護、生態經濟等取代GDP成為考核的核心內容,把這座小城徹底解放出來,騰出更多財力、空間用于生態保護。杭州市也正探索創新考核方式,把資源消耗、環境損害、生態效益等指標納入經濟社會評價體系。  蔡志忠漫畫工作室、法藍瓷收藏品展示館、平面設計公司、電影特效製作企業……掩映在濃濃綠色中的轉塘鎮鳳凰山下的文化創意產業園中,這些全新產業已取代了老舊的水泥廠。西湖區文化創意產業辦公室負責人梁上柱說,這些新入駐的企業,利用水泥廠舊廠房改造出了一個浪漫的文創風情小鎮。  退二進三、棄重擇輕、變黑為綠,在杭州,有十個像轉塘這樣的文創園承擔起了改造產業結構的職責。整個杭州,正沿著國家對杭州轉型定位的高技術產業基地、國際重要的旅遊休閒中心、全國文化創意中心、電子商務中心、區域性金融服務中心“一基地四中心”的綠色發展之路加速快跑。  嬌豔的荷花、翠綠的茶葉,如果維繫在一條搖擺于汙泥間、脆弱的“生態莖脈”上,就時時有折斷、枯萎的可能。有著悠久生態歷史的杭州正視危機,正努力把自己鑲嵌在青山綠水之中,在這1.66萬平方公里土地上描繪出人與自然和諧的“現代版富春山居圖”。mini storage
